Delivering on promises: PTI forms committee to assist provincial govt

PESHAWAR:
The Pakistan Tehreek-e-Insaf (PTI) has formed a provincial coordination committee to facilitate the implementation of its election manifesto, The Express Tribune learnt on Saturday.

The committee will probe means to enable the implementation of plans developed to improve education, health, local government, planning and development, energy and power sectors.
The committee will be headed by PTI chief Imran Khan and will consist of handpicked members including Asad Umar, Jahangir Tarren, Shah Mehmood Qureshi, Javed Hashmi, Asad Qaiser, Pervaiz Khattak and Atif Khan.
It was further learnt former Higher Education Commission (HEC) Chairperson Attaur Rehman and PTI Senior Vice President Ishaq Khan Khakwani may also be included in the group.
“The committee is supposed to work as a liaison body. It will coordinate with the provincial government and administration, giving advice on various development plans to be executed according to the party’s manifesto,” said someone familiar with the matter.
The members will have more powers as compared to elected MPAs as far as planning and initiating developmental projects are concerned, he informed, adding the members would also play a key role in suggesting reforms in various provincial government departments.
When contacted, PTI Peshawar President Atif Khan, a member of the said committee, confirmed the formation of the body. Atif stated the committee had been constituted in order to fully ensure the implementation of PTI’s development plans for the province, as previously pledged to the people.

In response to a question, the district president said PTI’s decision making was not centric as suggestions from party members were always welcomed.
Earlier, Awami National Party Khyber-Pakhtunkhwa (K-P) President Afrasiab Khattak had criticised the PTI’s central leadership for its involvement in provincial matters, alleging important decisions regarding K-P would now be imposed from PTI’s leadership sitting in Punjab.
However, when contacted, K-P PTI Secretary Information Aqeel Razzaq said in response that people would judge the party by its performance as opposed to who made decisions when it went to the polls again in five years.
“PTI has competent people in every field, and it is our right to utilise their experience in the interest of the province,” Razzaq maintained.
He further added it was the party’s utmost priority to deliver what it pledged to the people. “We cannot take any risks. If the PTI fails to deliver in K-P, there will be no justification in asking people to vote for us in five years.”

Managing finances: PML-N govt set to repeat history

A new government has been elected precariously close to budget season. Ishaq Dar is about to be sworn in finance minister, and it is glaringly obvious that the new administration will need to approach the International Monetary Fund for a bailout, but the government seems to be dithering, hoping for aid from wealthy allies. The year is 2008. Or 2013, since the incoming administration seems determined to repeat the mistakes of previous governments.
In virtually every interview to the media since the election, Sartaj Aziz, the incoming adviser to the prime minister on finance and foreign affairs, has made it clear that the government does not want to approach the IMF for at least three to four months. And the Pakistan Muslim League Nawaz has leaked to the Financial Times that they are seeking up to $5 billion from Saudi Arabia as a bridge loan to allow the government time to implement its own agenda before approaching the IMF.
Sources familiar with the matter say that the PML-N is seeking a 10-year, low-interest-rate loan from Saudi Arabia and plans to use the proceeds almost entirely to pay off the existing stock of inter-corporate circular debt in the energy sector. Once the loan is received by Pakistan, it would then take about a month for the government to halve power cuts in the country, at least partially helping them fulfil their campaign promise of taking immediate action to resolve the energy crisis.

There are, however, at least three major issues with this approach. The first is that it hinges far too heavily on Saudi generosity. Riyadh has been known to rebuff many previous requests by Pakistan for assistance and the amount currently being sought is far higher than anything Islamabad has ever asked before.
Granted, the Sharifs have strong ties to Saudi Arabia, but the kingdom may be hesitant to hand over that high an amount to Pakistan, which even under the PML-N has had a poor record of managing its money properly. (That sordid history, by the way, is why China has stopped providing any form of budgetary support to Pakistan.)
The second problem is the damage that might happen in the wait before Islamabad eventually does enter into an IMF bailout programme. In 2008, for instance, the government was banking on US financial support to come through before finally being forced to turn to the IMF in the last quarter of that year. But by then, it was too late.
Depositors panicked at the sight of the government’s dithering and lack of a serious plan, and there was massive run on the currency, and the rupee plunged from Rs61.81 to the dollar at the start of the year to Rs79.32 at the end of it, a drop of over 28%. Inflation hit a record of 25.8% in August of that year as the government was forced to cut its unsustainable subsidies. That inflation spike sent interest rates soaring, precipitating a financial sector crisis that the banks have only just recovered from.
If the Saudis give anything less than $2 billion, that is effectively the scenario Pakistan will face once again. That is a deeply unpleasant thought, because it would mean wasting a whole decade going around the same crisis which just keeps getting bigger and bigger.
But the single biggest problem with this approach is the “what next” question. Suppose the Saudis are generous enough to give the whole $5 billion requested (unlikely). Given the pace at which circular debt accumulates, we will be back to unsustainably high levels of debt within a year or so.
In effect, the PML-N is giving itself a one-year window in which to work a miracle. To their credit, they have already started work on implementing a plan, but it seems highly unlikely that they will be able to meaningfully bring down the rate at which circular debt is rising within that period. At which point, we will just have a whole lot more debt and not much to show for it.
The Saudi loan, in effect, is less a way to buy time and more like a ticking time-bomb. The IMF route is likely to be more painful, but serious negotiations with the Washington-based lender tend to calm the markets, and buy more time. The PML-N would be wise not to repeat the same mistake.

ISLAMABAD: Election Commission of Pakistan (ECP) on Tuesday issued a notification announcing winners of reserved seats for women and minorities, according to which, the Pakistan Muslim League – Nawaz (PML-N) attained a simple majority in the National Assembly with a total of 185 seats, DawnNews reported.

The PML-N was allotted 35 out of the 60 seats reserved for women and six out of the 10 seats reserved for minorities in the NA, which increased its total number of seats to 185, which allows the party a simple majority, according to an ECP spokesperson.

Similarly, Pakistan People’s Party (PPP) now have a total of 40 seats after being allocated seven seats for women and one minority seat. Pakistan Tehrik-i-Insaf’s (PTI) seats increased to 35 seats in the NA, after being given six seats for women and one minority seat.

Moreover, Muttahida Qaumi Movement (MQM) was allotted four women seats and one minority seat and now has a total of 23 seats in the NA. Jamiat Ulema-i-Pakistan – Fazl (JUI-F) has 14 NA seats in total after it was allotted three seats for women and one seat for minorities.

The Jamaat-e-Islami (JI), National People’s Party (NPP), Pakhtunkhwa Milli Awami Party (PkMAP), Pakistan Muslim League – Functional (PML-F) was allotted one seat each out of the 60 reserved seats for women.

The PPP and the Pakistan Muslim League – Quaid (PML-Q) are currently tied in the race for one reserved NA seat from Punjab. The successful candidate would be decided by a toss.

The ECP has asked PML-N to submit names of candidates for nine reserved seats in the NA and seven in Punjab Assembly by May 29. At present, ECP only has names of 23 women for the reserved seats for women allotted to PML-N.

The reserved seats for women and non-Muslims in the NA are proportionally distributed between the parties on the basis of the total number of general seats won by each party. The NA has 342 seats in total, with 60 seats reserved for women and 10 seats reserved for the minorities.

The notification issued by ECP also detailed the numbers of reserved seats for women and non-Muslims in all four provincial assemblies.

It is pertinent to note that activists of the Pakistan Tehrik-i-Insaaf (PTI) had alleged rigging during the election for NA-125 and had staged a sit-in to register their protest over the result from the said constituency.
Earlier, Khawaja Saad Rafique of the Pakistan Muslim League – Nawaz (PML-N) was said to have won from the seat securing over 120,000 votes and defeating PTI’s Hamid Khan (83,000). After which, Khan had requested the ECP for a vote recount on NA-125, which the commission had reportedly rejected at the time.

Reserved seats issue is not being handled well at all.

Fauzia Kasuri deserved it more than anyone else.

There could only be 2 from Punjab based on PTI NA seats. Shereen Mazari and Munaza Hasan (Women wing's president) got these 2 seats as Fauzia K was on number 3.

There is controversy on 4 KPK seats as well as 3 of them are Pervez Khattak's relatives. Nafeesa Khattak (Pervez Khattak's bhabi) is deserving one by not sure about others.

If Fouzia Kasuri was picked due to her time with party and not based on her credentials then PTI would be like PPP and PMLN which reward loyalty.

There is no doubt that Mrs. Kasuri is very talented but perhaps the ladies selected may have something going for them? It is like a job interview, we all apply thinking we have what it takes and someone else gets the job.

I will only judge PTI on performance and not their decisions on appointments.

Nawaz Sharif has withdrawn from NA 120 Lahore and retained Sargodha seat

Shahbaz Sharif has withdrawn from NA 128 and 2 PP seats.

Pervez Khattak and Asad Qaiser withdraw from their NA seats as well.

Fauzia Kasuri couldnt contest in intra-party elections earlier as her paper work hadnt finished and she still had dual nationality. Oh well, she is over it now and well should get over it too. No biggie !

I think you are mixing up IK's dreams with Zardari, his dreams aren't leader of house or leader of opposition but leader of change and it's well on the way.

if its materialized then IK should announce the retirement (from politics) that he achieved what he wanted. :)

it was a big set back, PTI is worthless (unless NS shows some pity and make pti members part of some committees from ruling side otherwise they will not even be part of any discussion)

similar situation with MQM.

LAHORE (Dunya News/Online) - Chairman of Pakistan Tehreek-e-Insaf Imran Khan revealed that there was a plot of his assassination on GT Road through a bomb blast before the general elections-2013.

Talking to media persons here on Monday, he said that he was saved by the Almighty Allah from assassination.

The PTI Chairman said he would take to streets after Eid-ul-Fitr over Election Commission’s failure to hold a transparent probe into riggings. It would be the country’s biggest protest, he added.

Imran Khan said that he would raise his voice against the rigging in election in his maiden address to the National Assembly.

To a question, he said that Fauzia Kasuri would soon rejoin the party.

He said massive rigging took place in the lections 2013 and results would have been different if the polls had been fair.

Condemning the drone attacks, Imran said allowing drone attacks gives an impression that Pakistan is fighting US war.

Nadra confirms rigging reports in NA-258


KARACHI: The election to a National Assembly seat (NA-258) in Karachi was massively rigged in the May 11 general elections, it emerged in a report filed in an election tribunal by the National Database and Registration Authority on Saturday.

The seat was won by the candidate of the ruling Pakistan Muslim League-Nawaz, Abdul Hakim Baloch.

The election results of the constituency was later challenged in the tribunal headed by a former judge of the Sindh High Court, Zafar Ahmed Sherwani, who directed Nadra to carry out the examination and comparison of the election material, including statement of count, used counterfoils and photo electoral rolls.

Investigations by Nadra revealed that the thumb impressions on 23,432 ballots could not be compared or matched through the Nadra system because the fingerprints were of very poor quality seemingly due to a lack of essential properties of the ink and inkpad used in the process of balloting.

The report said that only 2,475 of the total 32,865 ballots sent to Nadra for verification of certain polling stations were successfully authenticated.

It said that during the process of verification it was revealed that as many as 4,680 counterfoils contained invalid computerised national identity card numbers, which were never issued by Nadra.

Besides, the report said 435 votes were found not registered in the constituency and the fact was ascertained on the basis of the CNIC numbers mentioned on the used counterfoils. This bogus voting was observed in three different polling stations.

According to the report, there were 1,404 duplicate votes polled by 658 voters mainly in two polling stations.

It said as many as eight votes were cast on one CNIC (42401-974889-5) of Muhammad Swaleheen, a resident of Khudi ki Basti, Surjani Town. The report also said that as many as 11 votes were polled on one CNIC (42501-6587372-7) issued in the name of Muhammad Faizan-ud-Din, a resident of Majeed Colony, Landhi.

The report said that as many as 386 used counterfoils were found without having fingerprints on them.

It said that only 2,475 votes were authenticated by Nadra’s Automated Fingerprint Identification System (AFIS). This means that fingerprint affixed on counterfoil at the time of issuance of ballot paper correctly matched with fingerprint data of registered voter held with Nadra in citizens’ database.

The report said that as many as 53 votes failed authentication, meaning thereby that someone else voted against the CNIC number mentioned on the used counterfoils.

It said that a large number of fingerprints on used counterfoils could not be processed through AFIS due to poor quality of fingerprints.

The report said that Nadra had proposed to the Election Commission of Pakistan (ECP) certain features of the ink to be used for capturing fingerprints at the time of issuance of ballot paper, but it seemed that the ink used in the polling process did not possess the proposed qualities.

“This has resulted in 23,432 bad quality fingerprints which were unable to be processed through AFIS. However, CNIC numbers mentioned on such counterfoils having bad thumb impressions were valid and belonged to the same constituency.

The election petition against the winning candidate of the PML-N was filed by the rival candidate of the Pakistan Peoples Party, Abdul Razzaq Raja, who also cited 25 other contestants of the election to the NA-258 as respondents.

He said that the whole electoral process in his constituency was marred by serious irregularities, illegalities and law and order disturbances.

The petitioner alleged that whole constituency witnessed unprecedented display of hubris and arrogance from the supporters of the PML-N as well as some other contesting candidates.

He said that total number of polling stations in the constituency was 287 and most of the polling stations were controlled by the supporters of Mr Baloch, who in collusion with the polling staff demonstrated the extent of rigging by filling the ballot boxes at their whim and made travesty of the whole electoral process.

The petitioner stated that the ballot boxes were stuffed with fake ballot papers by the supporters of the PML-N candidate and other candidates in several polling stations.

He said that there were serious anomalies in the consolidated result in as much as the statement of count differs from the consolidated result and in case of number of polling stations actual vote cast in favour of the petitioner were not taken into consideration.

The petitioner pointed out that he also found some original ballot papers lying abandoned near one of the polling stations and this fact clearly established that ballot papers were in the hands of miscreants and supporters of the contesting candidates and the polling staff had no control over it.

He asked the tribunal to declare that the election held on NA-258 (Gadap) was illegal, unlawful and unconstitutional and tainted with illegal and corrupt practices, as such the polls were null and void in the entire constituency.

He further requested the court to direct the ECP to conduct re-polling in the entire constituency under the strict provision of law-enforcement agencies.

The Nadra report also explained its entire process of verification of the votes. It said that the statement of counts, counterfoils and photo electoral rolls were scanned and loaded into a database to preserve election material in electronic form. This operation was performed using auto-feed high-speed scanners at the desired image quality of 400 DPI, or Dots per inch. After scanning, digitisation operation commenced wherein NIC number was captured and fingerprints/thumb impressions were electronically extracted from the scanned images.

Then, it said, fingerprints/thumb impressions of the voters were sent to the AFIS for authentication /verification against their respective record held against their CNICs. The AFIS is a software solution which has capability to accurately compare/match fingerprints/thumb impressions and verify their authenticity.

KARACHI: The National Database Registration Authority (NADRA) has submitted its report of thumbprint verification for NA-256 (Karachi) to the election tribunal.

According to the report, 77,643 fake votes were cast in the constituency during the May 11 general elections. The report further states that out of 84,448 votes cast in the constituency only 6,805 could be verified. 11,043 votes were cast using fake identification cards.

The election win of MQM candidate Iqbal Muhammad Ali on NA-256 had been challenged by Pakistan Tehreek-e-Insaf (PTI) candidate Zubair Khan.

An earlier report presented by NADRA regarding voter verification for NA-258 (Karachi) had also revealed voter fraud.

I'm getting sick and tired of everyone conspiring against MQM. Now NADRA is at it. We all know MQM is the only party that represents the people of karachi, and they won NA 256 fair and square. Why is NADRA causing problems now?

Go check my post history. MQM keeps of playing the race card successfully because they are provided enough fuel to do so . Case in point NADRA investigation for Karachi only . Also , I despise MQM but i do know that some grievances are genuine.

I remember this thread back when I was a lurker. Was so optimistic about 2013, and when the result came out, I was extremely disappointed and shattered. I'm so happy that we got there in 2018, definitely makes up for it!

Unfortunately PML-N and the Sharif family has done so much damage and made the most of the 5 years in power, they have left the PTI with a huge mess to clean up.

7 years today was elections day 2013. Rigging or no rigging it was a victory for Nawaz Sharif. IK getting a government in KPK though, a fine achievement from the former cricketer.
