PCB BoG members reject appointment of MD Wasim Khan, new domestic cricket structure

It seems all is not well with the Pakistan Cricket Board (PCB) after the 53rd meeting of the PCB Board of Governors (BoG), was adjourned for a later date due to an incomplete quorum.

As per reports, majority members of the BoG rejected the appointment of Wasim Khan as managing director. In a resolution written and signed by five of the seven BoG members, they demanded that MD Wasim Khan’s “appointment and the unconstitutional post of MD PCB be declared null and void.”

The resolution further stated that “any move to abolish departments and regions in the restructuring of domestic cricket” and demanded formation of a Domestic Cricket Restructuring Committee (DCRC) to draw up proposals for domestic restructuring, to be presented at a special BoG meeting on April 30 in Lahore.”

Meanwhile, PCB Chairman Ehsan Mani expressed disappointment over ‘today’s events’ and reaffirmed to ‘not get derailed by personal agendas.’

“I am hugely disappointed by today’s events as I was looking forward to an interactive, productive and constructive discussion, which was aimed at taking Pakistan cricket forward,” said PCB Chief Ehsan Mani.

“Yesterday, we called on the honourable Chief Minister of Balochistan and engaged in fruitful and enlightening discussions to promote cricket in Balochistan. It is, therefore, particularly disappointing that the representative from Balochistan also refused to return for the BoG meeting,” he said.

As per PCB, the meeting was adjourned for a brief period pursuant to five members attempting to table a resolution, which was not part of the agenda.

“We reaffirm our commitment to doing what is right for Pakistan cricket and once again becoming a strong force in the world game, and must not get derailed by personal agendas,” Mani added.

    I called it earlier too!

The monsters that rule public sector in Pakistan (including PCB) . . can never allow a qualified and competent person to come and challenge the status quo . . bring structure and begin to inculcate some professionalism . .

This was way tooo predictable . . Major test for Ehsan Mani and even the govt to see if they succumb to this pressure or hold their fort . . I don't know how tough or easy it is . . but these monsters have destroyed Pakistan cricket and our public sector in general for decades!

they just signed their pink slips..IK isnt going to tolerate this garbage especially since its cricket..I think Ehsan is going to pay a visit to the IK and Arif Alvi soon. My personal opinion is that the PCB should be completely abolished at some point and a new modern cricket board reconstituted.

Apparently IK has already expressed his disappointment at the developments and is planning a meeting with Mani.

Just like the Mafia of the Sharifs, Zardari and Bhutto, the Mafia in the PCB needs to be handled by the PM by pure brute force.

On a side note, does this mean that Wasim Khan is no longer a PCB employee until this is resolved. Have to say Mani unlike Sethi looks very weak, lethargic, he should have sorted this behind the scenes rather than this coming out in public like this

    53rd BoG meeting adjourned

Quetta, 17 April 2019: The 53rd meeting of the Pakistan Cricket Board (PCB) Board of Governors, the first-ever in Quetta, was adjourned for a later date due to an incomplete quorum.

The meeting had started with the members offering fateha for all those who lost their lives in a tragic incident in Quetta’s Hazarganji market as well as Naseem Khan, a first-class cricketer and a PCB coach, who recently passed away.

The meeting was then adjourned for a brief period pursuant to five members attempting to table a resolution, which was not part of the agenda. The PCB Chairman had proposed any business other than the agenda could be considered under Any Other Items at the end of the meeting.

However, the Khan Research Laboratory (KRL) and the four regional representatives refused to return to complete the meeting.

PCB Chairman Mr Ehsan Mani said: “I am hugely disappointed by today’s events as I was looking forward to an interactive, productive and constructive discussion, which was aimed at taking Pakistan cricket forward.

“Yesterday, we called on the honourable Chief Minister of Balochistan and engaged in fruitful and enlightening discussions to promote cricket in Balochistan. It is, therefore, particularly disappointing that the representative from Balochistan also refused to return for the BoG meeting.”

‘We reaffirm our commitment to doing what is right for Pakistan cricket and once again becoming a strong force in the world game, and must not get derailed by personal agendas.”

The PCB Constitution is available here.

The following members of the BoG attended the meeting:

Mr Ehsan Mani - Chairman, PCB

Mr Asad Ali Khan - Member

Mr Kabir Ahmed Khan - Member

Mr Muhammad Ayaz Butt - Member

Mr Muhammad Numan Butt - Member

    Mr Shah Dost - Member

Mr Shahrez Abdullah Khan - Member

    Mr Akbar Durrani - Ex-Officio

Did not attend due to prior engagements:

Lt Gen (R) Muzammil Hussain - Member

Lt Gen (R) Javed Zia - Member

If Mani didn't anticipate this and the resistance he will face on:
    1. Appointing someone like a Wasim Khan who is qualified and competent in this domain
    2. Work on reforming the domestic structure (which is ruled by Mafias)

Then, you gotta seriously doubt his leadership credentials! So unless he has a plan, this doesn't look good for him . . and it puts Wasim Khan under serious stress who has moved his family over from England and left a burgeoning career (and potentially a director cricket job for English cricket) to take up this job . .

Mani is too old and fragile for this type of pressure. May be IK should release Mani and make Wasim as PCB chairman and let him appoint right people in PCB.

Just read the wording of that resolution and listen to the press conference by that BOG member and it’s quite clear now why things don’t change in Pakistan cricket - there is no way in the world these dinosaurs will agree on anything that is constructive and for the betterment of Pakistan cricket, anything that will potentially reduce their influence and “importance”.

Wasim Khan would have been naive if he was not prepared for this kind of opposition - because the culture in the PCB and cricket set up with these crocodiles around is one where people are appointed and selected on loyalty and nepotism, not merit.

Come on IK - Do this one little favour on Pakistan cricket that gave you so much fame and respect, just get rid of these crocodiles.

There is nothing wrong with Mani working on domestic structure, getting Wasim Khan in, preparing a presentation and also letting BoG members show their true colors.

There is everything wrong with Mani not being prepared for this outcome, appearing to be caught off guard and then relying on Imran Khan to do the dirty work for him.

Mani hasn't prepared well to take on these board members.

He is the CEO - this is weak CEO performance - getting lost in powerpoints and not anticipating how he will get the whole thing over the line - with the entrenched BoG. Even if goes past them, I am not sure he knows how things happen at ground level.

Imran didn't know either until the last 20 years - but he traversed every nook and cranny of Pakistan to learn ground realities and how to make alliances to win his PM ship.

Mani probably hasn't gone as far as Pindi stadium.

So a lot of the articles are mentioning that quorum was not reached for the meeting. I would assume under such circumstances these resolutions mean absolutely nothing and hold no legal authority. I wonder if this was a coordinated stunt by the BoG.

This is extraordinary given how the BoG are just rubber stamp for the govt.s. It also proves Mani is a toothless chairman who lacks decision-making and getting things done.

He hasfailed to deliver on everything he was said to come and change since August 2018.

Mani has been ignorant of the many developments letting the employees run the PCB as they please. First it was seen in the Pakistan selection where chief selector and coach are selecting and chucking player careers without any oversight and now the BoG have revolted.

The mafias are strengthened by a weak chairman and Mani can't even induct Managing Director.

Mani has the patron in chief with him, they have the power to restructure and change the BoG.

My disappointments lie with Mani as his poor job has resulted in him being challenged. Can't blame anyone else.

The current government and the Chairman of the Pakistan Cricket Board need to understand that they are working against a rigged system. That system although democratic, is highly corrupt and incompetent. A complete change in the domestic structure will eliminate jobs. Essentially these individuals are fighting against the possibility of losing their jobs.

So much for Imran khan and his 'so-called' change in cricketing structure

The rhetoric we have been hearing for almost 20 years now...

Departmental system is the only viable system unless we have a better alternative that is financially viable too, and doesn't just rely on tangential thoughts like 1 million jobs and 5 million homes.

My point is find a constitutional way to get someone in, by getting everyone on board.

You can't just impose someone as an MD out of nowhere.

Specially someone who is just ordering things to be changed overnight without having to be a team player just coz things happen differently abroad

Secondly about the Departments vs Regions debate, people have been very ignorant about the players produced by the departments over the years.

Imran has been screaming for an alternative since the 80s, but apparently the 80s and 90s produced the best players from the departmental structure.

If you want to reinvent the wheel you need to find an alternative that works and just doesn't rely on rhetoric. You would just end up with egg on your face. Just like in the case of 1 million jobs and 5 million homes.

Our national team is not incompetent.

If you look at the structure in place that exists compared to the other sporting institutions of the country, it is head and shoulders above the rest of them.

Still has alot to be desired, but the players who want to be as good as the International standards can still reach that level if they want to.

Colonial hangover? The PCB has been run by Pakistanis. Wasim is not here to earn a buck. He would have got a better wage working for teh ECB who literally headhunted him and he was earmarked for key positions already.

As for this "imposing" bakwaas, there was a vacancy and hew as hired for the job. I can only assume this was done with the approval of the board. Therefore this whole thing smacks of a concerted final attempt to save the gravy train. they know whats coming. you dont have to know about Pakistan cricket to understand bad organisation, bad processes and bad communication. These are basic all encompassing issues that are unrelated to a county's culture. There is a work culture that is inherent within the PCB but that also needs a complete overhaul too.

The current setup has failed. Therefore it needs immediate restructuring and a total organisational review..this constitutional way bakwaas doesnt work. The organisation needs a root and branch overhaul..they are worried Wasim is going to take their cushy jobs away from them..

I have never heard a practical solution to any of the 'overhaul' and 'change' that has been talked about forever.

Everyone comes in to bring change and becomes a part of the system. Overhaul, abolish, dismiss these are the terms commonly used for the PCB.

Secondly change is never immediate and revolutionary, just like in the films. It is slower and gradual and requires alot of ground work. Is Wasim the guy that is ready to do all that? If he is he won't go complaining to his masters at the slightest of inconvenience.

Maafia Raaj is here to stay. No one can remove the dinosaurs and monsters other than the PM himself. And now the battle starts. Sethi will be happy that the audit report of PSL 1 and 2 will be forgotten as the focus will shift to this new drama.

I have one little observation here - out of the 9 BoG members, two were absent & rest 6 went against Mani, who actually represents PCB Patron. Now, I can see that the two gentlemen absent are two Retired Generals ...... could be coincidence, but I do smell something else.

I am liking this actually- may be at last we’ll see a proper restructuring of PCB. I am not sure about what amendments political crooks did to protect their chair, but I think there must be a window by which PCB Patron can defunct the BoG and run PCB on Adhoc basis, or directly under sports ministry, may be a officer at the rank of Additional Secretary being the chairman of task force to run the operation until there is a fresh constitution.

One thing for sure, IK has 50+ months at hand before next election, enough time for trash cleaning. The timing of this call is perfect in that sense. I wrote it many times that, a re-engineering or modification is impossible at current state of affairs after decades long spoiling by “democracy”; what PCB needs an absolute demolishing job from top to last top of piling, 20 metres below ground level .... then rebuild it brick by brick. Not an easy task, but 4 years are lot of time.

It’s good that the fight has started, now we might see some actions; if only Mani was 20 years younger....

Problem is that IK has a million problems (much stiffer and grave) to deal with than a dis-functioning PCB . . the fact of the matter is that Mani sb got played!

Pick your battles and pick the right time to pick them phrase is universal regardless of who you are . . IK is in quite a pickle here!

He doesn’t need to fight it by his own hand. He needs to appoint “a capable crook”, who knows how to play dirty. If Mani is to fight it in “proper channel”, 4 years will pass by just in court dates....

Cream won’t come out with straight finger. In general, I have seen blackmailing works perfectly in such cases. From the running affairs of PCB & possible income figures, I am damn sure each of these people have lot, lot to hide. It’s more or less same in South Asia and these people “fix” such hidden files with ”“gift envelopes” to Ministry, Secretariat or the crooks waiting at PM office (PMs don’t take it by own hand ... it’s haram, they are elected by public, they have to face Allah one day!!!).

As long as IK is solid, it’s not even an issue - unleash couple of ACB (Anti Corruption Bureau, in PAK they call it probably NAB) “dogs” in their trail and make sure that no “gift packages” are exchanged - in few months time, most of these BoGs will resign on their own for “early settlement”.

There are people involved in Pakstan cricket who are doing nothing, getting big fat paycheques who don't want anyone to come into the PCB and sort out the mess.

There is a fear that Wasim Khan will come into the PCB and make it a professional set-up and get rid of the dead wood.

Some folk don't want Wasim Khan analysing what they are doing and what they are getting paid for and that is driving all this anti-Wasim Khan feeling in the media and within PCB.

Send Mani home, make Majid Khan the Chairman, but won;t happen. MK and IK are not in good terms since IK dropped MK in 1982 during England tour for lack of form.

Other MJ is most honest and straightforward person to take the charge. A bid older though.

Rameez Raja is also not a bad choice.

Am reading that many people in the PCB and some members of this BOD have very close links with the PML-N which is why they are creating problems. IK needs to kick these people out by brute force, only way to deal with this mafia.

MK is too old now, and the guy is absolute gentleman, polished and honest - once he declined to accept match fee considering that he wasn't performing!!!! (for Glamargoan)

What needs is a competent crook, whose chain will be held tight at back end, but fangs & nails are unleashed.

He himself created this mess, otherwise indeed not a bad call. But he is also close to 70 now .... I am looking for someone who can literally box physically .....

An active, sadist, vindictive and naughty but cricket enthusiast Major General or above ranked officer can be a very good choice. Not sure if he will be interested, but DG ISPR Asif Gafoor ........................

Najam Sethi backed the BOG in their rejection of Wasim Khan and claimed that Ehsan Mani was illegally imposing his decisions on the BOG. Pretty hypocritical given that he used to complain about the same problems as PCB Chairman.

This should not be difficult to handle.

    1) Ehsan Mani needs to be confident that the decisions that have been made are correct and as per the constitution.

    2) Call all the Board members and Waseem Khan's team to a meeting.

    3) Ask them to present their views in a professional manner of why they disagree with each other. Ask for better alternatives. Ask them why the current structure shouldnt be overhauled despite its failures.

    4) Listen to everyone with an open mind. The one who makes convincing arguments should be agreed with.

    5) Take a reconciliatory approach until this point because abrupt changes or firing of so many senior officials at once is ill advised.

    6) However, Those hell bent on sabotaging the meeting or not following orders after the
conclusion of meeting should be made redundant as they would clearly be letting their ego come in way of duty.

Pakistan Cricket Board has issued show cause notices to two other members of BOG, president of FATA region, Kabir Ahmed Khan and President of Quetta region Shah Dost, over misconduct.

The two members has to respond in 7 days.
