    Chief Election Commissioner (CEC) Sikandar Raja Sultan is anti-PTI : Imran Khan

    Ex-prime minister Imran Khan slammed Chief Election Commissioner (CEC) Sikandar Raja Sultan, saying he is anti-PTI and has given many verdicts against his party.

    The PTI chairman spoke at length on social media about his party's challenges and problems faced after coming into power in August 2018, stressing that NRO II will be disastrous for the country.

    “Ex-president Pervaiz Musharraf gave Asif Zardari and Nawaz Sharif NRO I, and now if they both are given NRO II, no one will accept the justice system in Pakistan and it is dangerous for the country,” said Imran Khan.

    Simple answer - Prohibited funding case. All 3 parties have same case going on, all of them should have the same trial and same decision implemented.

    Picking and choosing here shows bias. This case is not against an individual its against parties hence there is no reason to apply the same barometer to all 3 parties so no point in deciding on one party and not on other 2.

    Prove ECP is non-biased and decide on prohibited funding case once and for all for all 3 parties.

    ISLAMABAD: The Election Commission of Pakistan (ECP) Wednesday strictly rejected some media reports alleging that no progress was being made on foreign funding cases of Pakistan Muslim League Nawaz (PMLN), Pakistan People's Party Parliamentarians (PPPP) and Pakistan People's Party (PPP).

    According to the ECP sources, a three-member committee was formed by the Commission, which held its last hearing on Dec 10, 2021. On that hearing, an application was received from a counsel for the applicant for adjourning the case, and no proceedings could be held on that date. Meanwhile, a committee member retired from service in December 2021.

    Sources said the ECP sent a request to the Auditor General office for nomination of new panel so that the scrutiny process could be continued independently and transparently. After receiving three names from the Auditor General office, a new committee was formed and notified on March 15, 2022. The new committee held a hearing on April 1, 2022, in which the petitioner and the respondents were called and they were asked to provide some more documents. The hearing was adjourned for May 9, 2022. The Commission, meanwhile, also sought a report from the committee on April 28, 2022.

    ISLAMABAD: Chief Election Commissioner Sikandar Sultan Raja stated on Wednesday that the Election Commission of Pakistan (ECP) takes decisions fearlessly and will continue to do so.

    According to Geo News, the CEC made these remarks today (Wednesday) while speaking to a journalists after the administration of oath to two new members of the ECP.

    The CEC was responding to allegations of bias against the ECP.

    "We don't mind if people get angry or agree with us. Everyone is our friend. The Election Commission makes decisions in accordance with the law and the Constitution," he said.

    He stated that the government must determine when the election will take place. "Our job as the Election Commission is to conduct free and fair elections, and we are always ready for it," he said.

    "The work on delimitation is in full swing and the ECP's position regarding the census was clear that it could not be done before the Census 2017 results are published, which were finally issued in May 2021."

    The CEC said a constitutional amendment was introduced regarding the 2018 elections and delimitation.

    Raja added that the government wants a digital census and the delimitation would be completed on time if the results were available by December 2022.

    If the results are delayed, the elections will be held on the basis of the 2017 census, he said.

    Commenting over the issue of the resignations of PTI MNAs, CEC Raja said former deputy speaker Qasim Suri did not forward the case to the ECP.

    "The hearing on foreign funding is underway and it is necessary to give a chance to all the parties."

    NA general seats reduced from 342 to 336
    Meanwhile, the ECP, in its report on the initial delimitation of constituencies, has reduced the number of National Assembly seats from 342 to 336. The delimitation was done as per the 2017 census.

    Punjab’s share in the legislature has been cut by 10 seats, from 183 to 173, with general seats cut from 148 to 141, and women's seats reduced from 35 to 32. Sindh’s representation in the National Assembly remains unchanged as per the draft report of the new delimitation, i.e. 75 seats, 61 general and 14 women's seats.

    Khyber Pakhtunkhwa is the major beneficiary of the new exercise against the backdrop of the merger of tribal areas, which previously had 12 NA seats. KP had 35 general and eight women’s seats (43 total seats) previously, whereas now its tally has gone up to 55 seats with 45 general and 10 women seats.

    Likewise, Balochistan has increased its representation in the lower house of parliament with 16 general and four women seats (20 seats), while previously, it had 14 NA constituencies and three women seats in the legislature.

    Islamabad Capital Territory has also gained one general seat, so now it has three NA seats. Hence, the women reserved seats remain unchanged as well as the seats reserved for non-Muslims, i.e., 10.

    As per the draft report, the Punjab Assembly consists of 371 seats, including 297 general seats, followed by the Sindh Assembly with a total of 168 seats, including 130 general seats, the Khyber Pakhtunkhwa Assembly with 145 seats, including 115 general seats, and the Balochistan Assembly with 65 seats, including 51 general seats.

    Former prime minister and Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan has asserted that the incumbent government will rig the upcoming election with the help of the Election Commission of Pakistan (ECP), ARY News reported on Wednesday.

    In an interview with a private news channel, the former premier said that the current regime will obey every word of the United States. “The current government’s second plan was to obtain an NRO,” he added.

    Imran Khan claimed that the election watchdog was involved in the conspiracy, adding that the incumbent regime would rig the upcoming polls with the help of the Election Commission. “These people will do such planning so that they can return to power,” he added.

    Responding to a question, the former prime minister said that his party would never return to the assembly, adding that if they went back, it would “mean accepting the conspiracy” that had removed his government.

    He said he was waiting for the apex court to decide on his party’s plea to provide protection to the protestors, after which he said he would issue the date for the next march.

    Speaking about his government, Imran Khan said that his government was powerless as it was dependent on coalition partners. “I did not have powers, while all the responsibility lied on me,” he added.

    Imran said his government had been “weak” when it came to power and had to seek coalition partners. “Our hands were tied. We were blackmailed from everywhere. Power wasn’t with us,” he added.

    The PTI Chairman further said that the country was going towards a default, urging the establishment to make the right decisions. “If the right decisions aren’t made at this time then the country is going towards suicide,” he warned.

    He cited an example of Nigeria, saying that they were sitting on a massive resource of oil but they were poor because of corruption and they could not do anything because powerful people were involved in it. “You can’t do anything without a majority,” he reiterated.

    The ex-premier also said that he had for the first time talked at the international forums about blasphemous caricatures and raised his voice against Islamophobia.

    Former prime minister and PTI Chairman Imran Khan has accused the ruling PML-N and the top electoral watchdog of working in cahoots to rig the next general elections.

    “The ECP [Election Commission of Pakistan] takes orders from Hamza Shehbaz and Maryam Nawaz... they are planning to rig the next elections,” he said while addressing the farmers’ convention in Islamabad on Monday.

    The PTI chief has time and again accused the ECP and its chief of being the henchman of the PML-N and sought Chief Election Commissioner (CEC) Sikander Sultan Raja resignation to ensure transparency in the polls.

    Imran, the ousted premier, also hinted at the possibility of snap polls, saying that he is expecting that the elections would be held soon.

    Speaking about the prevailing economic crisis, the former prime minister reiterated his allegations that incumbent rulers were installed into power through the US-backed regime change conspiracy which he said cannot dare to buy oil from Russia at discounted rates.

    “Despite the being the ally of the US, India is purchasing oil, weapons from Russia but slaves [incumbent government] is not allowed to buy oil..”

    He also lashed out at Prime Minister Shehbaz Sharif, saying that he had become the in charge of the National Accountability Bureau (NAB) and appointed his loyalist to the Federal Investigation Agency (FIA) to “close down” his corruption cases.

    “They did not come [in power] for the people of Pakistan... they only came to get relief in corruption cases. We don’t expect anything from this imported government,” he added.

    Speaking about the Russia-Ukraine conflict, Imran said the war has sparked fears of famine in the country due to a shortage of wheat.

    “Pakistan is facing a major challenge of food security. The Russia-Ukraine war has disrupted the wheat supply and caused an increase in its price. The country can never proposer until pay attention to the agriculture sector,” he added.

    The Election Commission of Pakistan (ECP) on Friday declared the Pakistan Tehreek-e-Insaf (PTI) Chairman and former prime minister Imran Khan’s allegations against its chief election commissioner (CEC) “baseless”.

    While addressing a crowd in Sheikhupura, the PTI chief had stated that the commission was biased in favour of Hamza Shehbaz, the current Punjab chief minister and the Pakistan Muslim League-Nawaz (PML-N) leader.

    However, the election watchdog has responded to the claims by defending the CEC and condemning Imran’s comments.

    In a statement, the commission said that “by issuing fatwas of treason, an institution cannot be declared a traitor” – a dig at the PTI’s rhetoric against the opposing parties and those who deserted his party.

    The commission further argued that it will continue to make all decisions in light of the constitution and laws without succumbing to any pressure or emotions.

    This is not the first time Imran levelled allegations against the CEC. Earlier, while addressing participants of the PTI’s farmers' convention in Islamabad, he had claimed that CEC Sikandar Sultan Raja was taking orders from Hamza Shehbaz, and his cousin and PML-N Vice President Maryam Nawaz. "Both of the leaders want to rig elections with the help of the election commission," he had added.

    However, on June 15, the ECP rubbished the claims and maintained that the elections would be held in a transparent manner and in accordance with the law.

    On July 5, addressing a news conference, PTI Secretary General Asad Umar also accused the provincial government of striving to rig the upcoming by-elections in 20 constituencies of the assembly. He warned the bureaucrats to refrain from conniving with the rulers attempting to manipulate the by-elections.

    Moreover, in a press conference yesterday, Rafiq Khan Niazi, who is a covering candidate for PTI’s main candidate for the seat, Irfanullah Khan Niazi, claimed that government officials were being pressured to indulge in illegal acts through video links. He said he had received reports about plans to rig the elections in 35 polling stations and cast 20,000 fake votes. He had maintained that the ruling PML-N is known to have indulged in such malpractices in the past, but the district returning officer had failed to allay the concerns of the PTI.

    No one is fooled by these naukars of pmln and their big words. Truly, sharif family is a curse on Pakistan, abusing all institutions to favour their theft, looting and treason.

    As for army appointed sikandar raja, his ECP showed their consistent and proven bias by only stopping hamza showbaz from giving free electricity and not taking any further action per their own regulations against him for the same or for Bilawals speech before elections, then they talk about treason.

    CEC ‘not satisfied’ with personnel deputed for his security

    ISLAMABAD: Chief Election Commissioner (CEC) Sikandar Sultan Raja has expressed reservations over the security detail deployed to protect him.

    A senior capital police officer told Dawn on condition of anonymity that CEC Raja recently called the inspector general of police (IGP) and deputy inspector general of police (DIG) to his office and expressed displeasure over the security detail provided to him at his office and residence for security.

    In April, the Election Commission of Pakistan (ECP) had sought foolproof security from the interior ministry for the CEC at the Election Commission Secretariat, his residence, as well as during his movement due to threats to his life.

    In view of the threats, a deputy superintendent of police (DSP) was appointed as the CEC’s chief security officer on July 4, police sources said, adding that besides this, a team of 14 Frontier Constabulary (FC) personnel was deputed at the Election Commission Secretariat, while two officials were posted at the door of his residence.

    A policeman was also deployed outside the building housing Mr Raja’s residence, the officials said, adding that a police squad, comprising four policemen and the vehicle’s driver, also guarded him during his movement.

    However, officials said the CEC was unhappy with the deployment of FC personnel for this purpose and asked the two senior police officers to replace them immediately.

    After the PTI’s May 25 march, a contingent of 1,000 FC personnel was given to the capital police for security, the officials said, adding that 16 officials from the contingent were deputed at the Election Commission Secretariat and Mr Raja’s residence.

    When contacted, the capital police spokesperson confirmed that the IGP and DIG were called by the CEC and there was a discussion over the deployment of FC personnel.

    Mr Raja asked the officers to withdraw the personnel from his residence as he did not need them there, he added.

    Earlier, the chief election commissioner had also asked his chief security officer, DSP Munawer Ali Maher, to withdraw the FC personnel from his residence but he replied that they were there for his security, the spokesman said.

    He said besides the FC personnel, a bomb disposal squad combed the secretariat and Mr Raja’s residence in the morning on a daily basis.

    When Dawn approached CEC Raja and asked whether he had sought the replacement of the FC personnel in his security detail, he said: “I have Islamabad police and FC both, Islamabad police and interior ministry both are more than cooperative.”

    PTI Chairman Imran Khan on Monday urged Chief Election Commissioner (CEC) Sikander Sultan Raja to resign, claiming that his party won the Punjab by-polls despite the use of state machinery in PML-N's favour as he insisted that early elections were still the only solution to the country's woes.

    In an address today after his party's triumph in the Punjab by-elections, he thanked youngsters and women who came out in large numbers to vote for PTI.

    "I believe this is the moment in the history of Pakistan that we should be thankful for because the nation has awakened," Imran remarked. "People have finally understood the ideology of Pakistan."


    The ex-premier, however, stressed that Pakistan was facing an economic crisis that was fueled by the political mess in the country.

    "Our reserves have shrunk by half since PML-N came to power. Despite the agreement with IMF (International Monetary Fund) in sight, our rupee is declining."

    He highlighted that amid these crises, the only way out was free and fair elections. But, Imran contended, those elections should not be conducted the way by-elections in Punjab were held.

    "[During the by-polls] they used all the tactics to defeat us. Police threatened our people. Officers acted as workers of PML-N," he claimed, adding that Punjab Chief Minister Hamza Shehbaz had no right to use the police in such a way.

    He also claimed that there were four million deceased voters included in the electoral rolls.

    'CEC Raja should resign'
    Separately, Imran claimed that the CEC tried his best to turn the polls in favour of the PML-N.

    "I am disappointed in the chief election commissioner. How could he let all this happen? He is not competent to run [the Election Commission of Pakistan] and is biased towards a political party. Raja should immediately resign."

    He said that his party did not trust the CEC, citing the example of Senate elections in 2021 in which Imran said evidence of bribery was seen.

    "In Sindh's LG (local government) elections, 15 per cent of PPP candidates won unopposed, yet nobody investigated it," he recalled. "During the Daska polls, the returning officer opened all the votes against PTI. He made us lose that election."

    He said that despite several cases of rigging during polls being brought before the CEC, he never punished anyone, which encouraged malpractice as no one feared accountability.

    But, despite all these tactics, Imran said: "We won as people came out to cast their votes like never before.

    PTI chief to approach SC

    At the outset of his speech, the PTI leader said that he was elated today because the nation had finally started questioning slavery. “We have rejected slavery and we will now become a nation with the grace of God.”

    Referring to the incumbent government, he said that all the leaders had their money stashed abroad. “They say they are ready to die for Pakistan but spend vacations overseas,” he highlighted.

    But, he continued, the way women and youngsters came out last night, they had proven that “we are finally in the Naya Pakistan”.

    Imran recalled that during his tenure an "artificial political crisis" was created.

    "The government was running smoothly and there's proof of it in the economic survey. It said that after 17 years, our growth rate increased and all the indicators showed we were progressing."

    He went on that during the the PML-N's previous tenure of five years, Pakistan did not see a rise in exports. "They left huge fiscal deficits in both their terms. They came to power only to get cases against them quashed. They got bills passed from the assembly.

    "But god willing, I will challenge all this in the Supreme Court tomorrow (Tuesday)," the former PM vowed.

    Imran added that problems could only be resolved if there was political stability. "We have a strong asset sitting abroad. I promise you that overseas Pakistan will invest as soon as we ensure stability in our country."

    PML-N Vice President Maryam Nawaz on Monday fired a broadside at the PTI, telling the party to not get “overexcited” after losing five of its 20 seats in Punjab, as she linked PTI Chairman Imran Khan’s criticism of the Election Commission of Pakistan (ECP) with his “fear of being exposed” in the foreign funding case.

    Maryam’s remarks came after former prime minister Imran addressed the nation and demanded Chief Election Commissioner (CEC) Sikander Sultan Raja’s resignation over his alleged favouring of the PML-N in electoral battles, including the by-elections in Punjab on Sunday.

    In his address, Imran had urged the CEC to resign, claiming that his party won the by-polls despite the use of state machinery as he insisted that early elections were still the only solution to the country’s economic problems.

    Without naming anyone in her tweet, Maryam said criticism of the ECP was not due to rigging, which she said did not even take place. “It is the fear of the foreign funding case,” she said.

    She went on to say that “there is irrefutable evidence against you which has to be revealed inevitably.” She demanded of the ECP to issue its verdict on the case soon.

    The case, which was filed by Akbar S Babar, has been pending since Nov 14, 2014. Babar, who was a founding member of the PTI but is no longer associated with it, had alleged serious financial irregularities in the party’s funding from Pakistan and abroad.

    ECP dismisses Imran’s allegations

    Meanwhile, the ECP rejected the allegations levelled by Imran at the electoral watchdog, saying “all these accusations have nothing to do with reality”.

    It said the ECP would continue to perform its duties according to the Constitution and law.

    The PTI routed the PML-N in the by-elections on Sunday by winning at least 15 of the 20 seats that got vacated after the disqualification of PTI members who had voted for Hamza Shehbaz for Punjab chief minister’s office.

    ISLAMABAD: The Election Commission of Pakistan (ECP) has rejected the allegations levelled by the Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan, ARY News reported on Monday.

    The ECP spokesperson said in a statement that the PTI chairman Imran Khan levelled baseless allegations against the commission. It added that ECP will continue performing its duties in accordance with the Constitution and law.

    Earlier, Khan said that his political party won Punjab by-polls despite the use of the Election Commission of Pakistan (ECP) and state machinery by the government.

    Imran Khan criticised the chief election commissioner (CEC) and blamed him for showing dishonesty during the Punjab by-polls as millions of registered voters were declared dead in different constituencies. He demanded the resignation of the CEC and alleged that the chief election commissioner had made full efforts to assist PML-N to win the by-elections in Punjab.

    He expressed complete mistrust over the current Election Commission of Pakistan (ECP).

    “We approached ECP for stopping the horse-trading in Senate elections but no action was taken. Horse trading was also witnessed in the recent by-elections but ECP did not take notice.

    Imran Khan said that transparent elections could not be held under the current ECP and he demanded the CEC immediately resign from his position. He added that transparent elections will bring political stability to Pakistan which is crucial to ending the economic crisis.

    Imran Khan has reiterated the demand for organising fresh elections and termed it the only solution to end the crisis in the country.

    'CEC Raja should resign'
    Separately, Imran claimed that the CEC tried his best to turn the polls in favour of the PML-N.

    "I am disappointed in the chief election commissioner. How could he let all this happen? He is not competent to run [the Election Commission of Pakistan] and is biased towards a political party. Raja should immediately resign."

    He said that his party did not trust the CEC, citing the example of Senate elections in 2021 in which Imran said evidence of bribery was seen.

    "In Sindh's LG (local government) elections, 15 per cent of PPP candidates won unopposed, yet nobody investigated it," he recalled. "During the Daska polls, the returning officer opened all the votes against PTI. He made us lose that election."

    He said that despite several cases of rigging during polls being brought before the CEC, he never punished anyone, which encouraged malpractice as no one feared accountability.

    But, despite all these tactics, Imran said: "We won as people came out to cast their votes like never before.

    PTI chief to approach SC

    At the outset of his speech, the PTI leader said that he was elated today because the nation had finally started questioning slavery. “We have rejected slavery and we will now become a nation with the grace of God.”

    Referring to the incumbent government, he said that all the leaders had their money stashed abroad. “They say they are ready to die for Pakistan but spend vacations overseas,” he highlighted.

    But, he continued, the way women and youngsters came out last night, they had proven that “we are finally in the Naya Pakistan”.

    Imran recalled that during his tenure an "artificial political crisis" was created.

    "The government was running smoothly and there's proof of it in the economic survey. It said that after 17 years, our growth rate increased and all the indicators showed we were progressing."

    He went on that during the the PML-N's previous tenure of five years, Pakistan did not see a rise in exports. "They left huge fiscal deficits in both their terms. They came to power only to get cases against them quashed. They got bills passed from the assembly.

    "But god willing, I will challenge all this in the Supreme Court tomorrow (Tuesday)," the former PM vowed.

    Imran added that problems could only be resolved if there was political stability. "We have a strong asset sitting abroad. I promise you that overseas Pakistan will invest as soon as we ensure stability in our country."

    Information Minister Marriyum Aurangzeb on Tuesday castigated PTI chief Imran Khan for demanding the resignation of Chief Election Commissioner (CEC) Sikander Sultan Raja, urging the country's institutions to take action against the former premier.

    After the PTI's landslide victory in the recent Punjab by-elections, Imran had criticised the Election Commission of Pakistan (ECP) for allegedly being biased. He had also claimed that the CEC was favouring the PML-N in electoral battles.

    Imran also said that his party won the by-polls despite the use of state machinery as he insisted that early elections were still the only solution to the country’s economic problems.

    At today's press conference, Aurangzeb took exception to Imran's demand and said: "This man wants civil war. He has attacked every institution in the country, tried to sabotage Pakistan's foreign policy and ruined the economy.

    "Even on April 3, when the honourable court opened its doors because of his rampage against the Constitution, he attacked the judges and accused them of taking decisions behind closed doors."

    On April 3, the former National Assembly deputy speaker had scuttled the no-confidence motion against Imran, following which the president had dissolved the lower house of parliament. This had prompted the apex court to take suo motu notice and eventually restoring the NA which subsequently passed the no-confidence motion and ousted Imran from office.

    Imran, Marriyum said, had gotten into the habit of being appeased.

    "He wants to destroy anyone who goes against him," the minister said, insisting that Imran had tried to do the same with the ECP and the CEC.

    The minister stated that the PTI chief wanted all 20 seats in Punjab and had threatened to "set the ECP on fire" if that didn't happen.

    In reality, he is scared of the verdict in the prohibited funding case against PTI, she asserted.

    She continued that Imran, "being an anarchic ruler with a Machiavellian attitude", was used to people submitting before him.

    "The youth will have to understand this. Today, we are going towards an economic crisis due the mess one man created and he is Imran Khan," she chided.

    "He doesn't care about anyone [...] he has a one-point agenda: to attack and destroy institutions."

    Aurangzeb further castigated the PTI for creating political instability in the country by passing controversial statements every day.

    "This is their strategy, to wreck the hard work we are doing to save the country," she claimed, urging institutions to take action against the PTI chief under the Constitution.

    "He is an animal and if you give him more freedom, he will continue to act this way. Get rid of him as per the law and Constitution," she added.

    The minister also reiterated that fresh elections would only be held when the ECP and the incumbent government deem it to be appropriate.

    Fawad doubles down on demand for CEC's resignation
    Talking to the media earlier in the day, PTI leader Fawad Chaudhry said that his party was "ready for dialogue" with the government over electoral reforms but reiterated their demand for the CEC's resignation.

    "Our agenda is clear. The CEC should resign and a new trustable ECP should be constituted by all political parties. Once that is done, Shehbaz Sharif should announce the date for fresh elections."

    Only then, will we be ready to talk to the government, he said.

    He went on to say that the government had very little time remaining in power. "We can oust them today if we want to. But we want them to take the decision. The ball is in their court.

    Fawad was also confident that the PTI would assume power in Punjab by July 22 when the run off election for the province's chief executive takes place.

    "And once that happens, we might impose a ban on the entry of Rana Sanaullah in the province," he revealed.

    Chaudhry said that the interior minister and PML-N leader Attaullah Tarar had inflicted immense injustices on PTI leaders and accused them of indulging in politics of hatred.

    He also suggested that Punjab Chief Minister Hamza Shehbaz should immediately tender his resignation.

    Anyone can and should criticise a governing body, its officers and/or employees. State institutions are not above the law.

    If the Institution thinks it is being maligned then the onus is on that Institution to prove that it has acted correctly and lawfully.

    PTI on Saturday decided to file a judicial reference against Chief Election Commissioner Sikandar Sultan Raja, sources informed Geo News.

    The decision came after a high-level meeting, chaired by party chief Imran Khan, was held.

    During the meeting, Khan directed PTI’s legal experts to start preparing a reference against Raja, after the leaders reviewed the coalition government’s recent meeting held with the CEC and other members of the Election Commission of Pakistan (ECP).

    Following repeated demands calling for the CEC’s resignation, Khan and his party leaders have also asked for the ECP to be reconstituted before the next general elections.

    Sources state that participants at the meeting discussed ECP’s role with regard to PTI’s foreign funding case. The party has also decided that provincial governments would also take action against the election commission, and that two provincial assemblies — in Punjab and Khyber Pakhtunkhwa — would pass no-trust motions against the ECP.

    The high-level meeting took place following the criticism received by Khan and the PTI due to a Financial Times report, which revealed how businessman Arif Naqvi's Cayman Island company, Wootton Cricket Ltd, dispensed funds — of foreign origin — to Khan’s party.

    The party has denied claims to have received foreign funds. Instead, it stated that the funds donated to PTI by Overseas Pakistanis. The government, however, is persistently demanding the ECP to announce the verdict in the PTI's foreign funding case — which was filed in 2014 – at the earliest.

    The Punjab Assembly on Sunday passed a resolution against the Chief Election Commissioner (CEC) Sikandar Sultan Raja, and demanded his resignation as chief of the Election Commission of Pakistan (ECP).

    The resolution comes after the PTI's reservations against the CEC's alleged lack of impartiality in the election process.

    PTI’s Member Provincial Assembly Syed Abbas Ali Shah presented the resolution during a session chaired by Punjab Assembly Speaker Sibtain Khan.

    Shortly before taking up the resolution, Khan also administered oath to newly-elected Deputy Speaker Wasiq Qayoom, who won the elections unopposed, as no one, apart from him, filed nomination papers for the coveted Punjab Assembly post.

    Following the proceedings on Sunday, the Punjab Assembly’s session has been deferred until 1PM on August 15.

    It should be noted that the PTI leadership held a high-level meeting on Saturday during which they decided to file a judicial reference against the Chief Election Commissioner. PTI Chief Imran Khan directed the party’s legal experts to prepare a reference against him. The decision came after the party’s repeated demands calling for CEC’s resignation.

    During the meeting, the leadership also decided that provincial governments would take action against the election commission, and that two provincial assemblies — in Punjab and Khyber Pakhtunkhwa — would pass no-trust motions against the ECP.

    Chief Election Commissioner (CEC) Sikandar Sultan Raja is receiving serious threats and he has recorded a statement to be made public in case of any untoward situation, The News has learnt.

    In the statement, he has named the individual to be held responsible in case of any harm caused to him or members of his family.

    Federal government has beefed up his security. A bulletproof vehicle has been provided to him keeping in view the nature of threats. This has been done in line with the demand made by the Secretary Election Commission of Pakistan who apprised through a letter to the Interior Secretary of the gravity of the situation.

    Unusual movement of the suspicious persons have been noted in the ECP building and in the vicinity of the residence of the CEC. Threatening calls to Sikandar Sultan Raja and the members of his family are also being made from overseas numbers. The same trend has also been observed on social media where anonymous twitter handles are being used for this purpose.

    A source in the ECP said that Sikandar Sultan Raja is undeterred by life threats, however, concern about the safety of the members of his family has remained his prime concern. “Such tactics notwithstanding, Raja has shown the firm resolve to carry out his duties with full honesty,” the source said. Other than his family, he is equally concerned about the well-being of the ECP members who are also being pressured by different stakeholders.

    In a letter sent two months ago to the Interior Secretary, the ECP Secretary blamed PTI leadership for hurling threats. “Recently, an alarming trend has emerged where certain political parties have been found encouraging their workers to assemble and agitate in front of the Election Commission Secretariat. Noticeably, Imran Khan, PTI Chairman has been hurling threats along with his key leaders since sometime and now these have become more pointed, thus raising the risk manifold,” his letter reads.

    As the time to announce the verdict on foreign funding nears, propaganda machinery has accelerated the campaign against Sikandar Sultan Raja. While anonymous callers and twitter handles are issuing murder threats, Punjab Assembly late Sunday adopted a resolution criticising the ECP and demanding the CEC and other members to resign to pave way for the formation of an “uncontroversial and acceptable” poll body for fair elections. This is despite the fact that PTI won 15 seats in by-elections held on July 17 due to the fair polls conducted under the watch of the current ECP administration.

    Imran Khan has announced a demonstration against the ECP in front of the ECP building on Thursday. In a tweet on Monday, the PTI Secretary General Asad Umar, addressing the party youth, said that since ECP was working like a political party instead of acting like a neutral body, please suggest whether the ECP should be registered as a political party and what should be its electoral symbol.

    Federal government has beefed up his security. A bulletproof vehicle has been provided to him keeping in view the nature of threats. This has been done in line with the demand made by the Secretary Election Commission of Pakistan who apprised through a letter to the Interior Secretary of the gravity of the situation.

    Unusual movement of the suspicious persons have been noted in the ECP building and in the vicinity of the residence of the CEC. Threatening calls to Sikandar Sultan Raja and the members of his family are also being made from overseas numbers. The same trend has also been observed on social media where anonymous twitter handles are being used for this purpose.

    A source in the ECP said that Sikandar Sultan Raja is undeterred by life threats, however, concern about the safety of the members of his family has remained his prime concern. “Such tactics notwithstanding, Raja has shown the firm resolve to carry out his duties with full honesty,” the source said. Other than his family, he is equally concerned about the well-being of the ECP members who are also being pressured by different stakeholders.

    In a letter sent two months ago to the Interior Secretary, the ECP Secretary blamed PTI leadership for hurling threats. “Recently, an alarming trend has emerged where certain political parties have been found encouraging their workers to assemble and agitate in front of the Election Commission Secretariat. Noticeably, Imran Khan, PTI Chairman has been hurling threats along with his key leaders since sometime and now these have become more pointed, thus raising the risk manifold,” his letter reads.

    As the time to announce the verdict on foreign funding nears, propaganda machinery has accelerated the campaign against Sikandar Sultan Raja. While anonymous callers and twitter handles are issuing murder threats, Punjab Assembly late Sunday adopted a resolution criticising the ECP and demanding the CEC and other members to resign to pave way for the formation of an “uncontroversial and acceptable” poll body for fair elections. This is despite the fact that PTI won 15 seats in by-elections held on July 17 due to the fair polls conducted under the watch of the current ECP administration.

    Imran Khan has announced a demonstration against the ECP in front of the ECP building on Thursday. In a tweet on Monday, the PTI Secretary General Asad Umar, addressing the party youth, said that since ECP was working like a political party instead of acting like a neutral body, please suggest whether the ECP should be registered as a political party and what should be its electoral symbol.

    Interior Minister Rana Sanaullah on Wednesday warned PTI and its workers to stay away from the Red Zone in Islamabad, particularly the premises of the Election Commission of Pakistan (ECP), following its plans to protest in the federal capital.

    The interior minister, while addressing a press conference in Islamabad alongside Minister for Information and Broadcasting Marriyum Aurangzeb, said that the PTI announced to protest in front of the ECP building in the federal capital.

    The party’s plan to protest came in the wake of ECP’s foreign funding verdict which declared PTI guilty of receiving illicit funds from foreign origin.

    “PTI wants to create chaos in the garb of a protest,” the minister said, emphasising reports regarding the party’s plans to launch an attack on ECP.

    “Peaceful protest is a right in a democratic society and should be done in allocated spaces. Those entering the Red Zone would be stopped,” he said, cautioning PTI from protesting outside the ECP’s office.

    “Those who take the law in their hands shouldn’t complain if dealt with strictly,” the minister said, insisting that the Islamabad High Court does not allow protesting in the Red Zone. “The court has allowed protesting in the H9 and F9 Parks. Fool-proof security would be given in the space designated for protests.

    He further added that the ECP’s verdict has proven PTI to be a foreign-aided party and that the government can declare it to be one. “Imran Khan is a foreign agent,” he said, criticising the PTI chief for receiving funds from foreigners.

    PTI files reference with Supreme Judicial Council, seeks removal of CEC

    ISLAMABAD: A day after the announcement of the verdict by the Election Commission of Pakistan in the prohibited funding case, the Pakistan Tehrik-i-Insaf moved a reference before the Supreme Judicial Council against Chief Election Commissioner Sikandar Sultan Raja on Wednesday.

    Moved through Babar Awan, the reference pleaded with the SJC to order removal of the CEC on account of the “commission of continuous and deliberate misconduct”.

    The reference alleged that on July 29, a delegation of the Pakistan Democratic Movement (PDM) met the CEC and four other members of the ECP in his office to “pressure” him into announcing the verdict in the prohibited funding case.

    It was a consequence of that meeting that the Election Commission decided to deliver the verdict on Aug 2.

    Imran reaffirms party decision to hold protest outside ECP offices today

    Thus the CEC allegedly violated his oath, the reference argued.

    The reference contended that the ECP decision was illegal, unlawful and coram non judice. The PTI will challenge the order in court, it added.

    The reference further argued the CEC had violated the ECP’s code of conduct and failed to fulfil his constitutional obligations.

    The code of conduct for judges of the superior judiciary applies to the chief election commissioner as well, the PTI said, adding that a high court judge never discusses pending cases with any person or institution.

    “The CEC must be removed from one of the most respectable and sacred constitutional posts,” the reference said.

    Joint hearing

    Sikandar Sultan Raja, the CEC, had dismissed many PTI applications in the prohibited funding case, including a request to conduct a joint hearing in funding cases of PTI and other parties, the reference said.

    The Islamabad High Court provided relief to PTI, asking the ECP to extend an equal treatment to all political parties and to hear their cases with due diligence and to concluded these within a reasonable time, the reference said.

    Instead, the reference complained, the ECP announced a verdict in the PTI case only and kept the cases of other parties in abeyance. “This is absolute discrimination.”

    It is a routine matter that judges of the Supreme Court meet members of the Pakistan Bar Council, the Supreme Court Bar Association and other lawyer forums, but it has been observed recently that the apex court refused to meet a delegation of the Supreme Court Bar Association during hearing of the suo motu petition under article 184(3) of the Constitution in the “Parvez Elahi versus Deputy Speaker, Punjab Assembly” case since it was one of the parties in the proceedings.

    The same rule applied to the CEC, the reference said, but he not only met the PDM delegation but also admitted that a discussion did take place on the timing of the judgement in PTI prohibited funding case.

    The reference recalled that the Lahore High Court had asked the Election Commission in 2018 to dispose of a funding case related to the Peoples Party within one month. But the ECP did not comply with the directive “only to benefit (PPP chief) Bilawal Bhutto in the run-up to the general election”, the PTI alleged.

    “The discriminatory attitude of the respondent has been noticeable time and again since 125 members of the National Assembly resigned their seats on April 9, which was accepted by former deputy speaker (acting as Speaker) Qasim Suri.

    “Their resignations were published in the gazette on April 13 and sent to the ECP, but they were not denotified, whereas the current National Assembly Speaker, by doing an illegal and unconstitutional act, accepted the resignation of 11 members out of 125 and sent the reference to the CEC. He took no time to denotify them,” the PTI said.

    In the disqualification case of Mohammad Kashif Chaudhry, a PML-N member of the Punjab Assembly, the CEC delayed the process of his denotification, the PTI said. But when Faisal Niazi, a former member of the Punjab Assembly belonging to PML-N, resigned his seat to dissociate himself from his party, the CEC delayed the denotification process, the reference alleged.

    Electronic voting machine

    The CEC has been opposing the introduction of Electronic Voting Machine (EVM) so that the PTI’s opponents “are able to use unfair means during elections”, the reference further alleged.

    The PTI-led government in the centre was toppled through a “conspiracy initiated upon the cypher issued by Donald Lu, a US Deputy Undersecretary of State”, on March 8, the reference alleged.

    Meanwhile, Imran Khan said he would thank the coalition government if they included his name in the exit control list (ECL), adding he did not want to fly abroad as he didn’t own any flats there.

    Khan, in an interview with a private news channel, said PTI will approach the Supreme Judicial Commission against Chief Election Commissioner Sikandar Sultan Raja.

    He said the PTI leaders, workers, and supporters will stage a peaceful protest outside the ECP (on Thursday) and will not enter the Red Zone.

    Security was beefed up and shipping containers were placed in the federal capital on Thursday ahead of the PTI’s planned protest outside the Election Commission of Pakistan’s office.

    The PTI, which has demanded Chief Election Commissioner (CEC) Sikandar Sultan Raja’s resignation, is scheduled to stage a protest outside the electoral watchdog’s office today (August 4). The PTI’s protest was called in anticipation of the prohibited funding verdict.

    The government, however, has declared it won’t allow protesters to enter the Red Zone.

    On the other hand, in an interview last night, party chief Imran Khan said only a parliamentary delegation of the PTI would go to the ECP office and convey that the party had lost confidence in the electoral body.


    But authorities were taking no chances, as containers were reportedly set up blocking entry into the high-security Red Zone area, and citizens were directed to use Margalla Road in order to enter.

    In a statement, Islamabad SSP (Operations) said that no one would be allowed to enter Red Zone. He said that 2,000 officials from Islamabad police, Frontier Corps and Rangers had been deployed.

    It comes after Islamabad authorities denied the PTI’s request to stage a protest against the ECP at the nearby Nadra Chowk and has suggested F-9 park and H-9 ground as alternate venues.

    Interior Minister Rana Sanaullah claimed yesterday that the government had received information that the PTI was planning to create an “anarchic situation” outside the ECP, warning of stern action in case of any violence or attempt to cross the “red line”.

    Sanaullah also said that the demonstrators were free to protest at the nearby F-9 park or Parade Ground, where he assured them they would be fully facilitated.

    Similarly, Islamabad District Magistrate (DM) Irfan Nawaz Memon, issued a reply to the party’s application for staging a protest at Nadra Chowk and seeking provision of security.

    The letter, dated August 3, stated that Section 144 had been imposed on all kinds of public gatherings in the federal capital including in and around Red Zone on July 23.

    “The instant application has been examined at length in the context of orders passed by the Honourable Supreme Court and the Honourable Islamabad High Court. Moreover, it is imperative to mention here that various government offices /buildings, including Election Commission and embassies, are situated in and around Red Zone.

    “In view of the above, the application for holding [a] public gathering at Nadra Chowk, Islamabad is hereby ‘regretted’,” the DM said.

    However, the Islamabad administration proposed F-9 parks and H-9 ground as alternative venues, highlighting the terms and conditions for the public gathering.

    “You are, therefore, requested to kindly intimate one of the two venues mentioned […] where you are willing to hold [the] public gathering so that security arrangements can be made accordingly,” the DM said.

    PTI lawmakers on Thursday afternoon made their way through barbed wires and barricades to reach outside the Election Commission of Pakistan’s office in Islamabad and registered their protest against the electoral body. They dispersed after handing it a memorandum.

    The protesters included PTI leaders Faisal Javed Khan, Fawad Chaudhry, Pervez Khattak, Asad Umar, Azam Swati, Shibli Faraz, and Kanwal Shauzab among others. They chanted “imported hukoomat namanzoor” slogans while marching towards the ECP office.

    The demonstrators were also carrying placards inscribed with demands of Chief Election Commissioner Sikandar Sultan Raja’s resignation. Some of the banners read “Biased chief election commissioner unacceptable” and “ECP abettors of PML-N, PPP”.

    The Pakistan Tehreek-e-Insaf, in a statement, said that the reference – filed against the Chief Election Commissioner – was withdrawn to highlight further legal aspects.

    The PTI will include the demand for reconsideration of ECP’s verdict in prohibited funding case in the reference.

    The Pakistan Tehreek-e- Insaf (PTI) re-filed its reference after amendments on Friday with the Supreme Court in a bid to remove the Chief Election Commissioner (CEC) Sikandar Sultan Raja from the post.

    According to details, the reference was filed by overseas Pakistani Aslam Malik on behalf of the PTI and sent to the Judicial Commission of Pakistan (JCP) whereby the removal of CEC and other senior officials from their respective offices was sought.

    The reference contends that the ECP – the electoral watchdog, was guilty of misconduct in the PTI prohibited funding case, seriously violating the country’s laws by declaring overseas Pakistanis as foreigners and the verdict against the party, therefore, is unconstitutional.

    The CEC and other members reneged on their oath, the reference alleged while also stating that the commission made “many decisions that fall under misconduct in the past” as well.

    Earlier this week, the ECP had announced its ruling in the long-awaited, cliffhanger case of the PTI's prohibited funding and ruled that the party did indeed receive illegal funding, while issuing a notice to the party asking why the funds should not be confiscated.

    After the ruling, the government had decided to send a declaration against the PTI to the SC.

    Addressing a news conference yesterday after a federal cabinet meeting chaired by Prime Minister Shehbaz Sharif, Information Minister Marriyum Aurangzeb had said action against the PTI would be taken under the Political Parties Order (PPO) 2002 and the Election Act 2017.

    Meanwhile, a large number of supporters and lawmakers from the PTI had protested in Islamabad against the ECP, demanding the resignation of CEC Sikandar Sultan Raja.

    “The ECP is no longer functioning as a state body, but as a subsidiary of the PDM [Pakistan Democratic Movement-led] coalition”, former planning minister Asad Umar had told reporters.

    He urged the CEC to resign because “two provincial assemblies have passed resolutions against the ECP”.
