    Traces of explosivesí found in Dasu bus tragedy probe - are RAW involved?

    At least 13 people, including nine Chinese workers, died on Wednesday when the bus they were travelling in reportedly met an accident in the Kohistan district of Khyber-Pakhtunkhwa.

    The bus was ferrying workers of the Dasu dam project and scores of other passengers were injured in the mishap, according to area officials.

    Speaking to Express News, Deputy Commissioner Arif Khan confirmed the death toll and said nine Chinese workers, two local workers and two security personnel were among the dead. He added that the bus was carrying 41 people at the time of the incident.

    DPO Upper Kohistan said the cause of the incident is being investigated.

    A high-level delegation of the K-P government has reached Kohistan on the instructions of Chief Minister Mehmood Khan.

    The delegation includes Special Assistant to Chief Minister K-P for Science and Information Technology Kamran Bangash, chief secretary and K-P inspector-general of police. SACM Bangash said the media would be apprised of the situation after the matter is investigated.

    Other police officials said that rescue and security personnel reached the site soon after the incident and the injured were shifted to a nearby medical facility. The area was cordoned off soon after.

    Earlier in June, at least 17 people including 14 members of a family were killed after a passenger van plunged into a river in Upper Kohistan district of Khyber-Pakhtunkhwa.

    The van was en route to Rawalpindi from Chilas city of Gilgit-Baltistan when the accident happened.

    The incident occurred after the driver lost control of the vehicle that was carrying 18 people while taking a sharp turn. The passenger van then veered off into the Indus River in the Pani Bagh area of Upper Kohistan, and got submerged immediately, said the official.

    Information Minister Chaudhry Fawad on Thursday revealed that 'confirmed traces' of explosives have been found during the investigation of the Dasu incident and 'terrorism cannot be ruled out'.

    The minister added that Prime Minister Imran Khan was personally supervising all developments and the government is in close coordination with the Chinese embassy.

    Earlier, Foreign Minister Shah Mahmood Qureshi told his Chinese counterpart that Wednesday’s deadly bus tragedy in Kohistan district of Khyber-Pakhtunkhwa was an accident and not a terrorist attack.

    At least 13 people – nine Chinese nationals and four Pakistanis – were killed and more than two dozen others wounded when a bus they were travelling in plunged into a deep ravine after an explosion on board in Dasu. The bus was travelling to an under-construction tunnel site of the Dasu hydropower project.

    According to a statement issued by Pakistan’s foreign ministry, the tragedy happened after a mechanical failure resulted in leakage of gas on the bus that caused the blast. The mention of blast set off a media guessing game about its nature.

    “Preliminary investigation shows that it’s an accident and no background of terrorist attacks has been found,” Qureshi told Chinese State Councilor and Foreign Minister Wang Yi in a meeting in Dushanbe, Tajikistan.

    Qureshi, on behalf of the government and the people of Pakistan, expressed sincere condolences to the Chinese side over the heavy Chinese casualties, reads a statement published on the official website of China’s foreign ministry.

    “China is Pakistan's most important friend and most reliable partner, and China's loss is Pakistan's loss,” he added.

    “Pakistan will spare no effort to rescue and treat the wounded, thoroughly investigate the truth of the incident, lose no time in sharing the progress of the investigation with China, and do its utmost to ensure the safety of Chinese personnel in Pakistan.”

    On his part, Wang said that the Chinese side was shocked by the serious Chinese casualties and hoped that the Pakistani side could quickly find out its cause, conduct rescue and treatment work at all costs, deal with the aftermath in time, and prevent similar incidents from happening again.

    “If it is a terrorist attack, the criminals must be immediately arrested and severely punished,” the Chinese foreign ministry quoted Wang as saying.

    “Lessons should be learned from the incident, and the security measures for China-Pakistan cooperation projects should be further strengthened to ensure the safe and smooth operation of all projects.”

    ISLAMABAD: Prime Minister Imran Khan has assured Chinese Premier Li Keqiang of making every effort into the Dasu bus incident, in which 12 people were killed, including nine Chinese nationals.

    In his conversation with Li Keqiang over the phone on Friday, PM Khan offered his condolences over the death of the Chinese nationals in the tragic incident in Upper Kohistan.

    "All efforts will be made to investigate the incident," the PM said and added that the security of Chinese citizens in Pakistan is the government's top priority.

    He said that enemy forces will not be allowed to harm fraternal relations between the two countries.

    ‘Terrorism cannot be ruled out’
    On Thursday, Minister for Information Fawad Chaudhry said that "terrorism cannot be ruled out" in the Dasu accident.

    "Initial investigations into Dasu incident have now confirmed traces of explosives," the minister had said.

    He had said that PM Imran Khan is "personally supervising all developments in this regard" and that the government is closely coordinating with the Chinese embassy.

    "We are committed to fight the menace of terrorism together," he had said.

    Earlier in the day, Foreign Office spokesperson Zahid Hafeez Chaudhri had said that a "comprehensive" probe has been launched into the incident, adding that it is "also being investigated from the angle of terrorism".

    He had added that close contact is being maintained with Chinese officials.

    Bus plunges into ravine

    On Wednesday, a bus carrying Chinese workers in Khyber Pakhunkhwa's plunged into a ravine "after a mechanical failure resulting in leakage of gas that caused a blast", a statement from the Foreign Office had said.

    According to the statement, Chinese workers and accompanying Pakistani staff "were proceeding to their work place for an ongoing project".

    The meeting of Joint Cooperation Committee – the strategic brain of the China-Pakistan Economic Corridor – was abruptly postponed on Thursday, underscoring the challenges that both the nations have to face due to changing regional security situation.

    The decision to postpone the meeting was taken a day after nine Chinese and five Pakistani nationals were killed in an accident, which Chines authorities have described as a bomb attack but Pakistan initially termed it a vehicle failure. The meeting was scheduled for Friday (today).

    China was expected to raise the issue of reenergising the CPEC, making the CPEC Long-Term Plan 2017-30 effective and issues being faced by Chinese companies working on the CPEC projects, including a delay in clearing their power generation dues.

    “The JCC-10 meeting on CPEC which was scheduled to be held on July 16, 2021 has been postponed to a later date after Eid,” Asim Saleem Bajwa, chairman of the CPEC Authority, tweeted.

    He said that a fresh date will be shared when finalised but in the meanwhile preparations continue.

    Bajwa on Thursday received a call about the postponement of the meeting in the midst of a meeting that Planning Minister Asad Umar was holding with the provinces to sort out issues before the JCC, a senior official told The Express Tribune. He said that the Chinese were not happy the way Pakistan handled the bus attack issue.

    The provision of security to the Chinese nationals and the CPEC assets was also included in the agenda of the 10th JCC meeting. The draft minutes of the JCC suggested that the Chinese were concerned that “changes in regional security situation further the security threats facing CPEC”.

    The JCC meeting had been scheduled after a gap of 20 months. The last JCC meeting was held in November of 2019 when Khusro Bakhtiar was the minister for planning.

    Planning Minister Umar and China’s National Development and Reforms Commission Vice Chairman Ning Jizhe were set to co-chair the all-important meeting that could have given a serious push to the stalled CPEC.

    Pakistani officials have given contradictory statements about the reasons behind the killing of the Chinese nationals.

    Information and Broadcasting Minister Fawad Chaudhry said that terrorism could not be ruled out from the Dasu bus tragedy in Kohistan, saying that initial investigations confirmed traces of explosives.

    Earlier, Pakistan's foreign ministry said a mechanical failure caused a gas leak which led to the explosion.

    On that day, 13 people, including nine Chinese nationals, had died when a coach carrying them to an under-construction tunnel site of the 4,300-megawatt Dasu hydropower project fell into a ravine in the Upper Kohistan area after an explosion.

    On July 14, State Councilor and Foreign Minister Wang Yi met with Pakistani Foreign Minister Shah Mahmood Qureshi in Dushanbe and took up the issue of killing of the Chinese nationals.

    Yi said the Chinese side was shocked by the serious Chinese casualties in Pakistan, hoping that the Pakistani side could quickly find out its cause, conduct rescue and treatment work at all costs, deal with the aftermath in time, and prevent similar incidents from happening again.

    JCC discussion points

    The sources said that both the sides were set to take up all issues that caused CPEC slowing down in past three years. A total of 27 projects, 17 fast-track and 10 priority ones had been identified for development under the first phase of the CPEC seven years ago. The fast track projects had been marked to be completed within the first year and the priority projects were planned to be completed within two to three years.

    However, after seven years of the CPEC, only four fast-track projects have been completed while the work on the remaining six was under way.

    The federal government blames Covid-19 for the slow progress on the CPEC projects but analysts said that the PTI government pushed the CPEC on the backburner as a policy.

    Pakistani authorities said that the CPEC has achieved important early harvest targets and is entering a new development stage. The two countries were set to make fresh commitments for speedy execution as per the agreed timelines.

    The sources said that there was possibility that both the sides would stress upon the need to implement the Long Term Plan (2017-2030) and to evaluate and “update” it accordingly.

    The people-to-people contact, Emerging Technologies Maritime sector, mines and minerals and tourism in K-P, AJK and G-B were the new areas that are being included in the CPEC framework.

    Energy Sector

    A formal decision was expected to be taken on the inclusion of the 700 MW Azad Pattan hydropower project in the CPEC framework.

    So far, nine power projects having 5,320 MW capacity with an investment of $8.2 billion have become operational. Another three projects with installed capacity of 1,920 MW are under construction. Pakistan gets one-third of its power supply from the CPEC projects.

    However, the Chinese have expressed concerns over possible change in tax and tariff policies that could undermine Chinese investment in these power plants. The sources said that Pakistan would give commitments to keep the tax and tariff policies unchanged.

    The Kohala Hydel Project, Azad Pattan hydro power project, SSRL Thar Coal Block-I 7.8 mtpa and SEC mine mouth power project and Gwadar Power Plant are the next energy projects that will be part of the CPEC.

    China has also conveyed concerns over non-payment of about Rs208 billion as of end April to the CPEC power plants by the government.

    “The Chinese side hopes to further increase the tariff settlement ratio to ensure the repayment of the bank loan and normal operation of the CPEC energy projects,” according to the government documents.

    “As per the agreement on the CPEC energy project cooperation signed in 2014, the Chinese side hopes that the Pakistani side would get the article related to revolving account on the ground soon.” Pakistan had promised to set up the revolving fund to protect Chinese investors from the vicious circular debt cycle, but it did not honour the commitment.

    The sources said that Pakistani authorities wanted that the Gwadar Port concessionaire company needed to fast track the implementation of the port operationalisation plan and accelerate development of the free zone.

    It is expected that both the sides would announce achieving financial close of the 300 MW Gwadar coal-fired power plant by December 2021. New dates for starting construction work are expected to be four months after signing of the Power Purchase Agreement and Implementation Agreement.

    The supplementary agreement for construction of three additional bridges at Eastbay Expressway will also be signed during the 10th JCC.

    Interior Minister Sheikh Rashid on Saturday assured Chinese Minister for Public Security Zhao Kezhi that the investigation of the Kohistan bus tragedy was underway at the highest level on the directions of Prime Minister Imran Khan.

    At least 13 people – nine Chinese nationals and four Pakistanis – were killed and more than two dozen others wounded Wednesday morning when a shuttle bus they were travelling in plunged into a deep ravine after an explosion on board.

    The bus was ferrying the Chinese and Pakistani workers to an under-construction tunnel site of the Dasu Hydropower Project in the remote Kohistan district of Khyber-Pakhtunkhwa province.

    “The Chinese investigation team is being provided full support,” Rashid said. “All Chinese workers in Pakistan would be provided fool-proof security.”

    The two sides also agreed that hat no hostile element could spoil the relationship between the two countries.

    Expressing their regret over the loss of precious lives in the unfortunate accident, the two ministers discussed the progress of the investigation and also agreed to complete the probe on a priority basis.

    “Pakistan and China’s friendship is tried, tested. We are iron brothers,” the interior minister said.

    Earlier, PM Imran also spoke with his Chinese counterpart Li Keqiang and assured him that the government of Pakistani would spare no effort to fully investigate the incident.

    "He [prime minister] assured that no effort would be spared to fully investigate the incident," said a statement from the Prime Minister's Office detailing the telephone call between the two premiers.

    PESHAWAR: The Chinese firm working on the Dasu Hydropower Project has stopped work on the site citing “security concerns” and laid off all but the most essential Pakistani workers, Geo News has reported.

    According to the TV report, the China Gezhouba Group Company (CGGC) has intimated through a letter that due to the July 14 bus incident in which nine Chinese nationals were killed, the company cannot continue operations on the project.

    The CGGC stated that the laid off Pakistani employees will be paid salary and gratuity as per their contract.

    Project Director Anwarul Haq has confirmed that the Chinese firm has stopped work on the project, adding that it will restart work as soon as the security situation improves.

    At least 12 people, including nine Chinese nationals working on the project were killed when a bus carrying ferrying them fell into a ravine following an explosion.

    The federal government has launched an investigation into the tragic incident and a 15-member Chinese security team has also been involved in the probe.

    Meanwhile, Federal Interior Minister Sheikh Rasheed has said that the probe into Dasu incident is in its final stages and will be completed soon.

    Rasheed said that he has directed security agencies to further improve the security of Chinese nationals.

    Briefing the media in Islamabad, the interior minister said that 15 Chinese officials have arrived in Pakistan for the investigation and the Chinese interior minister has also spoken to him about the Dasu accident.

    Rasheed said the accident took place on the Karakoram Highway, adding that the injured are being treated at the Pakistan Army Hospital.

    "It is our duty to protect the lives and property of the Chinese people here. The security of their people will be ensured," Rasheed said, sharing that the Chinese Ministry of Interior has been taken on board.

    He said that the premier has asked him and Foreign Minister Shah Mahmood Qureshi to go to China.

    The interior minister emphasised that Pak-China friendship is eternal and the accident does not impact this friendship. The enemies of CPEC and Pakistan and China's friendship will not be forgiven, he said.

    The Chinese construction company, China Gezhouba Group Corporation (CGGC), has declared its earlier notice on the termination of contract with Pakistani labour working with it on the Dasu Hydropower Project as "null and void".

    "The notification of employment contract termination published by CGGC DASU HPP Management on July 16, 2021, has not been approved by the competent authority and is declared null and void now," read a notice issued by the CGGC DASU Hydropower Project on July 17.

    Construction work on the project would now resume very soon, said a notice issued on Sunday.

    It bears mentioning that in the wake of the Dasu bus incident, the civil administration, Water and Power Development Authority (WAPDA), and CGGC decided with mutual consultation to suspend construction work on the project for a few days so some operational aspects can be re-organsied and construction work resumes in a more secure atmosphere.

    Chinese company stops work on Dasu project after bus incident

    Since then, WAPDA is in close coordination with the CGGC high-ups and it is expected that the CGGC will restart construction activities on the project in a few days.

    A statement issued by WAPDA said that the Chinese company working on the Dasu project had withdrawn the notice to fire Pakistani employees.

    A WAPDA spokesperson said that after the incident, the civil administration, WAPDA and the Chinese company consulted on the issue, after which the construction work was suspended for a few days. The Chinese company will soon resume construction work on the Dasu project.

    The spokesman said that the closure of the project was aimed at reorganising security measures, during which WAPDA remained in constant touch with the officials of the Chinese company.

    According to the statement, WAPDA's efforts were aimed at speedy resumption of construction work on the Dasu project.

    Separately, Spokesperson Ministry of Foreign Affairs Zahid Hafeez Chaudhri said work on the Dasu hydropower project would resume soon as both Pakistan and China remain committed to the timely completion of the project as well as others being undertaken with Chinese cooperation.

    Responding to media queries regarding the notification by the Chinese company, the spokesperson, in a statement, said: “The Chinese construction company, China Gezhouba Group Corporation (CGGC) through its latest notification has declared its earlier notice, about contract termination of employment of Pakistani personnel working on Dasu Hydropower Project, null and void.”

    He further said that matters regarding security and execution of the project were being looked into, and the relevant authorities from Pakistan and China have been in close contact on the same.

    Two suspects have been arrested on suspicion of involvement in the Dasu attack, sources at the Counter-Terrorism Department said on Wednesday, Geo News reported.

    At least 12 people, including nine Chinese nationals working on the Dasu Hydropower Project project, were killed when a bus carrying them fell into a ravine following an explosion on July 14.

    Foreign Minister Shah Mahmood Qureshi had told his Chinese counterpart that investigations were underway and it was later revealed that terrorism could not be ruled out due to traces of explosives at the site of the incident.

    I think you and I both know that Pakistani media won't rule out RAW even if there aren't any traces found.

    Clickbait, views, degrading India, all the usual stuff.

    In a few weeks, nobody will talk about this because no evidence will be provided to directly tie RAW (if they were even responsible) to the source of the crime.

    Same old stories, same old propaganda.

    Unfortunately, RAW was formed to destabilize Pakistan. Kulbushan and others that are caught were not in Pakistan for honeymoon. So fingers are pointed in the right direction and soon evidence would be publicly provided too by Moeed Yousuf (according to his latest interview).

    He has confessed to running an elaborate network of terrorists in Balochistan & Karachi at behest of RAW.

    I can provide a link to his confessional video if you can't google. After his arrest, his supported networks have been eradicated and majority of target killings and other terror activities in Karachi have been eradicated for the most part.

    A spy is not a terrorist. Spies of every country work in every country. Are CIA or MI5 or MSB are terrorist organisation or intelligence agencies?

    Interior Minister Sheikh Rashid Ahmed on Wednesday said Indian Prime Minister Narendra Modi was responsible for the recent terrorist attacks in Pakistan while likening the Indian premier to the leader of Nazi Germany.

    The interior minister's remarks came during a media briefing in Islamabad where he added that Indian agencies were trying to sabotage the peace of the country.

    "The situation in the region is changing rapidly. A hybrid war has been launched against Pakistan and the next five to six months are crucial," Rashid said adding that Prime Minister Imran Khan has formed a committee under the chairmanship of Foreign Minister Shah Mehmood Qureshi.

    The minister further said that a battle of resistance and reconciliation was ongoing between the PPP and the PML-N.

    "They are just doing politics for the camera," he said and maintained that Prime Minister Imran Khan would continue practising politics beyond the opposition's comprehension.

    The federal minister also said that the interior ministry would do sweeping action against corrupt elements. "Such people have been jailed but could not be kept in custody because of courts' decisions," he said.

    "I can't bring Nawaz Sharif or Altaf Hussain (back to the country)," the minister said. He elaborated that currently, Leader of the Opposition Shehbaz Sharif was trying to prevent former premier Nawaz Sharif from going back to prison if he returns.

    He further added that Shehbaz has yet to file an application for removal of his name from the Exit Control List (ECL).

    Referring to August 5, Rashid said Youm-e-Istehsal would be observed across the country tomorrow (August 5) and traffic would be stopped for one minute at 9 am.

    The United Nations Security Council (UNSC) has urged all states to cooperate with Pakistan’s government in bringing to justice the perpetrators of the terrorist attack on Chinese and Pakistani nationals in Dasu.

    In a press statement on Saturday, the UNSC “strongly condemned” the July 14 terrorist attack in Dasu in which nine Chinese nationals and three Pakistanis were killed and several others injured.

    The member states of the Security Council expressed their “deepest sympathy” and condolences to the families of the victims and to the governments of Pakistan and China. They wished a speedy recovery to those who were injured. They reaffirmed that terrorism in all its forms constitutes one of the most serious threats to international peace.

    The members stressed the need for holding perpetrators, organisers, financiers, and sponsors of such acts of terrorism accountable and bring them to justice. They urged all the states to “cooperate actively” with the governments of Pakistan and China, as well as all other relevant authorities in this regard in accordance with their obligations under international law and relevant Security Council resolutions.

    They reiterated that “any acts of terrorism are criminal and unjustifiable, regardless of their motivation, wherever, whenever and by whomsoever committed.”

    The council reaffirmed the need for all States to combat by all means, in accordance with the Charter of the United Nations and other obligations under international law – including international human rights law, international refugee law, and international humanitarian law, threats to international peace and security caused by terrorist acts.

    Moreover, Pakistan welcomed the reiteration of the position of the world body on the Jammu and Kashmir dispute by the UN secretary-general spokesperson, saying that it reaffirmed the UN position on the longstanding dispute.

    “The statement reaffirms that UN position on the Jammu and Kashmir dispute is ‘well-established and has not changed,” Foreign Office spokesperson Zahid Hafeez Chaudhri said in response to the statement by the UN Secretary General’s spokesperson.

    He said that Pakistan appreciated the timeliness of the statement as it coincided with the completion of two years of India’s “illegal and unilateral actions” of 5 August 2019, in Indian Illegally Occupied Jammu and Kashmir (IIOJK) that were in violation of the UN charter, UNSC resolutions and international law including the Fourth Geneva Convention.

    “The statement denies the self-serving remarks by India’s permanent representative to the UN claiming that Jammu and Kashmir is an integral part of India,” he said.

    The spokesperson said that India would do well to remind itself that Jammu and Kashmir remained an “internationally recognised dispute and one of the longest outstanding items” on the UNSC’s agenda.

    “It [Kashmir] never was and never will be a part of India. Regurgitation of false and fabricated claims does not change the reality,” he said.

    He mentioned that numerous UNSC resolutions had established that the final disposition of the state of Jammu and Kashmir would be made in accordance with the wishes of the Kashmiri people expressed through the democratic method of an impartial plebiscite held under the UN auspices.

    “Ultimately, India will have to give in to the will of the Kashmiris and the commitment of international community as enshrined in numerous UNSC resolutions,” he said.

    ISLAMABAD: Interior Minister Sheikh Rasheed on Monday announced that the probe into the Dasu attack has been completed. However, the Minister of Foreign Affairs Shah Mehmood Qureshi will be the one to inform the media about the findings of the probe in detail.

    The minister was addressing a press conference in Islamabad during which he shed light on several national and international issues concerning Pakistan.

    He said that Israel and India want to play with Pakistan’s peace but the opposition is not willing to understand what is going to happen in the region in the next six months.

    The minister said that the "entire nation is united on the matter of Kashmir and China Pakistan Economic Corridor (CPEC)" adding: "we have to thwart the conspiracies of India, Israel and Afghanistan's NDS against national security."

    Rasheed also added that no obstacles in the way of CPEC will be tolerated, he added.

    Referring to former prime minister Nawaz Sharif, Rasheed said that he only has two options — either to file for an appeal or seek asylum in any other country.

    The minister asserted that Sharif should return to the country immediately since his passport has expired.

    “Nawaz Sharif makes big claims only when he has authority but other than that, he just flees as soon as he loses power,” said Rasheed.

    Rasheed also expressed his views over ‘disintegrations’ within the federal government and said that he will keep supporting prime minister Imran Khan and added that he will confront those who want a political war.

    Foreign Minister Shah Mahmood Qureshi on Thursday said India's Research and Analysis Wing (RAW) and Afghanistan's National Directorate of Security (NDS) were involved in the Dasu bus incident — which left nine Chinese and three Pakistanis dead.

    FM Qureshi, addressing a press conference in Islamabad, said the government had arrived at the conclusion after taking into account several aspects that came to light in the probe.

    The authorities reviewed 36 CCTV cameras along the 1,400 kilometre route that the bus had gone through.

    "We found a thumb, finger, and body parts on site [...] which were later analysed," he said.

    The authorities also recovered mobile phones from the bus — which had security personnel and Chinese nationals onboard.

    Qureshi said at a press conference in Islamabad on Thursday that ďAfghan soil was used for the attack, and the vehicle used was smuggled into Pakistan,Ē according to local media.

    He said that 14 people were involved in the attack that was headed by a person named Tariq who is a member of proscribed Tehreek-e-Taliban Pakistan (TTP).

    Chinaís Foreign Ministry responded on Thursday that Pakistanís investigation into the terrorist attack has seen major progress in a short period of time and China pays great attention to this and expresses appreciation to Islamabadís active efforts.

    Further investigation by Pakistan is still ongoing, Foreign Ministry spokesperson Hua Chunying said. China and Pakistan will follow the important consensus reached by the leaders on both sides, ascertain all the facts and truth, and hold the culprits accountable and bring them to justice, Hua said.

    In the meantime, both countries will keep strengthening security cooperation mechanisms to ensure the safety of Chinese projects, citizens and institutions in Pakistan, Hua said.

    SLAMABAD: Pakistan on Saturday categorically rejected the "absurd remarks" by the Indian Ministry of External Affairs (MEA) denying India’s involvement in the recent Dasu terror attack, which claimed the lives of three Chinese and nine Pakistanis.

    On July 14, a bus carrying Chinese nationals and accompanying Pakistani staff working on the Dasu hydropower project, in Khyber Pakhtunkhwa's Kohistan district, fell into a ravine following an explosion.

    Although the incident was initially reported by the Foreign Office as "a mechanical failure resulting in leakage of gas that caused a blast", a probe revealed that it was an act of terrorism involving the nexus between India's Research and Analysis Wing (RAW) and Afghanistan's National Directorate of Security (NDS).

    “Fully exposed, India typically resorts to sophistry, obfuscation and re-fabrication," said the Foreign Office spokesperson, Zahid Hafeez Chaudhri, in a statement.

    "Bland denials and regurgitation of a false narrative, however, will not change facts,” said Chaudhri.

    Pakistan has repeatedly presented irrefutable evidence of India’s active planning, promoting, aiding, abetting, financing and execution of terrorist activities in Pakistan, the handout said.

    The statement highlighted that Pakistan presented a detailed dossier to the international community last year with proof of India's involvement in such activities, including in the Lahore attack.

    "The most familiar and undeniable face of India’s state-sponsorship of terrorism against Pakistan is Commander Kulbhushan Jadhav — caught red-handed in March 2016," it added.

    “We reiterate our call on India to abjure the use of state-terrorism as an instrument of policy.

    "Pakistan will continue to resolutely oppose Indian machinations imperiling regional peace and security,” the spokesperson said.

    Two killed in suicide bombing targeting Chinese nationals in Pakistan

    QUETTA, Pakistan, Aug 20 (Reuters) - A suicide bombing targeting a vehicle carrying Chinese nationals in southwestern Pakistan killed two children and wounded three on Friday, police said.

    The suicide blast took place at the East Bay Road in the port of Gwadar around 7 p.m. Chinese nationals sustained minor injuries, a police statement said. Gwadar is in the southwestern province of Balochistan, where separatist militants have waged a long-running insurgency.

    "Two children have been killed and three injured in the attack," said Liaquat Shahwani, a spokesman for the Balochistan government.

    Balochistan Liberation Army, a separatist militant organisation claimed responsibility for the attack.

    "BLA carried out a 'self-sacrificing' attack against a convoy of Chinese engineers," the group said in a statement.

    China is involved in the development of the Gwadar port on the Arabian Sea as part of a $60 billion China-Pakistan Economic Corridor, which is itself part of China's Belt and Road infrastructure project.

    The Pakistan interior ministry said that a young boy ran out of a nearby fishermen colony and exploded himself about 15-20 meters from the convoy.

    "As a result a Chinese national was injured, he was rushed to nearby Gwadar hospital where he is stable", the ministry said in a statement.

    The four vehicles carrying Chinese nationals were escorted by army and police.

    Pakistan is already undertaking a comprehensive review of security of Chinese nationals in the country, the interior ministry statement added.

    In July, an attack on a bus in the northwestern province of Khyber-Paktunkhwa killed 13 people, including nine Chinese workers. Two Pakistani soldiers were killed.

    The dasu kohistan area is against government involvement they are not happy their lands are going underwater for a dam and locals are not being employed in significant capacity and its all Chinese.

    Why do our rebels always have to be indians?

    The pak military is up there with the ghani ,with Israel, with usa with modi in committing human rights abuses , who sent all those people to cia jails and gitmo in first place many whom were probably Innocent and had nothing to do with 9/11

    As I have said many times before, we need to fix our terror problems. They can only be fixed and uprooted when we acknowledge that these bombings and shootings are not carried out by Hindus, Jews and Christians but by our own fellow countrymen. We the the biggest conspiracy theorists.

    Pakistan has decided to compensate the 36 Chinese nationals, who died and were injured in a terrorist attack last year -- aimed at removing a major irritant in bilateral relations.

    A total of 10 Chinese national lost their lives and another 26 were hurt in a suicide attack on a bus that was carrying them to the work site of the Dasu Hydropower Project in July last year.

    The government has worked out four different compensation amounts ranging from $4.6 million (Rs810 million) to $20.3 million (Rs3.6 billion), sources told The Express Tribune on Tuesday.

    Pakistan has decided to make the payment despite there was no legal or contractual obligation on the government.

    The Dasu Hydropower Project is funded by the World Bank and does not fall in the scope of the China Pakistan Economic Corridor (CPEC).

    Four Pakistani nationals had also died in the attack.

    After the government tried to downplay the terrorist attack as an accident caused by gas leakage, China immediately retaliated and cancelled a scheduled meeting of the Joint Cooperation Committee of the CPEC.

    The Chinese contractor had also stopped the work on the project and demanded a compensation of $37 million.

    The compensation that the contractor had claimed was over 500% more than what a Chinese national’s heirs would have received if killed in a similar attack in their own country, according to government sources.

    The 4,320MW Dasu Hydropower Project is being constructed by China Gezhouba with funding from the World Bank.

    The Economic Coordination Committee (ECC) of the cabinet would take up the proposal on Wednesday (today) to formally select one of these four options aimed at removing the bottleneck in bilateral relations.

    Prime Minister Imran Khan has directed to present the options before the ECC for making a decision.

    Work on CPEC has slowed down considerably over the past three and half years and there is no new project approved by both the sides under the project’s framework.

    The $6.8 billion mainline-I project of Pakistan Railways also remains buried in the files.

    It is the second time that Pakistan has decided to compensate Chinese nationals, who had died in a terrorist attack.

    In 2004, one Chinese national lost his life and another was injured in a terrorist attack while working on the Gomal Zam Dam Project. Pakistan had then paid $100,000 to the family of the deceased and $50,000 to the injured worker.

    The first option that the government has used as the baseline is the Gomal Zam Dam amount to work out the current compensation, which comes to $4.6 million (Rs810 million) in today’s exchange rate, said the sources.

    On the basis of China's compensation package for own nationals working in China, the compensation amount would be $6.1 million, the sources added.

    However, the Chinese contractor has demanded $37 million compensation.

    On the basis of the purchasing power parity based GDP per capita, the compensation amount comes to $11.6 million.

    While keeping in mind the factors of Gomal Zam Dam amount of 2004 that is indexed upwards using nominal GDP increase, the compensation will be $20.3 million.

    To be headed by Finance Minister Shaukat Tarin, the ECC would pick one of these four options.

    After the attack, the Chinese contractor demobilised from the site and had raised several demands as preconditions to resume work.

    Then in September last year, an inter-ministerial committee, headed by water resources secretary and comprising the secretaries of finance, law and justice, foreign affairs and interior was formed to work out the compensation amount

    The committee had been tasked to work out the compensation package for the affected Chinese nationals keeping in view the past precedents, the current demand of the Chinese company, the prevalent insurance rates and the package offered by the Chinese government for their nationals in similar cases.

    The body had set up a sub-committee, comprising officers of the ministries concerned to work out the necessary details.

    The sub-committee had determined that there was no contractual remedy to make financial compensation related to casualties of the contractor’s staff, owing to any terrorist activity.

    However, because of China’s sensitivity, Pakistan has decided to make the payment, the sources said.

    After the ECC’s approval, the government would take up the matter with China and the money would be handed over to Pakistan’s embassy in China to directly make the payments to the Chinese nationals.

    The water resources ministry has sought a supplementary budget to make the payments. There is no provision in the present budget to make them.

    Pakistan on Friday approved to pay $11.6 million in compensation to the Chinese nationals who either had lost their lives or were wounded in a terrorist attack.

    It also agreed to give 56% shares of a government company to the UK by converting a 14-year-old grant into equity.

    The decisions were made by the Economic Coordination Committee (ECC) of the cabinet. It was remotely chaired by Federal Finance Minister Shaukat Tarin.

    “The ECC, after deliberation and considering the depth of our relationship with China, approved the proposal of payment of $11.6 million as a goodwill gesture on [the] government level,” read a statement issued by the finance ministry.

    Pakistan has agreed to make the payment to remove an irritant in relations, as it was not legally bound to a pay a penny to any Chinese citizen who was killed or wounded in the terrorist attack.

    The government agreed to pay $11.6 million (Rs2 billion) by taking into account the compensation paid to Chinese workers in 2004 and inflated the old number by using purchasing power parity based GDP per capita.

    The amount is double than what China gives to its citizens who die in similar attacks in its territory.

    UK grant

    The finance ministry also presented a summary to the ECC to resolve the issue of the reversal of Foreign Commonwealth and Development Office (FCDO) of the UK unspent grant equal to Rs2 billion. The UK had given that amount in 2008.

    The money remained unspent for over a decade because of the mismanagement by the officials of the State Bank.

    The finance ministry proposed that a new Credit Guarantee Company (CGC) should be established and the UK should be given 56% shares equal to Rs7.3 billion (present value of the grant) against the unspent amount in it. The remaining 44% shares will be held by Pakistan.

    The UK will control its share in CGC through Karandaaz, according to the ministry’s proposal. The UK owns the Karandaaz -- an entity that had been set up to give small loans.

    However, official documents revealed that there was no mention of the Karandaaz in the memorandum of understanding (MoU) signed between Pakistan and the UK for management of the grant.

    The UK had provided £50 million as grant or Rs2 billion in 2008 to support small and medium companies in Pakistan. The agreement had been signed in July 2008 with the UK’s Department for International Development. However, now it is being given shareholding worth Rs7.3 billion.

    In December 2020, the ECC had also approved to sell the majority stake in the government-owned company to the UK through its controlled entity by converting “grant” into equity in a legally questionable manner.

    At that time, it had been proposed that the UK should be given 51% shares in the Pakistan Credit Guarantee Company (PCGC), which had been set up in 2019 for the purpose.

    The Express Tribune had then reported irregularities in the deal and subsequently the federal cabinet had shelved the proposal.

    After The Express Tribune reported the issue, the matter was referred to the law ministry for opinion.

    The Law Division had opined that selling stakes to the UK constituted privatisation, which could be done without competitive process. The law ministry had also opposed giving the State Bank of Pakistan (SBP) shareholding in the PCGC.

    On the question of converting grant into equity, the law ministry had said: “The clause in the MoU stating that the unutilised amount of the grant shall be returned to DFID [now FCDO] is not invalid”. However, more importantly the ministry had said that “they do not have sight of any document from DFID stating that the Karandaaz comes within the said programme and framework”.

    To bypass the law ministry’s legal opinion, the SBP had come up with the proposal to set up a new “Credit Guarantee Company in which the principal unspent of the FCDO funds will be used for 56% shareholding of the Karandaaz and the “existing PCGC will have to wound down”.

    The clause related to surrendering unspent amount had been inserted in January 2015, after closure of the programme, all unspent funds were either to be reverted to the DFID or be provided to its enterprise.

    Over a year ago, the finance ministry was of the view that “any clause signed subsequently that runs counter to the main/primary agreement within the MoU is ab-initio invalid”. However, the law ministry did not back this stance.

    Other issues

    The committee, considering the food crisis and prevailing situation in Afghanistan, approved a summary presented by the commerce ministry and allowed the export of selected commodities to the neighbouring country against the local currency by adding them to a list of items.

    The ECC also allowed the removal of 45% regulatory duty on the import of Chilghoza from Afghanistan. The reduction of tariff on this item will encourage the legal import of unprocessed Chilghoza for processing in the country for export and will also be instrumental in creation of jobs in the far-flung areas of border regions of Khyber-Pakhtunkhwa and economically backward areas of Balochistan.

    The industries and production ministry presented a summary on the urea fertiliser requirement for the remaining Rabi season of the fiscal year 2021-22.

    The ECC after detailed deliberation allowed the operations of plants running on Sui Northern Gas Pipelines Limited (SNGPL) -- Fatima Fertiliser, Sheikhupura plant and Agritech -- for a further two months post January 2022, i.e. February to March 2022, at a gas rate of Rs839/MMBTU.

    The committee approved a summary tabled by the information technology and telecommunication ministry for the constitution of an advisory body headed by the finance minister for the release of IMT/5G spectrum.

    The information technology and telecommunication ministry also presented a draft policy, “Directive of the Pakistan Telecommunication (Re-Organisation) Act 1996”, for the renewal of cellular licence of the Pakistan Mobile Communication Limited. The ECC after discussion gave nod to the summary.

    The ECC also approved Rs5 billion for the planning and development ministry for conducting the 7th population and housing census.

    The cabinet body gave the nod to set up a committee to resolve the administrative and financial issues being faced by the Pakistan International Airlines on the Roosevelt Hotel. The committee will dispose of the furniture and equipment of the closed hotel. It will also resolve issues of the ex-union employees including terminal benefits and pension etc.

    A similar committee had earlier approved $172 million bailout package for the Roosevelt Hotel.

    National Security Adviser (NSA) Moeed Yusuf on Thursday said the safety of foreigners in the country is Pakistan’s responsibility, and concerns of Chinese workers and engineers working on the China-Pakistan Economic Corridor (CPEC) are taken seriously.

    The NSA’s remarks came in an interview with the Beijing Review where he mentioned that some countries and their proxy actors do not want the CPEC to succeed as they see the Pakistan-China partnership as a “threat”.

    Moeed acknowledged that there have been a number of attacks on the CPEC projects, highlighting that India supported and funded them through anti-Pakistan militant organisations operating from third countries.

    “Unfortunately, our enemies will continue to seek ways to target us,” he added.

    However, the NSA stated that regardless of these attacks, there is clear evidence that the Pakistan-China relationship is still going strong as the two countries came out “stronger and further strengthened security protocols”.

    “All inimical forces working at the behest of external powers to undermine the CPEC will be defeated,” said Moeed, adding that Pakistan now has a mechanism to ensure the security of every Chinese citizen in the country.

    He emphasised that the full potential of the CPEC will only be realised when there is peace in the region.

    ‘CPEC beneficial for all’

    Moeed said that the CPEC is beneficial for both China and Pakistan as well as everyone who participates in it.

    “Since the start of the project in 2014, significant progress has been made on the ground. So far, projects with a combined installed capacity of more than nine gigawatts have been completed and work on other energy projects is continuing at a pace,” he added.

    According to the NSA, roads have also been built throughout the country to streamline internal connectivity.

    “We are entering the second phase, which is critical for industrialisation in the country and connectivity between China, Pakistan and the rest of the world,” he stated, adding that this phase will involve investment in a range of sectors, including agriculture and science and technology.

    The NSA further emphasised that the projects will contribute to internal physical connectivity, job creation, agricultural modernisation and industrial expansion in Pakistan.

    “We envisage CPEC to be a springboard for transforming Pakistan into a regional connectivity and trade hub,” said Moeed.

    He claimed that for China, Pakistan offers an attractive investment destination.

    'Pakistan not interested in camp politics'

    Responding to a question, the NSA maintained that Pakistan neither believes in camp politics nor wants to be pushed in that direction.

    “China has always counselled us to have good relations with everyone, and we have always maintained that Islamabad’s relations with Beijing are not exclusive,” he said.

    He said that Pakistan’s good relations with China were based on shared interests and mutual respect, and do not target any other country.

    “We desire good relations with the US, going beyond just a narrow security lens. The officials of both countries are talking on key issues in our bilateral relationship,” he added.

    The NSA reiterated that Pakistan wanted to safeguard its national interests by having good ties with all major powers.

    On Afghanistan, Moeed said that it was critical for Pakistan and China to continue working together to stabilise the war-torn country and prevent it from becoming a safe haven for cross-border terrorism.

    “We are also keen to implement our joint vision of extending the CPEC to benefit Afghanistan’s economy and its people,” he added.
