    Justice served: Killer-rapist of Zainab executed in Lahore jail [Update Post #379]

    KASUR-Another minor girl was found murdered on Tuesday after rape here from Shehbaz Khan Road in Ghandra area, five days after she had gone missing under mysterious circumstances.

    Passersby spotted the dead body of a minor girl, later identified as seven-year-old Zainab, daughter of Muhammad Ameen Ansari, resident of Shehbaz Khan Road Kot. On information, the police rushed to spot and shifted the dead body to DHQ Hospital Kasur for autopsy.

    According to hospital sources, the autopsy confirmed that the minor girl was raped and then strangulated to death.

    Special police teams arrived from Lahore and collected evidence from the scene.

    Zainab had gone missing under mysterious circumstances on her way back home from a local seminary some five days ago. In the absence of her parents who have gone Saudi Arabia for performing Umrah, the family searched her everywhere but found no clue about the minor . Upon which they informed the police, which launched investigation but failed to make any headway in the search for the minor .

    Panic spread through the city and traders closed entire markets and business centre in shock, protesting against the rising incidents of minors killings after rape .

    The bereaved family members, flanked by traders and members of civil society staged a sit-in on Ferozepur Road, blocking the road for all kind of traffic.

    They lashed out at Punjab Chief Minister Shehbaz Sharif and Punjab Inspector General of Police for their apathy and negligence to devise a strategy in the face of rising crime against children. They questioned the tall claims of the Punjab CM and the police chief regarding efficiency and capability of the police, saying the police have utterly failed to find any clue about the culprits in more than dozen cases of minor girls murder after rape in Kasur district alone over the past five months.

    A large number of women from different localities of the city also joined the protest and heaped criticism on the Punjab government for its failure to protect children. The protesting women chanted slogans and expressed sympathies with the bereaved parents.

    Among the protesters, a large number of lawyers warned that the legal fraternity would no more remain silent over the failure of the police and administration to check crime against children. They also announced a strike and boycott of court in the district on Wednesday (today) to lodge protest against the gruesome incident.

    The protesters demanded Prime Minister Shahid Khaqan Abbasi, Chief of Army Staff Gen Qamar Javed Bajwa and Chief Justice of Pakistan to take notice of the rising crime against children, especially in Kasur district and police failure to bring the culprit to the book.

    On the occasion, the absence of Kasur Deputy Commissioner Saira Omer from the scene was also felt and people regretted that being head of the district, she should have turned up at the scene at least to console the bereaved family.

    Meanwhile, DPO Zulfiqar Ahmed condemned the incident as grotesque, saying it is a crime against the entire society. “The police stand by the bereaved family in this critical hour and promise that the culprit(s) whosoever he may be, will be traced and brought to the book at all costs,” the DPO pledged.

    Lahore High Court (LHC) Chief Justice Mansoor Ali Shah on Wednesday took notice of the murder and alleged rape of a 8-year-old girl in Kasur.

    The murder of the minor girl — which according to the police took 5-6 days ago — had sparked protests and a shutter-down strike in Kasur on Wednesday. People from other parts of the county took to social media to share their anger and outrage over the murder, using the hashtag #JusticeForZainab.

    Protesters armed with sticks and stones have stormed the District Police Officer's (DPO) office in Kasur, reported DawnNews.

    Regional Police Officer (RPO) Kasur Zulfikar Muhammad confirmed that the girl, whose body was found on Tuesday, was strangled to death. He told the media that CM Punjab has told the forensic lab to expedite the process for Zainab's autopsy.

    "Naturally, there is also a certain amount of time that the processing will take; there is a certain amount of time that the lab takes," he said.

    "We have taken notice of the case; however, people need to keep their emotions in check and not aggravate the situation," said Punjab Law Minister Rana Sanaullah while speaking to DawnNews.

    In the last one year, this is the 12th incident of this nature in a Kasur area (within a radius of two kilometres), where people are appalled at police inaction.

    The Senate Standing Committee on Interior as well as Punjab Chief Minister Shahbaz Sharif also took notice of the incident on Wednesday and ordered the Punjab police to take swift action.

    Committee Chairman Rehman Malik called the incident unforgivable and ordered that the Punjab police submit a report on the matter within the next five days.

    Malik also said that the Inspector General of Punjab should personally investigate the matter and treat it as a challenge.

    Zainab, 8, went to a tuition centre near her house in Road Kot area last Thursday when someone abducted her. Zainab's parents had gone to perform Umrah and, according to the family, were scheduled to return that very day.

    The panicked family got a footage showing Zainab with a stranger near Peerowala Road in the Saddar police jurisdiction. The video went viral on social media but no clue could be found.

    On Tuesday, a police constable deputed to trace the girl recovered her body from a heap of trash near Shahbaz Khan Road. Police said the girl seemed to have been killed four or five days ago.

    Police had sent the body to the District Headquarters Hospital for autopsy. A number of people had gathered in the hospital, where police reluctantly had handed over the body to the family because of apprehension of protest.

    As the word got around, traders shuttered their shops and staged a protest demonstration. Scores of other people also gathered at Steel Bagh Mor near the hospital and protested by keeping the body (in a pickup) in the middle of the road.

    They threw traffic out of gear by burning tyres on Ferozepur Road and chanted slogans against police and local parliamentarians for their alleged apathy.

    The District Bar Association (DBA) announced boycott of court proceedings on Wednesday (today) to express solidarity with the bereaved family and build pressure on the law-enforcement agencies to arrest the killer.

    This animal's picture has been released, hopefully we can twist some rules and hang him in public.

    This is the 10th such incident in one year in same vicinity but no one took notice. Somehow this went viral on social media and people are starting to take notice.

    Remember child abuse videos went viral in Kasur 3 years ago and PMLN MPA was said to be involved by many victims but Rana Sanaullah said it was just property dispute between 2 groups (Sanaullah is probably worst law minister in the world with long list of accusations against him).

    Kasur erupted in riots on Wednesday as its residents agitated against perceived police inaction following a social media storm over the alleged rape and murder of an 8-year-old resident of the city.

    Two people were killed as enraged protesters stormed the deputy commissioner's office with sticks and stones, while two others were injured in the clashes.

    The brutal murder of the girl has incited anger among residents as it is the 12th such case to occur within a two kilometre radius in the city in the last year.

    Kasur had also made local and international headlines in 2015 when a gang of paedophiles running a child sex ring was busted in the city.

    The gang had allegedly abducted and sexually assaulted at least 280 children in the area, had blackmailed the families of the victims since 2009, and even sold video clips and images of the assault online.

    Zainab, 8, was last known to have attended a tuition centre near her house in the Road Kot area last Thursday on Jan 4, after which she was allegedly abducted. Zainab's parents had gone to perform Umrah, according to the family.

    Her panicked family received footage showing her with a stranger near Peerowala Road, a video which has since gone viral on social media.

    On Tuesday, a police constable deputed to trace the girl recovered her body from a heap of trash near Shahbaz Khan Road.

    Police said the girl seemed to have been killed four or five days ago, and sent her body to the District Headquarters Hospital for an autopsy where a number of people had gathered.

    Police had reluctantly handed her body over to the family due to apprehension over a protest.

    A first information report was registered against the disappearance of the girl on Jan 5, with the victim's paternal uncle as the complainant in the case. Murder charges were added to the FIR on Jan 9, after the victim's body was recovered.

    Police told Dawn that DNA samples from the victim's body have been dispatched for forensic testing. Police have dubbed the murder a serial killing, but are not ruling out rape. Further information will be available once an autopsy report is issued.

    Regional Police Officer (RPO) Kasur Zulfikar Muhammad confirmed that the girl was strangled to death. He told the media that Punjab Chief Minister Shahbaz Sharif has directed the forensic lab to expedite the process for Zainab's autopsy.

    "Naturally, there is also a certain amount of time that the processing will take; there is a certain amount of time that the lab takes," he said. It generally takes 24-48 hours for an autopsy to take place and a report to be issued.

    The recovery of Zainab's body on Tuesday ignited protests and a shutter-down strike in the city.

    Today, enraged citizens armed with sticks and stones stormed the deputy commissioner's office in protest over police inaction.

    At least two protesters were killed in the ensuing clashes, and two others injured, hospital sources said.

    People from other parts of the county took to social media to share their anger and outrage over the murder, using the hashtag #JusticeForZainab.

    Punjab Law Minister Rana Sanaullah appealed for calm, saying the provincial government had "taken notice of the case".

    "People need to keep their emotions in check and not aggravate the situation," he advised.

    The law minister appeared optimistic that the perpetrators would be arrested within the next eight to 10 hours, and said that the culprit seemed to have been an acquaintance of the family.

    He added that a child's safety is its parents' responsibility.

    Rights activist Farzana Bari observed that people "feel unsafe" and "have lost all trust in state institutions".

    "These people that are protesting do not have a leader, they are not being led," she pointed out. "They are all protesting because they feel unsafe."

    Pakistan Tehreek-i-Insaf (PTI) leader Mian Mehmoodur Rasheed while speaking to DawnNews said the culprits in such cases "should be found and hanged" so that such incidents don't occur again.

    PTI's chief whip Shireen Mazari at a press conference in Islamabad raised questions over the conduct of police in the city. "Where was the police when the girl went missing?" she asked.

    Pakistan Awami Tehreek leader Tahirul Qadri performed the funeral prayers for the victim. Television footage showed thousands of people gathered for Zainab's funeral.

    'Unforgivable' incident
    Lahore High Court (LHC) Chief Justice Mansoor Ali Shah, Punjab CM Shahbaz Sharif and the Senate Standing Committee on Interior took notice of the incident today and ordered the Punjab police to take swift action.

    Sharif directed the inspector general of Punjab to bring the culprits to task as soon as possible and to submit an investigation report on the matter.

    Senate Committee Chairman Rehman Malik called the incident unforgivable and ordered that the Punjab police submit a report on the matter within the next five days.

    Malik also said that the Inspector General of Punjab should personally investigate the matter and treat it as a challenge.

    The Jamiat Ulema-i-Islam-Fazl on Wednesday presented adjournment motions in the Senate and the National Assembly to discuss the failure of the government and local law enforcers to recover Zainab.

    "The tragedy happened because the girl was not recovered in time," the adjournment motion claimed. "This is not the first time such an incident has taken place in Kasur."

    The District Bar Association (DBA) has announced a boycott of court proceedings today to express solidarity with the bereaved family and build pressure on the law-enforcement agencies to arrest the killer.

    'We will not bury our daughter until justice is served', says victim's father

    An eight-year-old girl, Zainab, was allegedly raped and killed in Kasur, days after she went missing from home, Express News reported.

    The victim’s parents, who were performing Umrah, reached Islamabad an hour after their daughter’s funeral in Kasur. Speaking to the media, Zainab’s father said, “In Pakistan, security is only for leaders and we are just common insects.” He further stated the police did nothing when they were informed about her abduction, and said Zainab was a loving child who had a keen interest in religion.

    “She knew the five Islamic kalmas by heart.”

    Zainab’s parents will leave for Lahore from Islamabad at 5pm.

    The parents also pleaded for the CJP to take suo moto notice of their daughter’s case.

    The child’s father further claimed, “We will not bury our daughter until justice is served”.

    Fighting to speak through tears, Zainab’s mother said she wanted nothing but justice for her daughter.

    Chief Justice Lahore High Court, Syed Mansoor Ali Shah on Wednesday took notice of the minor girl’s killing. Justice Mansoor also sought a report of the incident from District and Session Kasur over the issue.

    The funeral of the minor girl was held in Kasur and was observed by hundreds. Pakistan Awami Tehreek (PAT) Chief Tahirul Qadri was also in attendance and led the prayers.

    Offering prayers, Qadri offered condolences to the family of the victim. “I am here to stand up for their rights, she was going to learn, to receive education and they killed her and dumped her.”

    Zainab went missing five days prior to her body being found in a heap of garbage. As per details, the girl was abducted near her home when she was on her way to Holy Quran class. An FIR was registered on January 4 by the victim’s uncle Muhammad Adnan as the girl’s parents were out of the country when she went missing. The FIR was registered at Sadar police station in Kasur. Her body was found on Tuesday night.

    After the incident, police sent the dead body to a hospital for postmortem. Initial reports revealed that the girl was raped multiple times.

    Protests break out in Kasur

    Protests erupted outside District Commissioner (DC) office in Kasur with protesters attacking the station. Ariel firing was used by the police to disperse the crowd, resulting in at least two dead and several injured. One of the deceased has been identified as Muhammad Ali.

    According to Express News, parents in Kasur are expressing a deepening fear of sending their children to schools in the area.

    According to reports, many protesters dispersed in respect of the funeral proceedings expected to be held later today.

    The family and community took to the streets on Wednesday morning to protest after the horrific incident forcing all markets to shut down. District Bar and Anjuman Tajran announced strike against the murder of the minor girl, and also protested over the non-arrest of the suspects.

    Police have so far been unable to track down the kidnappers despite CCTV footage being made available. District Police Officer Kasur, Zulfiqar Hameed stated police is conducting its investigation.

    According to Express News, this is the eighth victim in Kasur who has been murdered after rape. The same sample was found from the DNAs of all the victims.

    Within the premises of Sadar police station, including the current victim, 12 girls have been raped and thrown into the garbage heap, out of which 11 died. While the police registered reports of the cases, they did not take any pragmatic measures to arrest the culprit.

    Speaking to media, Sheikhupura Regional Police Officer Zulfiqar Hameed said the police is currently investigating the matter. When asked about the medical reports, Hameed said they have not come in yet and thus no comments could made. He also reiterated that this was the 12th rape case reported in Kasur in the past year.

    However, sources told Express Tribune that the police have received the medical reports but are withholding information from the public.

    I couldnt read the entire report. Just couldnt. Felt sick to my stomach.

    These incidents make me extremely tempted to support vigilante groups who hunt these animals and severe them limb to limb.

    Just look at the little girl. What a precious little angel! How could any human have the heart to do such a thing to her? Where do these people come from?

    And yet rana sanaullah talks about keeping your emotions in check.

    How the hell could you have allowed 7 innocent children be raped and killed and not do anything?

    Even if justice is served, it had to take you freaken 8 childrens?

    Good that now the country is united regarding this and sit ins are taking place.

    They did the right thing by taking sticks and trashing the offices!

    Kasur, other Punjab districts, witness 111 cases of sexual assault in 2017

    ISLAMABAD: The three regions of Punjab – Nankana Sahib, Sheikhupura and Kasur – have recorded 111 cases of sexual assault against minors in the ongoing year, the highest in the country.

    Relatives, neighbours and street vendors were found to be involved in majority of the cases.

    The horrific details of sexual assaults against minors were shared by police officers in the Senate Standing Committee on Human Rights leaving members in awe. Senator Mohsin Leghari chaired the meeting in place of Senator Nasreen Jalil.

    Regional Police Officer (RPO) of Sheikhupura Sahibzada Sultan, representing Punjab Inspector General of Police, also shared startling figures and statistics about the increasing incidents in the three districts and police performance.

    “[As many as] 111 cases of sexual assault involving minors have been reported to date that include rape, attempt of rape, sodomy, molestation, and acts of sexual harassment,” he said, adding that the incidents included both girls and boys.

    In all these cases, Sultan said, 57 persons had been charged while 24 were being investigated. “Of 135 accused, 115 have been arrested,” he informed the Senate committee.

    Sharing further details, the RPO said two boys were sodomised and then murdered in Kasur, adding that all the culprits had been arrested.

    He also informed about five cases of rape and murder involving girls.

    “Sadly, grandfathers, uncles, teachers and street vendors were found involved in these heinous crimes,” the officer said.

    He said accused in four such assaults on minors – three in 2017 and one in 2016 – had yet to be nabbed.

    “The modus operandi of these particular cases seemed similar as all minors were raped in under construction buildings and then murdered in the same way,” he said, adding that the police were trying their best to arrest the culprits through technology and human surveillance.

    District Police Officer of Kasur Ismail Kharak told the senators that during the last three years, 74 cases of sexual assault involving minors had been reported, of which seven were under investigation while accused in rest of the cases were behind bars.

    Kharak said the police had increased patrolling, snap checking and surprise visits arrest the accused and to avert any such cases in the future.

    Senator Mir Kabir asked for the reasons behind the hike in such incidents in the area.

    Senator Sehar Kamran and Senator Sitara Ayaz asked if the police took any steps to prevent similar incidents.

    The officer informed the senators that the police had increased geo-fencing and community interaction to tackle the problem.

    The probe report submitted and details of the cases were shared with the committee members. In one of the case, the accused was a neighbour of the complainant and one of the witnesses also saw him accompanying the victim child.

    While in another case the accused stayed at the house of the victim as guest and abducted the daughter of the complainant, subjecting her to rape.

    In a case, the police were carrying taking the accused with them to recover the earrings of the deceased when his aides attacked the police, and he died on the spot.

    Senator Kamran stressed the need for creating awareness about the safety measures for kids and parents while Sultan said the media should highlight the responsibilities of parents and how they could save the minor victims.

    The committee decided that the police would update them in one month about the progress of pending cases, and discussed if the members could visit the area.

    Who made this excuse of a human being a minister of law? This is outrageous. My BP just shot up after reading this.

    He has that terrorist mindset that if a woman (a girl child in this case) goes out ,then what happens to her is her responsibility and she deserves it. I want to slap some sense into him.

    Kasur is a disgrace, how many times do these instances of child sexual abuse need to occur before somebody does something ? I don't blame the protesters whatsoever, it seems the perpetrators (including some linked with high officials in the previous scandal) can get away with these acts with impunity.

    Get off of your high horse, everyone understand it can't be 100% prevented, it is what a government do after matter, and that is what most of us are trying to highlight and talk about it.     The timing was inappropriate, but I don’t condone the crimes of PML-N. However, I think Shehbaz is the most suitable candidate for PMship under the circumstances.
    Do you remember the most suitable candidate took notice of the Kasur child abuse, maybe you can enlighten as to what happened as its 4 years on.
