The Technical Committee of the Board of Control for Cricket in India, headed by Sourav Ganguly, has called for revolutionary changes to the domestic structure by doing away with the earlier format of Elite and Plate Divisions in the Ranji Trophy and making it a 27-team tournament.

Tuesday’s Technical Committee meeting in Mumbai, which lasted more than two hours, recommended an overhaul of the Ranji Trophy, the elite domestic first-class event, as well as changes to limited-overs tournaments.

As per the recommendation, the 27 teams in the Ranji Trophy will be divided into three groups of nine each, and each team will play eight matches in the league stage. The quarterfinals and semifinals will also be extended from four-day to five-day affairs.

The 15 Elite teams will be placed in groups A and B, and will be joined by the top three Plate teams. The remaining nine Plate teams will form Group C. The Ranji Trophy winner will be in Group A and the runner-up in Group B, and the two semifinalists too will be split likewise. The two Plate finalists of the previous year will be slotted into Groups A and B respectively, and the third Plate team will be in Group B. The 11 other Elite teams will be split into Groups A and B through draw of lots.

In another significant recommendation, the Technical Committee has suggested that in a 50-over domestic game, one bowler be allowed to bowl 12 overs. Additionally, there will be two bouncers in an over, but there will be no change in the number of fielders outside the 30-yard circle in the non-powerplay overs.

The recommendations of the Technical Committee will come up for ratification at the BCCI’s Working Committee meeting later in the year.

In the earlier Ranji Trophy format, teams were divided into the Elite and Plate divisions. The Elite Division had two groups of eight teams (A) and seven teams (B). The Plate Division had two groups of six teams each.

Under the proposed structure, the top three from groups A and B, and the top two from group C, will move into the quarterfinals, and there is provision for promotion and relegation. The top three from Group B at the end of the season would be promoted to Group A, while the bottom three from Group A will drop down to Group B. The top two from Group C will move up, while the last two from Group B will go down to Group C.

The other important recommendation by the Committee on the Ranji Trophy was a change in the points system. The Committee said the winning team in each match should get six points, with a bonus point for an innings win or a ten-wicket victory, as against five points on offer until now. A tied match will fetch three points each for both teams. In case of drawn matches, the team taking the first-innings lead will get three points and the team conceding the lead will collect one point.

If in the knockout phase, a result on first innings is not obtained at the end of the fifth day, then the match will extend to a sixth day. If a result on first innings is not obtained even after the sixth day, the winner will be decided on spin of the coin.

The Committee also recommended the inclusion of the winner of the Vijay Hazare Trophy as the third team in the N K P Salve Challenger Series from the 2013-14 season. The national selectors will pick two teams while the national One-Day champions will be the third team. As of now, the Challenger Series is played between India Red, India Blue and India Green, all picked by the national selectors.

The Committee also recommended that pitches with grass and bounce be prepared for the benefit of national team prospects. ”We want to have trials of India ‘A’ players on wickets which have some grass and pace so that it helps them in overseas tours,” Ganguly said.

“We also have recommended that the Pitch Committee monitor wickets for domestic matches one week in advance. They should reach the venue one week before a game to monitor the pitch,” he added.

Every state ‘Under-22’ side will now be called the ‘A’ team of that association. Players who are below 25 years as on September 1 of the year in which the season starts will be eligible to be a part of the ‘A’ team.

Every ‘A’ team will be allowed to field three Ranji Trophy players in each game. These three players should have been included in the playing XI of the ongoing Ranji season or the immediate preceding season.
