    Interior minister takes notice of Farishta Mohmandís murder and assault

    ISLAMABAD: Taking notice of the 10-year old girl, who was allegedly killed after being raped in Islamabad, Federal Interior Minister Ijaz Ahmed Shah Tuesday sought report from the IG Islamabad.

    Shah has ordered strict action against the culprits involved in the murder of Farishta Mohmand.

    Meanwhile, the police has arrested two suspects and further investigation into the matter was underway.

    Earlier, the body of Farishta was found from the federal capitalís Shahzad Town, who had gone missing on May 15.

    According to police, the girl was killed after being allegedly raped, with her body thrown in the forest afterwards.

    The body had been moved to Poly Clinic for post mortem.

    The girlís family is protesting against the delay in conducting a post-mortem and said authorities took four days to register a first information report.

    Last week, the accused Aamir, Rashid Minhas, Naseer, and Azeem allegedly raped the young student as she headed out of her hostel in Rawalpindi. Three of the accused belong to Rawalpindi Police.

    The Chief Police Officer Rawalpindi, Captain (Retd.) Faisal Rana had said that the persons responsible will be brought to justice.

    He had said that all the personnel were suspended from the service, whereas they will be terminated if found guilty.

    DNA tests of the accused have also been conducted.

    Last year, seven-year-old Zainab was kidnapped from near her auntís house in Kasur on January 4 and was found dead in a garbage heap five days later.

    Two people were arrested on Tuesday in connection with the abduction, murder and alleged rape of a 10-year-old girl, Farishta, in Islamabad's Shahzad Town area, police sources told DawnNewsTV.

    The victim's family is staging a protest at Taramari Chowk in Islamabad, calling for action to be taken against the culprits. Negotiations between the family and district administration are underway. The protesters said they will bury the victim after negotiations are successful.

    According to an FIR filed by the victim's father, Gul Nabi, his daughter had gone out to play on May 15 around 5pm, but did not return. Upon failing to find her, he feared that she had been abducted.

    He stated that he had gone to the police station "instantly" and reported the incident. A missing person's report was filed on May 16, the FIR stated.

    The victim's father requested in the FIR — dated May 19 — that his daughter be recovered and those involved in the incident be punished. The body was of 10-year-old Farishta was found on May 20, according to DawnNewsTV.

    Gul Nabi said that there were torture marks and wounds on his daughter's body. He alleged that his daughter ─ who had been missing for at least four days before her body was found in a wooded area ─ had been raped before she was killed.

    The suspects, Nabi alleged, had also thrown acid on his daughter.

    Nabi also alleged that the Shehzad Town police, instead of taking action or filing an FIR, had victim-blamed the 10-year-old girl and posed insensitive questions to the family, such as asking whether she had eloped with someone.

    MNA Mohsin Dawar, who has been highlighting the case on social media, also alleged that the victim's parents had "continuously requested concerned police station for FIR but they refused".

    He confirmed that an FIR had been registered under sections pertaining to kidnapping (365-B, PPC) on Sunday night (May 19), after the girl's body was recovered.

    Dawar, in a tweet on Monday, alleged that Polyclinic Hospital had refused to conduct a postmortem examination on the body.

    However, on Tuesday, hospital sources told DawnNewsTV that the exam had been conducted and the results are awaited.

    '#JusticeForFarishta' was a trending topic on Twitter on Tuesday morning as activists and citizens brought attention to the incident on social media.

    Interior Minister retired Brig Ijaz Shah took notice of the incident and ordered strict action against the culprits. The minister also asked the Islamabad police chief for a detailed report on the matter.

    The Islamabad Inspector General of Police formed two teams today to investigate the incident. One of the teams will be headed by the deputy superintendent of police (DSP) investigations, and the other will be led by superintendent police (rural).

    The Station House Officer Shehzad Town Sub Inspector Muhammad Abbas Rana was suspended from duty in a notification issued by the office of the SSP Islamabad on Tuesday. The DIG Operations said he had suspended the SHO in order to ensure that a transparent inquiry is conducted into the case.

    Didn't know the incident happen in Islamabad and not a far away remote area.

    All ressources must be used to protect brijg justice to the most innocent and fragile beings of the society.

    If Zainab's rapist couldn't be hanged who had allegedly raped multiple girls then no hope this could ever happen. We thought hanging of her rapist would change things but didn't make much difference so yes public hanging is only way so people really understand seriousness of this crime.

    As far as I understood none of the suspects is known to have an affiliation with a religious institution. Your remarks seems inappropriate and ill-timed.

    Perhaps you wish to see a more secular Pakistan and the nations tendency to bring in religion in every matter bothers you. However that's exactly what you are doing.

    I am bothered by religious fanaticism too. I also think the approach to the solution should be such that the initial response of the people isn't to get into self-defense mode, where protecting the pride has priority over examining things rationally. Leaving snide remarks about religion at every possible instance isn't going to convince people.

    What's going to convince them is an approach where we talk to them as a friend whose sole intention is not to shame them but to help them get rid their mind of the chains. It requires patience and also the willingness to help and solve issues which at first might not be directly related to religious beliefs we disagree with.

    A case was registered against Station House Officer (SHO) Shahzad Town Sub Inspector Muhammad Abbas Rana and other police officials in Islamabad on Wednesday in connection with the abduction, murder and alleged rape of a 10-year-old girl, Farishta.

    Ghulam Nabi, the victim's father, registered a first information report at the Shahzad Town police station today under Section 166 (public servant disobeying law with intent to cause injury to any person) of the Pakistan Penal Code.

    Nabi stated in the FIR that the victim's family had approached police a number of times for help finding Farishta, and to register an FIR against her disappearance, but instead of searching for the missing girl, the SHO told them she must have run away with someone.

    Nabi alleged that instead of registering an FIR, police officials provided explanations and made the family members clean the police station. The father called for action to be taken against the SHO and other officials involved on grounds of negligence.

    A four-day-old body recovered on Monday evening (May 20) is believed to be hers.

    Farishta went missing from outside her home in Shahzad Town on May 15. A four-day-old body recovered on Monday evening (May 20) was identified as that of Farishta by her father, who recognised her by her clothes. The results of a post-mortem examination conducted on Tuesday are awaited, and samples have also been taken for a DNA test to confirm the victim’s identity.

    Police said samples taken from the body and the site where Farishta was found are being tested to ascertain whether she was subjected to gang rape and torture, as alleged by the family.

    The family registered a missing persons report on May 16, and an FIR was registered four days later on May 19 after the intervention of an MNA, who took up the case with Islamabad Inspector General of Police Mohammad Aamir Zulfikar Khan.

    The family protested against alleged police inaction in Islamabad on Tuesday, and SHO Rana was suspended from duty in order to ensure a transparent inquiry into the case.

    In a late night development, after negotiations between the family, Special Assistant to the Prime Minister on Capital Development Authority (CDA) Affairs Ali Nawaz Awan and Deputy Inspector General of Police (DIG) (Operations) Waqaruddin Syed, it was agreed that a case would be registered against the police officials responsible.

    A senior police officer had said the FIR could be registered at any time against the SHO and the investigating officer on negligence charges.

    Three people have been arrested so far, according to a statement issued by DIG Syed. In addition, a committee headed by two superintendents of police were formed to investigate the case. Police secured three-day physical remand of the suspects from a local court today.

    The Islamabad police chief paid a visit to Farishta's home to offer his condolences and assure her relatives of speedy justice.

    National Assembly Speaker Asad Qaiser also met Ghulam Nabi and other member's of Farishta's family inside Parliament House today, along with the Islamabad commissioner, deputy commissioner and MNA Ali Awan.

    The capital administration officials briefed the NA speaker on the case. Asad Qaiser assured the family of justice.
