That accent is mainly of rural areas (pinds etc)

That is saraiki varient most likely from Sargodha. The dubbing itself is done by people from Faislabad and I am sure some saraiki varients are spoken districts around faisalabad as well.

lol the whole video is in Punjabi so I don't get how the accent at 0.16 can be considered punjabi.

I would have said that's a Pathan Bahi speaking Punjabi accent but it' was a bad attempt if he really was trying to sound like a Pathan speaking punjabi. But overall the video rocks.

I am a punjabi myselves - lived in Punjab,India as a kid and one old lady in our neighborhood (she came from Pak originally) spoke like that. she said she was from Pakpattan.

in which part of pakistani punjab say threh for 3 and which say timm?

i would guess that northern punjab, jhelum, chakwaal, pindi say threh for 3 whereas in pakpattan which is southern punjab tinn would be used??

That's definitely a Southern Punjab accent.

The accent used in the YouTube video is a mixture of Punjabi and Sairaiki. There is a good chance the guy, who recorded the sound or dubbing, is from the Southern Punjab or South Eastern Punjab.

punjabi totay are made by a group of comedians from Faisalabad, Pakistan..

But that Punjabi accent @ 00:16 is found in suburban Sargodha, i have heard that accent myself in different Chaks (pinds) of Sargodha,

Chaks are planned pinds, some people moved to Chaks (from Gujrat, Gujranwala etc.) after they were given lands to cultivate after Chaks were planned. But the people who migrated to Chaks don't have this accent, only the NATIVES of that area speak in this accent.
