Two leagues with 6 teams each. Each team plays the other once, both home and away, resulting in 10 games for each team. 3 points for a win and 1 for a draw. Relagation for the bottom team in League 1 and promotion for the top team in League 2. This structure can exist for 4-day games as well as ODI's. This would be my initial allocation of the leagues:

League 1:
1) Karachi
2) Lahore
3) Peshawar
4) Sialkot
5) Faisalabad
6) Multan

League 2:
1) Rawalpindi
2) Islamabad
3) Quetta
4) Hyderabad
5) Sheikhapura
6) Gurjanwala

Have the 4-day league in the winter/spring and the ODI league in the fall/winter. I think both leagues would be very competetive and the threat of relegation would really spur teams in League 1 to play some hard, competetive cricket. The same goes for League 2, where promotion should entail benefits, both financial and otherwise. This format should encourage quality as oppossed to quantity, and also create a city-wide fan base. I for one would be excited about an annual tournament based on such a structure.

for four day games i will go five teams; sindh, punjab, frontior, baluchistan ,and centre, and for the one dayers i will go by cities. and the condition would be put that participiant of these tournaments will be selected on performance based critaria for the natioanal one day and test teams then out of these teams will be created two teams for tests and two teams for one dayers and with the big cash incentives they will play three match series for one dayers and one five day test like final match. that will creat an interest in the public and those days will come back when the team would have been selected by the spectators inside the grounds.

Good suggestion however I will add two teams to league 1: Karachi Blue and Karachi Brown; smilarly Lahore Blue and Lahore Brown; and to League 2, I will add Punjab rural (include all those areas not represented already in league 1 and 2) and Northern areas that will include Abbotabad, Azad Kashmire, and Gilgit areas.

So both leagues will compose ot 8 teams each:

League 1:
1) Karachi Blue
2) Karachi Brown
3) Lahore Blue
4) Lahore Brown
5) Peshawar
6) Sialkot
7) Faisalabad
8) Multan

League 2:
1) Rawalpindi
2) Islamabad
3) Quetta
4) Hyderabad
5) Sheikhapura
6) Gurjanwala
7) Rest of the Punjab
8) Northern Areas including Abbotabad, Azad Kashmir and Gilgit

Idea is to have less teams to create a more competitive and higher quality teams.

Thats true but at the same time you have to consider the population and give representation to most of the talent. Otherwise, we will need a setup like counties where level/division 1, level 2 etc should be created to accomodate every talented player to play.

I wish you were Naseem Ashraf's son. Who knows he may have passed your idea as his own. Until someone smart (or borderline literate) can get a blood relationship going with them bosses nothing good's happening
