The blame lies with individuals as well as the entire administration. If the rules were properly enforced and yet some individuals managed to break them then the responsibility would be almost entirely on those people. But we know now that the rules were not properly enforced.
Hard to get a handle on this double edged sword

Exactly this. The windows of PSL is only 25 days compared to other long duration tournaments. Only if everyone involved had followed guidelines properly this could have been a memorable event in tough times.
And yes, isolation period should have been 10 days atleast to avoid any player coming into bubble with virus. 3 days is not enough time to find out.

I think some of Ramiz's colleagues should be taking a look, hard look at themselves and their 'efforts' in adhering to the protocols during PSL6.

Disappointing indeed.
is there something in the country we are able to do without the help of the security forces or without hiring foreign organizations?
Just needed to act stricter and get some discipline in these people. But as usual our institutions are not capable of even doing the slightest without any external assistance.

Not surprising this happened considering how some people on this forum doesn't take the virus seriously which is a reflection of how the general public would perceive it. These are the same people who are in charge of managing, implementing and enforcing these protocols.
And going by the other thread where covid positive tests were allegedly being hidden, would be extremely damning. This is why we can't have nice things.
