    Ishaq Dar declared absconder by accountability court [Update #38]

    An accountability court in Islamabad on Wednesday indicted Finance Minister Ishaq Dar in a corruption reference filed against him by the National Accountability Bureau (NAB).

    The minister pleaded not guilty to all charges, terming them baseless. The NAB prosecution presented evidence and a list of witnesses against the accused before the court.

    The hearing was subsequently adjourned till October 4.

    The reference was filed against Dar for possessing assets beyond his known sources of income.

    A situation of chaos was observed outside the accountability court when Dar arrived for the hearing. The doors to the court were shut for reporters, and the finance minister had to wait at least 20 minutes outside before he was allowed to enter the court premises from the back door.

    On Monday, Accountability Judge Mohammad Bashir handed over a copy of the reference filed by NAB to Dar’s counsel, along with copies of related documents, which comprise 23 volumes.

    The court had rejected a request by Dar’s counsel, Amjad Pervez, to grant them seven days to peruse the voluminous record, saying that since the Supreme Court had set a six-month deadline, it could not adjourn proceedings for a week.

    On September 8, NAB had filed a reference against Dar, and three separate references against ousted prime minister Nawaz Sharif and his children.

    In the reference against Dar, the NAB alleged that “the accused has acquired assets and pecuniary interests / resources in his own name and / or in the name of his dependants of an approximate amount of Rs831.678 million (approx).” The reference alleged that the assets were “disproportionate to his known sources of income for which he could not reasonably account for.”

    On Sept 18, the Lahore NAB wrote to the State Bank of Pakistan (SBP) to remind them that since a reference was pending against him, “the bank accounts of Mr Dar may be cautioned”.

    The bureau, however, left room for transactions from these accounts, as NAB has made them subject to the orders of the accountability court.

    NAB has also written to district governments, asking them to stop any transfer or disposal of the properties owned by Dar, warning that in case of non-compliance, they could face up to three years in prison under the National Accountability Ordinance (NAO) 1999.

    On Tuesday, an accoun*tability court declined Nawaz Sharif’s request for exemption from personal attendance and issued bailable arrest warrants for Maryam, Hussain and Hassan Nawaz, as well as retired Captain Mohammad Safdar, for their absence from its proceedings.

    An accountability court on Monday postponed Finance Minister Ishaq Dar's fifth hearing until 12pm today after his lawyer Khawaja Harris failed to appear in court due to some prior commitments.

    As the finance minister appeared in court, the bench rejected junior lawyer Kauseen Faisal Mufti's application for the defendant's exemption from future hearings.

    In the application, Mufti said that Dar wished to be exempted from court in order to be able to concentrate on his duties as the country's finance minister.

    After the court rejected the appeal, the junior lawyer said Harris would refile an appeal for the finance minister's exemption from proceedings once he appeared in court this afternoon.

    When the hearing resumes, the prosecution is expected to present Masood Ghani, the manager of Habib Bank Islamabad as its fourth witness in the case.

    The accountability court had indicted Dar last month in a reference pertaining to his owning “assets beyond his known sources of income”.

    Previous hearings

    During an eight-hour trial, held on October 12, NAB had presented Al-Baraka Bank Senior Vice-President Tariq Javed and Shahid Aziz of the National Investment Trust (NIT) who testified against the finance minister.

    Dar's counsel continued to point out discrepancies in the prosecution’s evidence and, during the cross-examination of a prosecution witness, found certain documents to have been tampered with.

    During the cross examination, defence counsel Khawaja Haris drew the court’s attention to an original document regarding Dar’s investments which was produced by the witness, saying that it was different from the copy submitted to the court.

    It emerged that the form carried stamps of two cities — Lahore and Islamabad — and seemed to have been tampered with.

    When confronted with this detail, the witness said that while NIT kept the original form, a carbon copy was sent to Karachi, adding that the photocopy that was submitted to the court was sent to him by the Karachi office.

    However, the court noted that the original and photocopy were different.

    In his statement, the witness informed the court that after receiving the original, as well as photocopies of the documents from Karachi, he sent the same to the Lahore NAB.

    “If a carbon copy is made from the original document, then why is the photocopy different from the original?” asked Khawaja Haris.

    The witness, however, said it was routine practice to make corrections in such documents.

    The witness told the court that Dar invested Rs120 million in NIT, but withdrew the amount in January 2017.

    During cross-examination, the witness confirmed that the investment was made in accordance with the company’s rules and the amount was refunded to Dar, along with the profit, after deducting government taxes.

    The second witness also recorded his also handed over documents regarding nine companies of the Hajvery Group, associated with Dar.

    During cross-questioning, Javed admitted that he was neither the author, nor the custodian of most of the evidence he had produced before the court.

    However, he claimed that the bank management had allowed him to trace the record of Dar and the companies associated with him, but he could not produce any written orders in this regard.

    He said that the management intimated him via email that he could produce the record at the next date of proceeding.

    The accountability judge then put off further proceedings until Oct 16. The court also summoned another witness, Masoodul Ghani of the Habib Bank Limited, on the same date.

    On October 4, Dar’s lawyer had raised questions regarding the relevance of the first prosecution witness and objected to the admissibility of evidence procured from the witness by NAB.

    The counsel made the objections after Accountability Judge Mohammad Bashir recorded the statement of Bank Al-Falah Manager Operations Ishtiaq Ali, in whose branch Dar held a personal and company account until 2006.

    NAB Special Prosecutor Imran Shafiq produced the witness and exhibited the relevant documents in the assets reference against Dar, which defense counsel Khawaja Haris described as “completely irrelevant”.

    Assets beyond known income

    On July 28, a five-member Supreme Court bench had ordered NAB to file three references against former prime minister Nawaz Sharif and one against Dar, on petitions filed by Pakistan Tehreek-i-Insaf’s Imran Khan, Jamaat-i-Islami’s Sirajul Haq and Awami Muslim League’s Sheikh Rashid Ahmed.

    Ishaq Dar in London due to 'ill health', court issues bailable warrants for his arrest

    As the trial resumed against Ishaq Dar in a corruption reference filed by the National Accountability Bureau (NAB), the finance minister failed to appear for the hearing in Islamabad's accountability court on Monday.

    The court issued bailable arrest warrants for the minister after rejecting his counsel's application seeking Dar's exemption from appearance in today's hearing. The hearing was adjourned until November 2.

    Proceedings in the trial could not advance due to Dar's absence, even though prosecution witness Abdul Rehman Gondal, branch manager of a private bank's parliament branch, had appeared in the court with two gunny sacks full of documents related to the minister's bank accounts.

    At the outset of the hearing, Dar's counsel Khawaja Haris filed an application seeking exemption for the minister's appearance in the court today and adjournment of the hearing until Nov 2. The court initially reserved its decision on the matter but later rejected the application.

    Haris stated in the application that Dar, after attending the 16th Central Asia Regional Economic Cooperation Ministerial Conference in Dushanbe, had travelled to Jeddah. He said the minister fell ill in Jeddah and subsequently had to go to London for medical treatment.

    He requested the court to exempt Dar from the hearing as he has to undergo medical check-up in London today.

    NAB prosecution opposed the application, urging the court to issue arrest warrants against the minister instead.

    The court accepted NAB's appeal and ordered Dar to appear in the court on Nov 2 after issuing his arrest warrants.

    The court had indicted Dar last month in a NAB reference for owning assets "beyond his known sources of income".

    At the last hearing, the court had summoned two additional witnesses, Faisal Shahzad and Mohammad Azeem, both from the banking sectors, in today's hearing.

    Man how rich are these politicians in Pakistan that they can afford getting treatments in the west. I live in America and I think about getting treatment from Pakistan sometimes especially for cosmetic stuff like teeth because it is so damn expensive here!

    How corrupt is Pakistan's finance minister Ishaq Dar?

    The more I get to know him via news the more I am astonished at the corruption level of Pakistan's finance minister Ishaq Dar.

    Now just read the report that National Bank president Saeed Ahmad has told National Accountability Bureau (NAB) that Ishaq Dar's company opened 5 foreign bank accounts in Saeed Ahmad's name without informing him and using stolen national identity card and fake signatures.

    Ishaq Dar admitted in hospital for ‘heart procedure’

    LONDON: Finance Minister Ishaq Dar has been admitted to a West London hospital and will be undergoing a heart procedure on Friday.

    Geo.tv has learnt that Dar checked in to the hospital for treatment on Wednesday and underwent angiography on Thursday.

    A hospital source said it is possible Dar will undergo an “angioplasty” to deal with his heart condition.

    The source shared that Ishaq Dar has been to the clinic three times for “detailed checkups” in the last one week after arriving in London from Pakistan.

    It is understood that Dar’s son Ali Dar and the rest of his family members are also in London.

    Ali Dar’s wife Asma has been looking after her mother Begum Kulsoom Nawaz who is undergoing treatment for throat cancer at the Harley Street Clinic.

    The hospital source confirmed that Ishaq Dar was advised by doctors to extend his stay in London and get treatment on priority basis.

    Ishaq Dar’s lawyer had told the National Accountability (NAB) court that Ishaq Dar was in London for treatment of his heart problem and will undergo a medical checkup on Friday (today).

    It is understood that Ishaq Dar spent the night at the hospital on Thursday and had checked in earlier in the afternoon.

    The news of Finance Minister Ishaq Dar being out of Pakistan emerged this week when Ishaq Dar didn’t appear before the accountability court in the graft case of allegedly holding assets beyond knows sources of income filed by National Accountability Bureau (NAB). Dar’s lawyer had told the court that the minister is not able to "stand for more than four minutes" and requested exemption from appearing for his client.

    The court ordered NAB to probe the authenticity of the medical report but the NAB prosecutor informed the court that the report was not from a government hospital rather from a private clinic and had not come through proper channel.

    "The report should have come via the Foreign Office and received by the Pakistan High Commission," the NAB prosecutor told the court.

    Meanwhile, the private hospital source expressed surprise when informed that the NAB prosecutor has challenged its credentials. She said that its reports are accepted universally, including before the UK courts. The hospital is part of the National Health Service (NHS), operating in compliance with regulations as set by the medical rules in England and Wales, she concluded.

    A source in at Pakistan High Commission in London confirmed that the report was sent from London and was actually authenticated by Foreign office of UK and attested by the Pakistan High Commission.

    Mohammad Malick predicted all this about a week ago. He even gave the initials of the doctor who would be signing off on the reports. Talk about scripts.

    Also, the PMLN and Geo nexus is really going all out now. Geo's reporter in London who filed this report, Murtaza Shah, deliberately went for "heart procedure" in the headline instead of angioplasty. Because angioplasty just doesn't sound serious and it isn't a serious procedure. Murtaza also tweeted a picture of Dar in his hospital bed. No hoopla over leaked pics from the hospital? Or was the reporter given the pic to publish to gain sympathy for this thief?

    What drama by Dar and co. He spends the night in the hospital under the guise of needing a a heart procedure. Checks out of the hospital without even needing a stent. All of this predicted days ago by Mohammad Malick. Shame on Murtaza Shah of Geo for being a part of this drama.

    ISLAMABAD: Finance Minister Ishaq Dar continues to hold his portfolio of the ministry, said the sources in Pakistan Muslim League-Nawaz (PML-N) with reports regarding his resignation making rounds in the federal capital.

    The reports regarding his resignation could not independently be confirmed as the PML-N sources said the minister has various options available to him to adopt.

    Media reported that Ishaq Dar has dispatched his resignation to Prime Minister Shahid Khaqan Abbasi stating that he cannot perform his duties as he is hospitalized abroad for medical treatment of his heart ailment.

    Earlier today, electronic media broadcasted report that Ishaq Dar resigned from the federal ministry of finance and an advisory body has been formed to see about the ministry affairs.

    Prime Minister Abbasi is reported to be under pressure to opt for some or the other option to manage the ministry’s affairs as Ishaq Dar consistently is abroad for medical treatment.

    Ishaq Dar is particularly perturbed as Accountability Court issued non-bailable warrants for his arrest on November 14 in a case regarding assets beyond known sources of income.

    Earlier, the minister was charge-sheeted on September 27 in a corruption reference filed by National Accountability Bureau (NAB) under Supreme Court’s July 28 verdict in Panama Papers case. –Samaa

    Finance Minister Ishaq Dar granted sick leave, relieved of his duties

    Finance Minister Ishaq Dar was relieved of his duties on Wednesday after the prime minister approved his sick leave application.

    Dar wrote a letter to PM Shahid Khaqan Abbasi on November 20 wherein he had a sought a leave for his medical treatment abroad, Express News reported.

    The premier approved the application after receiving it on Wednesday.

    The portfolio of the finance ministry will remain with the prime minister until Dar’s return.

    Dar is already in London for the treatment of a “heart ailment” and reportedly underwent angiography there.

    For the last four weeks, he has been missing court hearings conducted by the anti-graft agency the National Accountability Bureau (NAB)

    Dar faces charges of amassing wealth beyond his known sources of income.

    He pleaded not guilty and is currently standing trial in the NAB reference filed against him in line with the Supreme Court’s July 28 judgement in the Panamagate case.

    The finance minister is one of Nawaz Sharif’s closest political allies and Dar’s son is married to Sharif’s daughter. He has rejected growing calls to resign amid a worsening economic outlook for Pakistan.

    Ishaq Dar challenges non-bailable arrest warrants in IHC

    Former finance minister Ishaq Dar's lawyer on Saturday challenged the accountability court's issuance of non-bailable arrest warrants for the PML-N leader in the Islamabad High Court (IHC).

    The petition, filed by Dar's lawyer Qausain Faisal Mufti in the IHC, also challenged the accountability court's declaring Dar an absconder in the case.

    The petition requested that Dar be exempted from appearing in court due to his poor health. The petition said that before he fell ill, he would appear in court regularly.

    The petition asked the IHC to allow someone else to represent the former finance minister in court so the accountability trial against him could proceed.

    The accountability court judge, investigation officer and Chairman National Accountability Bureau Justice (retired) Javed Iqbal were made respondents in the petition.

    Non-bailable arrest warrants were issued for Dar on Nov 14.

    On Nov 21, the accountability court declared Dar an absconder and warned his guarantor Ahmed Ali Qadoosi that his surety bonds worth Rs5 million would be confiscated if the minister did not join the trial proceedings. The guarantor, however, requested the court to grant extra time, so the court adjourned the matter for Dec 4.

    Earlier this week, NAB pasted a proclamation against Dar asking him to surrender by Dec 4 as directed by the accountability court after his guarantor hinted that he might be back within the month.

    The notice was also pasted at Dar’s residences and he was warned of legal consequences if he continued to abscond.

    It is interesting to note that in some other high-profile cases, for example in the case of judges’ detention by former dictator retired General Pervez Musharraf, the trial court initiated the process of confiscating surety bonds several years after the ex-military ruler had started absconding.


    'Assets beyond known income'

    The noose seems to be tightening further around the former finance minister after NAB decided to reopen the Rs1.2 billion Hudaibiya Paper Mills reference against him.

    The Hudaibiya reference will be the second ‘mega-corruption’ case against Dar being investigated by NAB, after the reference filed against him in the wake of the Panama Papers case judgement.

    The reopening of the case was recommended by the joint investigation team formed by the apex court to probe the Panama Papers allegations against former prime minister Nawaz Sharif and his family members.

    On July 28, a five-member Supreme Court bench had ordered NAB to file three references against former prime minister Nawaz Sharif and one against Dar, on petitions filed by Pakistan Tehreek-i-Insaf’s Imran Khan, Jamaat-i-Islami’s Sirajul Haq and Awami Muslim League’s Sheikh Rashid Ahmed.

    In its reference against the finance minister, NAB alleged that “the accused has acquired assets and pecuniary interests/resources in his own name and/or in the name of his dependants of an approximate amount of Rs831.678 million (approx)”.

    The reference alleged that the assets were "disproportionate to his known sources of income for which he could not reasonably account for".

    The government also withdrew the portfolio of finance minister from Ishaq Dar.

    An accountability court on Monday declared Ishaq Dar an absconder in a corruption reference after the former finance minister repeatedly failed to join the trial, remaining instead in London where he has reportedly been undergoing medical treatment.

    The court also ordered Dar to submit surety bonds within three days, adding that in case of failure, the authorities would seize his assets.

    As the corruption hearing resumed today, Dar's lawyer requested the court to refrain from declaring his client an absconder, and submitted a new medical report in court.

    The court last week had reserved its verdict on declaring Dar an absconder. The announcement of the verdict was delayed after the former minister's counsel requested the court to defer the matter until the PML-N leader's medical reports arrived from London.

    Ishaq Dar has been in London for some time now, where he is said to be undergoing medical treatment. He is accused of amassing assets beyond his known sources of income.

    Defence lawyer Advocate Qausain Faisal Mufti told the court that Dar was suffering from chest pain and a minor issue in a coronary artery and, therefore, could not appear in court.

    The prosecution rejected Mufti's claims and declared that the former minister was not suffering from any medical issues because all of his medical reports presented in court differed from the other.

    Mufti responded, saying that the National Accountability Bureau had not yet verified the medical reports. He added that Dar was waiting for more reports.

    Dar's lawyer also said that the non-bailable arrest warrants issued by NAB were sent to the minister's Lahore residence where he is not living at the moment.

    The prosecution team said that the former minister was aware of court proceedings and there was no need to send warrants to London.

    The court also declined one Advocate Qazi Misbah's request to present arguments on Dar's behalf, whom he claimed to be representing today, saying that he could not be allowed to do so since he was not the PML-N leader's lawyer.

    The court adjourned the hearing until Dec 14 as it ordered Dar's guarantor, Ahmed Ali Qudusi, to present the accused before the court in three days.

    The court also ordered the guarantor to submit Rs500,000 for Dar's bail.

    If the amount is not submitted and the accused is not presented in court, Dar's land papers will be seized.

    Accountability court Judge Mohammad Bashir in a detailed judgement released on Wednesday regarding the status of Ishaq Dar as a proclaimed offender observed that the under-trial former finance minister does not seem to have a serious heart condition.

    A day earlier, the judge had declared Dar a proclaimed offender in a corruption reference initiated against him for possessing assets beyond his sources of income after he repeatedly failed to join the trial, remaining instead in London where he has reportedly been undergoing medical treatment for a heart-related ailment.

    During yesterday's hearing in the accountability court, Dar's lawyer had submitted a new medical report and told the court told that his client was suffering from chest pain and a minor issue in a coronary artery and, therefore, could not appear in court.

    The prosecution, however, had rejected Dar's lawyer's claims and declared that the former minister was not suffering from any medical issues because all of his medical reports presented in court differed from the other.

    According to the judge's detailed order, the medical reports submitted before the court by Dar's lawyer do not seem to indicate that Dar is suffering from a serious cardiac ailment or that he is unfit to travel to Pakistan to appear before the courts.

    "When all the medical reports are kept together, it seems that the reports of [Dr] Ranjit Deshpandi are procured with the purpose to linger on the case/reference," the judge has said.

    The detailed order says that while one report by Dr Christopher Baker states that "there was no disease of ischaemia (heart disease)", another report, by Dr Deshpandi "is of a different opinion".

    "The accused is not appearing before the court deliberately and is avoiding execution of warrant," the order says.

    "Proclamation notice has rightly been issued," the order says, adding, "accused has absconded in the case."

    The order notes that according to a medical report submitted by Dar's lawyer yesterday, "the accused has a small vessel coronary artery disease" and does not require cardiac surgery. The doctor has recommended Dar to visit a spinal surgeon, the order says.

    "In this medical report, he (Dar) is not stopped to travel from London to Pakistan."

    Witnesses record statements in assets reference against Ishaq Dar

    An accountability court hearing, on Thursday, underwent in the federal capital pertaining to a reference against former finance minister Ishaq Dar for amassing assets beyond his known sources of income.

    Masood Ghani and Abdul Rehman Gondal (managers of private banks) recorded their statements before the accountability court Judge Muhammad Bashir. After revising their statements, they were allowed to leave the court following which Azeem Khan, Manager Operations of a private bank and witness of the prosecution, recorded his statement. Meanwhile, another witness Faisal Shehzad, could not be in the accountability court today due to his sister’s wedding.

    According to Express News, in the court today, Abdul Rehman Gondal presented Dar’s record of income from 2005 to 2017.

    Meanwhile, details of the former finance minister’s and his family’s three bank accounts and Hajveri Holdings account were also presented before the court.

    “NAB had asked to provide Ishaq Dar’s account details in August. His first account remained operational from October 2001 to October 2012. His second account remained operational from August 2012 to December 2016 while his third account remained operational between January 2017 and August 2017,” said Azeem Khan in his statement.

    The prosecution requested the accountability court to summon nine more witnesses in the next hearing which would be held on December 18.

    Two days back, Dar was declared a proclaimed offender by the accountability court after the former finance minister failed to appear before it despite repeated summons. The court had also issued a show-cause notice to Dar’s surety giver to explain why his surety worth Rs5 million may not be forfeited.

    On September 27, the accountability court indicted Dar for amassing assets beyond his known sources of income and directed the prosecution to produce witnesses and evidence for establishing its case.

    Dar had pleaded not guilty and is currently standing trial in the NAB reference filed against him in line with the Supreme Court’s July 28 judgment in the Panamagate case.

    Accountability court proceedings against Ishaq Dar underway

    ISLAMABAD: Assistant Commissioner Shalimar (Lahore) and prosecution's witness Ali Akbar Bhinder informed the accountability court hearing the assets reference case against Ishaq Dar that he has presented the property record of the former finance minister's wife to the National Accountability Bureau.

    Dar, a close aide of Pakistan Muslim League-N chief Nawaz Sharif, is accused of possessing assets disproportionate to his declared sources of income. A reference against him was filed by the National Accountability Bureau (NAB) in light of the Supreme Court's July 28 verdict in the Panama Papers case.

    Bhinder said that he has given the property details of two kenal 19 marla property details of the Dar family, situated in Mauzoo Bhattiyan Tehsil, to the national anti-graft watchdog.

    He said that the NAB notice summoned property records of Dar and his family, adding that he appeared before the institution on August 2017 at its Lahore office.

    In its previous hearing, Accountability Judge Mohammad Bashir directed NAB prosecutor Imran Shafique to summon more and more prosecution witnesses at the next hearings.

    Shafique informed the court that statements of 10 witnesses have been recorded so far from a total of 28.

    Moreover, the judge adjourned proceedings on Dar's application to reopen the seized bank accounts of his charitable organisation, operated by Hajvery Trust, until January 24. The court directed the NAB prosecutor to submits its response to the plea at the next hearing.

    ISLAMABAD: An accountability court on Tuesday resumed hearing a corruption reference pertaining to owning assets beyond means against former finance minister Ishaq Dar.

    As Judge Muhammad Bashir of Accountability Court I began hearing the case, the prosecution presented its witnesses in Judge Muhammad Bashir's court.

    Co-accused in the case, National Bank of Pakistan (NBP) President Saeed Ahmed, Naeem Mehmood, and Mansoor Rizvi, were also present in Accountability Court-I.

    Prosecution witness Faisal Shehzad — employee of a private bank — recorded his statement. He presented details of the account and cheque. Lawyer Qazi Misbah asked the witness if he had prepared the transaction details himself. To this, Shehzad replied in negative.

    Summoning prosection witnesses Muhammad Ishtiaq, Umar Daraz, Qamar Zaman, the court adjourned the hearing till August 15.

    Six other witnesses had earlier recorded their statements. The prosecution's witnesses include Ali Akram Bhandar, Qamar Zaman, Faisal Shehzad, Mirza Faiz-ur-Rehman, Inam-ul-Haq, Shakeel Anjum, and Azhar Hussain.

    The case

    The National Accountability Bureau (NAB) filed an interim reference against Dar — a close aide of Pakistan Muslim League-Nawaz (PML-N) supremo Nawaz Sharif — in September last year in light of the Supreme Court's July 28, 2017, verdict in the Panama Papers case.

    The supplementary reference is based on seven volumes and includes the account details of the accused persons, with transactions amounting to $4.06 million, according to NAB's Special Prosecutor Imran Shafiq.

    On July 10, the Supreme Court ordered a six-week extension for Accountability Court-I Judge Mohammad Bashir to conclude the corruption references against deposed prime minister Nawaz Sharif and Dar.

    In the supplementary reference, NAB named National Bank of Pakistan President Saeed Ahmed, Naeem Mehmood and Mansoor Rizvi as co-accused. All three are accused of aiding Dar in opening fictitious bank accounts and transferring money abroad.

    Dar was re-elected to the Senate of Pakistan but is yet to take oath as he has been in London since October last year on medical grounds.

    On May 8, however, the Supreme Court, while hearing a petition against the acceptance of Dar's nomination papers, temporarily suspended Dar's Senate membership and ordered him to appear in court.

    Ishaq Dar is a big munafiq and his days of freedom are numbered. I think he will be locked up in the next 6 months or so. He has left Pakistan's economy in tatters and deserves much worse.

    LONDON: A British parliamentary team has rejected a lobby petition demanding a parliamentary debate on the issue of deportation of former Pakistani finance minister Ishaq Dar, describing its contents as “libellous”.

    The petition started by an activist from the UK about a month ago has so far gathered around 82,000 signatures.

    Under the UK parliamentary system, an individual or a group can highlight an issue of public importance through a lobby petition and get signatures to gather support for the cause. Once the petition gets over 100,000 signatures, the issue involved is debated in the House of Commons, the lower house of British parliament.

    Describes contents of petition started by an activist from Britain about a month ago as ‘libellous’

    All such petitions are monitored by a team from the UK parliament for its content and behaviour of the groups and individuals launching and supporting it. The team can reject any petition if it finds that the information contained in the petition is libellous, false or defamatory at any stage during the process. In such a situation, the team informs all those who have signed the petition, explaining them the reason of its decision.

    The team sent a similar email to more than 80,000 signatories of the petition demanding a debate on the issue of Ishaq Dar.

    “We rejected the petition you supported — “Deport absconder Pakistan’s Ex-Finance Minister Ishaq Dar back to Pakistan,” said an email written by the team on Friday.

    “It included confidential, libellous, false or defamatory information, or a reference to a case which is active in the UK courts,” it added.

    “In any case, we can’t accept your petition because we’re not sure exactly what you’d like the UK Government or Parliament to do,” it further said.

    “We think you would like the UK Government to extradite Ishaq Dar to Pakistan. The UK has no formal extradition treaty with Pakistan. Section 194 of the Extradition Act 2003 does allow special extradition arrangements in exceptional circumstances.     The team also highlighted the standards or the petition and said that all the petitions must call for a specific action from the UK government or the House of Commons and must be about something that the government or the House of Commons is responsible for. The team said it rejected petitions that didn’t meet the rules. “If we reject your petition, we’ll tell you why. If we can, we’ll suggest other ways you could raise your issue,” it added.

    “We publish the text of petitions that we reject, as long as they’re not: defamatory, libellous or illegal in another way; about a case that is active in the UK courts or about something that a court has issued an injunction over,” it concluded.

    According to media reports, the petitions committee said it reviewed the online petition after getting 10,000 signatures for its consideration but rejected it on technical and legal grounds.

    Former finance minister Dar presently resides in the UK without a passport after his diplomatic passport was cancelled.

    Any update on our beloved Ishaq Dar. Really miss him. We need to bring him back to Pakistan. The least I want him to do is provide us an analysis on where the billions of loans were spent.
