Does'ent matter if they won two, the WI were already a very strong side. I would say Imran Khan, then Steve Waugh and Ganguly at third. Imran Khan and Steve Waugh inspired the team out of nowhere to win the cup, Ganguly's captiancy was one of the reasons for India's amazing turnaround in the world cup, despite a very poor start.

i think wasim akram was the 99captain of the year, just one flop doesnt make you a bad captain!

So, Kapil doesn't fit in to the list? If you exclude Loyd as WI were strong team, we will have to leave Imran too. it is not that he was a bad captain, but had a potential team to back up. in my openion 92 Pak side was well talented and well balanced in both bowling and batting. on the other hand 83 Indian side was pretty average (I think). well, batting department might have been fine with the likes of Gavaskar, Srikanth, Mohinder etc. bowling was an average line up for sure. still Kapil managed to won the cup. so, I will give him the top mark. also Border's name also worth mentioned. his side in 87 wasn't either start studded.
