Selection of ICL players catches official establishment off guard

The Pakistan Cricket Board (PCB) has caught both the BCCI and the ICC off guard by naming three ICL players in its list of 30 probables for the ICC World Twenty20 in June. It marks an official breaking of ranks with the BCCI, a traditional ally, and it has put the ICC, the organisers of the tournament, in a tricky position.

ICC officials are now hoping to persuade the PCB during a board meeting in Dubai next week to drop Abdul Razzaq, Rana Naved-ul Hasan and Imran Nazir, the ICL trio, from that list. The ICC will also discuss on April 17-18 the ICL's long-pending request for official recognition. It is understood that the ICC board may ask the BCCI to take a final call on the ICL's application, and the Indian board is unlikely to change its hardline stance.

The ICC and the BCCI are well aware that the the ICL is gearing for a long-drawn legal battle on the recognition issue and the official ban on its players, and what has really set the alarm bells ringing within the official establishment is the Pakistan team announcement on Monday.

ICC and BCCI officials feel that the PCB, or at least an influential section within the board, has become a pawn in the hands of the ICL. According to them, the ICL is working on a multi-pronged long-term strategy: complicate the legal side of their tussle with the establishment by encouraging their players, who have been banned from official cricket, to cross over and return; and build a support base within the official establishment, especially among those who feel threatened by the BCCI's overpowering clout in world cricket.

On the recognition issue, the ICC has already framed new rules on official and unofficial cricket, which make it clear that only the respective home boards can decide on any request for recognition from an independent organiser. The current set of rules is not very clear in this respect, and leaves a window open for any venture to approach the ICC directly for approval, which the ICL did last year.

The ICL has never been short of allies either, even from within the establishment. Last year, it had the open support of Arjuna Ranatunga, the then head of Sri Lanka Cricket (SLC), who allowed five ICL players and an umpire associated with the league to play a domestic tournament. This time, it appears that the ICL has on their side an influential section of the PCB, especially its legendary players-turned-officials like Javed Miandad, who is the PCB's director-general, and Abdul Qadir, its chief selector.

Miandad, apparently, has been particularly resentful of the Indian board's strong-arm methods, and has now gained more sympathisers from within his own board after the BCCI shut the door on Pakistani players in the IPL, citing government orders. In fact, in November, soon after he joined the PCB, Miandad questioned the intent behind the international ban on ICL players - a BCCI-led move - and suggested that these players should be considered for the national team.

Pakistan's case has been boosted by a recent order from the Sind High Court, which overturned a ban on the country's ICL players from playing in domestic cricket.

In March 2008, the ICC board had resolved that ICL players should not be allowed to participate in official cricket, but left the final decision on the matter to the individual national boards and the laws that govern their countries. "Obviously, Pakistan could have prevented this situation by simply not picking those players," the senior ICC official said. "They are now passing the buck back to us. It's not a nice position to be in."

The ICL camp, meanwhile, is buoyant and a league official said it was a matter of pride for them that their players have been picked for national duty. "We have given our players the option of a temporary release from their ICL contracts so that they can appear for their national teams," the ICL official said. Interestingly, the official refused to confirm whether they have released Razzaq, Hasan and Nazir from their ICL contracts.

According to an ICL source, the temporary release offer is just one aspect of a long-term plan the league has in place. Apparently, most of the league's calculations hinge on the general elections in India in April-May after which Subhash Chandra, the league's owner who is politically connected and owns a popular media organisation, hopes to have some sort of a say in government formation. This would then place him in a better bargaining position with Sharad Pawar, who has the final say in Indian cricket and who is currently a central minister, the source said.

However, the ICC is also clear that it won't accept a temporary release from ICL, and may ask national boards to bind those who return from the league in ironclad contracts, if they are considered for national selection. ICC and BCCI officials have also claimed that the ICL's release offer is a desperate attempt by the league to foist at least a part of its wage bill on to the national boards - the ICL had scrapped its March programme, citing the economic recession as one of the main reasons. But this is a suggestion that key ICL officials and senior players have rejected vehemently.

We got nothing to lose. BCCI dont play cricket with us, our players dont play in IPL even if they play they are underpaid, BCCI screws our tours when Srilanka wants to tour us, BCCI make us ban our ICL players to make our team weak. Why should we listen to BCCI we are not benefiting from them in any possible way

It all depends on how PCB handles this pressure situation, ICC with backing of BCCI would be put pressure on PCB and lets wait and see how PCB handles this pressure ....................................... I hope this does not gives a leverage for other countries to avoid Pakistan as many countries are trying to avoid playing and just wish to fullfill their commitments ...

Picking these 3 players for Twenty20 will only strengthen Pakistani team and chance of winning the Twenty20 world cup. These guys get picked in final squad i'm buying tickets.

all those that didnt know, regardless of how the political situation was between india and pakistan, the boards under the ACC were a united force. they were the reason bangladesh got test status ahead of kenya, who actually made it to the semi final of the worldcup. ACC has off late become a very dominant body and this division is what the western block was shooting for and basically india provided them by their incessant bullying. there will be a power shift.

That's what you think. At the end, it's performance that wins you the match. I have completely no faith on Imran Nazir, Razzaq and Rana. They are inconsistent, hyped, and choke in the under pressure. The team is already solid without Rana, Nazir and Razzaq. All Pakistan needs to do is to drop Shahid Afridi, Kamran and Shoaib Akhtar. The team is all set.

Only time will tell. They didn't choke in last world cup. We are talking about 2020 not test match. How is Pakistan team "all set"? I agree they should drop other three but these three will bloster pakistani 2020 team. If you have been watching these guys play then you would these guys are made for shorter version. I'm sure your team will be Salman, khurram, faisal, Bazid, Kamal, Sarfraz etc.

A life ban on players having contracts with ICL was ridiculous.

Good on the pcb. They probably know the players will have to be left out from the final squad but its a good statement to let the rest know we are still around and strong as ever.

This is not breaking rank. The PCB is still chicken **** scared of the BCCI. I dont see this as an aggressive step at all. A more aggressive step and a dont care attitude would have been shown if we just kept things simple and selected the ICL players without issuing such retarded statements like "Pending to a clearance from the ICC, if the ICC allows them".

Seriously dissapointing stuff from the likes of Butt, Miandad. Atleast Miandad has been exposed for the attention seeker that he is that he would bring back the ICL players. Like a dog who barks all the time but doesnt bite.

that's ridiculous. you can't just go against the ICC. it's a great step from the PCB to change the political policies of the last regime.

I think this is the way to go for the PCB. I am sure most of the Indian posters including me don't agree to the BCCIs bullying tactics. During the PCB - SLC negotiations, the BCCI had no business in arranging an Indian tour.

When the BCCI had only thought about its own back when it came to protecting its financial interests through arranging a quick fix tour to SL(not for one moment caring about the PCB), I think the PCB is well within its rights to announce a team which it thinks serves its best interests. Now let the ICC figure out a solution for this. The PCB shouldnt back away and should stick to its guns. If there needs to be a litigation on this so be it.

I am sure no court in the world would support one organizations monopoly, particularly when it involves ones right in professing their trade (the players in this case).

Go PCB! And hope for once the ICC does something sensible and surprises all of us for a change :)

Looks like lorgats soiled himself!!! Lol.. What the pcb has done is take legal advice before taking this step..they have passed the buck to the icc and opened up the chance for all icl players to take legal action against it..the old streetfighters qadir and miandad just lit a fire under modi!! Win win for pcb..if the players are banned by the icc they can take legal action and take them to the cleaners, if they get reinstated we get a good team back..and we also send a message to the bcci that our vote is now no longer guaranteed!! Time to make some deals with the ECB about tournies in Dubai and neutral venues!!!

Let's just hope that these ICL players are recruited for this 20/20 campaign and only Yousaf makes his return to test cricket, as for others, let them play that mickey mouse ICL tournament and domestic cricket and earn a living.....even though they ran to these indians at the first sign of trouble!!
