Inter Milan hopeful of securing return of Chelsea striker Romelu Lukaku
Inter Milan are hoping to secure the return of Belgium striker Romelu Lukaku from Chelsea.
Lukaku is so keen to go back to Inter after a difficult season with the Blues that he would take a hefty wage cut.
Chelsea still want a loan fee for the 29-year-old, who they signed for £97.5m from the Serie A side in August 2021.
Inter are trying to limit their outgoings as they get their finances under control and there is no agreement yet on the size of the loan fee.
It is thought a deal will eventually be struck given Lukaku's eagerness to get back to Italy.
Lukaku, who left Chelsea to join Everton for £28m in 2014, returned to the Stamford Bridge side on a five-year deal from Inter last summer.
The fee for him was just short of the British transfer record of £100m paid by Manchester City for Jack Grealish.
But Chelsea boss Thomas Tuchel never gave the impression that Lukaku - who moved having helped the Italian club win the Serie A title in 2020-21 - suited his preferred style of play.
The forward scored 15 goals in all competitions for the Blues, with eight in 26 Premier League appearances.
He scored only three times in his final 15 top-flight outings of the season as Chelsea's season fizzled out.
The Blues finished third in the Premier League, while they were beaten by Liverpool on penalties in both the FA Cup and League Cup finals.

Chelsea are considering a move for Barcelona starlet Alejandro Balde amid the Catalan giants’ interest in Marcos Alonso and Cesar Azpilicueta.
The Blues tried to sign the 18-year-old a year ago but without success
However, he is one of the names under consideration again this summer and Chelsea chiefs could well use Barca’s interest in their Spanish defenders to try to negotiate a deal for him.
Left-back Balde is part of Barca B but has been training with Xavi’s first-team squad after getting minutes on the pitch towards the end of last season.
The youngster is keen to play and will tell the Spanish giants he wants to consider loan and sale moves unless there are plans to give him even more game time next season.

Bruce Buck is stepping down as chairman of Chelsea after almost 20 years in the role, the Premier League club announced on Monday.
The American, who will leave his post at the end of June, will continue to be involved in the club as a senior advisor.
It follows the completion of the Todd Boehly-led consortium's takeover of Chelsea at the end of May.
"I am proud to have helped Chelsea realise great success on the pitch and make a positive impact in the community," said Buck. "Now is the right time to step down and let new ownership build on the strong foundations we have in place."
Buck has been chairman since 2003 after playing a key role in previous owner Roman Abramovich's acquisition of the club and has overseen huge success on the pitch for both the men's and women's teams and major development off it.
Boehly said: "Bruce has led Chelsea Football Club to the highest levels of international and domestic football, while also developing one of the most active social responsibility projects in sport. We thank Bruce for his service and his commitment to the club."

Chelsea have confirmed director Marina Granovskaia will leave the club at the end of the summer transfer window, with co-controlling owner Todd Boehly named chairman and interim sporting director.
Granovskaia, who rose to prominence as one of the toughest negotiators in football during Roman Abramovich's reign, will remain available to support Boehly for the duration of the current transfer window.
Boehly will operate as sporting director until the club names a full-time replacement.
"We thank Marina for her many years of excellent service to the club and wish her all the best in her future ventures," Boehly said in a statement.
Chelsea confirmed chairman Bruce Buck's departure on Monday, with Boehly replacing him in the role. Buck will continue to support the club as a senior advisor.
"I am proud to have helped Chelsea realize great success on the pitch and make a positive impact in the community," Buck said.
Boehly added: "Bruce has led Chelsea Football Club to the highest levels of international and domestic football, while also developing one of the most active social responsibility projects in sport.
All the top Boehly-Clearlake Capital consortium figureheads have been added to Chelsea's new board, as the west London club's new era continues to gather pace.
"As custodians of Chelsea FC, we now begin executing our long-term vision and plan for the club, creating an outstanding experience for its passionate, loyal fans, and continuing to challenge for top honours in line with Chelsea FC's dedicated history," said Boehly.

Clearlake chiefs and Chelsea co-controlling owners Behdad Eghbali and Jose Feliciano have also been added to the Blues' new board.
Los Angeles Dodgers co-owner Mark Walter, Swiss magnate Hansjorg Wyss and British tycoon Jonathan Goldstein have all been officially named on the Chelsea board.
Music industry supremo Barbara Charone and Tory peer and columnist Daniel Finkelstein have also been added to the board, along with Clearlake Capital partner James Pade.
"As the new era of the Boehly-Clearlake ownership begins, we are excited to build a championship organisation and grow Chelsea FC as a global platform," said Eghbali and Feliciano.
"We look forward to backing Thomas Tuchel, Emma Hayes and their teams, and will provide proactive, unbending support to make Chelsea's loyal fans and our partners proud."
As acting sporting director, it is understood Boehly has been hands-on in the role already, playing a key part in the decision to let Romelu Lukaku rejoin Inter Milan on loan.
Chelsea decided to let the Belgium international depart the club following talks between Boehly and head coach Thomas Tuchel, and Boehly and the player.
Boehly and Tuchel wanted to sort out Lukaku's future quickly so they could focus on strengthening the squad this summer.

Chelsea are interested in Juventus centre-back Matthijs de Ligt, reports Sky in Italy.
The 22-year-old Netherlands defender has a £103m (€120m) release clause in his Juventus contract, which is due to expire in 2024, and the club will only entertain offers close to that mark.

Thomas Tuchel has made contact with Raheem Sterling ahead of Chelsea making a bid for the Manchester City forward.
Sterling has emerged as one of head coach Thomas Tuchel’s top attacking targets and the German has made a check on the England international’s plans.
As revealed by Telegraph Sport, Europe’s biggest clubs believe Sterling is ready to leave City this summer with one year remaining on his contract, although the 27-year-old is yet to publicly communicate his intention.
Real Madrid and Barcelona also hold an interest in Sterling, but it is believed the former Liverpool star would be open to a move to Chelsea if he can be confident of playing regular first-team football and challenging for trophies.
Sources believe Chelsea are now preparing an opening bid for Sterling, who City value at between £50million and £60m.
Tuchel has been promised as many as six new signings by Chelsea’s Todd Boehly-Clearlake ownership and the club are also making a move for Juventus defender Matthijs de Ligt, which could include trying to send Timo Werner in the opposite direction.
Reports from Italy have claimed that De Ligt does not want to sign a new contract with Juventus and is ready to move to the Premier League, but sources close to the Dutchman insist there is no conflict between the player and the Italian club.
Boehly, who is Chelsea’s chairman and acting sporting director, is understood to have explored the possibility of offering a number of the club’s unwanted players as part of bids for Tuchel’s transfer targets.
As well as Werner, doubts remain over the futures of Hakim Ziyech, who has been linked with AC Milan, and Christian Pulisic.
Chelsea have agreed a deal for Romelu Lukaku to move back to Inter Milan on loan, but senior sources have told Telegraph Sport that the club may not sign a like-for-like replacement.
Other than Sterling, Chelsea have shown an interest in Ousmane Dembele, who is yet to sign a new Barcelona contract, and Everton’s Richarlison. Everton are interested in midfielders Conor Gallagher and Billy Gilmour.

Chelsea are close to agreeing a £55m deal with Leeds to buy Raphinha, but must convince the Brazilian to snub interest from Arsenal and Barcelona.
The left winger, who has also been a target for Tottenham, is poised to become the second key player to leave Leeds this summer, after Kalvin Phillips, who is joining Manchester City.
Chelsea have opened talks over City’s Raheem Sterling and also want Raphinha as they rebuild their attack. The picture is similar at Arsenal, who have agreed a deal to buy Gabriel Jesus from City but are targeting his fellow Brazil international Raphinha as well.
Todd Boehly, Chelsea’s co-owner, is ready to back Thomas Tuchel’s desire to bring in two attacking players. Tuchel has considered moves for Barcelona’s Ousmane Dembélé and Everton’s Richarlison, whose main interest has come from Tottenham, but the head coach has focused his immediate attention on Raphinha.

Tuchel is also looking for a right-sided centre-back after the departure of Andreas Christensen. Chelsea are in talks with Juventus over Matthijs de Ligt but if the Dutchman proves too expensive they could make another push to sign Sevilla’s Jules Koundé. Chelsea have also been linked with Inter’s Milan Skriniar, who is a target for Paris Saint-Germain.

Chelsea's new owners have appointed an "external review team" to investigate allegations of bullying at the club.
A New York Times article claimed conditions in one department led to "toxic workplace culture".
It said former employee Richard Bignell took his own life in January, with the coroner's report linking it to "despair following the loss of his job".
Chelsea will now "investigate the allegations that have been made under previous ownership".
In a statement, the club's board, who took over last month, added: 'The club's new board believes strongly in a workplace environment and corporate culture that empowers its employees and ensures they feel safe, included, valued and trusted.
"Initial steps have been taken by the new owners to instil an environment consistent with our values."
Bignell was described by the club as a "much-loved" and "very popular and hugely respected member of the wider football and sports broadcasting family".
The new board added: "Our heart goes out to Richard's entire family. His passing has been deeply felt by his colleagues at the club and across the football community.
"Upon learning about the circumstances, [the] new ownership has proactively reached out to Richard's family through their counsel."

Raheem Sterling: England forward to fly out to join Chelsea squad prior to move from Man City
England forward Raheem Sterling is flying out to join the Chelsea squad in Los Angeles prior to his transfer from Manchester City.
The 27-year-old has agreed a five-year contract to join Thomas Tuchel's side in a £50m deal.
It is expected the move will be officially announced in 24 to 48 hours.
Chelsea are training at UCLA and Sterling could be available to play in their opening tour match in Las Vegas on Saturday against Club America.
Tuchel's men then face Charlotte FC in Charlotte on Wednesday, 20 July before taking on Arsenal in Orlando on 23 July.

Nathan Ake will remain at Manchester City after Chelsea failed to match the valuation placed by the Premier League champions.
City are believed to be delighted with this and the centre-back is also happy to remain at the Etihad Stadium.
Having Nathan Ake in the squad allows City’s defence to have great depth with a number of options across the back four.
The Dutch defender had been a reported target for Thomas Tuchel’s side this summer and follow his former teammate Raheem Sterling to Stamford Bridge.

Manager Thomas Tuchel "doesn't blame" N'Golo Kante and Ruben Loftus-Cheek for missing Chelsea's United States tour because of their vaccination status.
Tuchel says the duo, who were unable to travel to the US as they are not fully vaccinated, will be ready for the new season despite missing the trip.
"We don't blame people and don't put the finger on them," said Tuchel.
The midfielders will miss a week of pre-season training with the squad in Los Angeles and three friendlies.
The Blues face Mexico's Club America in Las Vegas on 17 July, Charlotte FC at their Bank of America Stadium on 21 July and Arsenal in Orlando on 23 July.
"There's a personal decision to take and both of them took their personal decision," added Tuchel.
"It doesn't matter if I understand it, if I like it or, for the professional life, it's a disadvantage right now.
"We would have liked both of them here but once we knew, we needed to provide the best solution, which is to provide training at Cobham on a high physical level. They will be fit when we are back there."

Chelsea have signed centre-back Kalidou Koulibaly on a four-year deal from Serie A side Napoli.
The Senegal international, 31, joined Napoli from Genk in 2014 and made 317 appearances for the Italian side.
His arrival at Stamford Bridge follows the departures of defenders Antonio Rudiger to Real Madrid and Andreas Christensen to Barcelona, both on free transfers.
"I'm very happy to be here with this team at Chelsea," said Koulibaly.
"It's a big team in the world and my dream was always to play in the Premier League. Chelsea came first to get me in 2016 but we didn't make it. Now when they came to me I accepted it because they really wanted me to come to the Premier League to play for them.
"When I spoke to my good friends Edou [Mendy] and Jorginho they made my choice easier."

Chelsea began their pre-season campaign with a 2-1 win over Mexican side Club America at the Allegiant Stadium in Las Vegas.
Chelsea took the lead in the 55th minute when Timo Werner converted the rebound after his initial effort was blocked by team-mate Michy Batshuayi.
Club America drew level in bizarre fashion as Reece James played a blind backpass that evaded keeper Marcus Bettinelli.
Mason Mount scored a superb winner with seven minutes remaining, shifting the ball away from a defender before curling in from 20 yards.
Chelsea face Charlotte FC in North Carolina on Wednesday before meeting Arsenal on Saturday, while Club America face Premier League champions Manchester City in Houston on Wednesday.

Thomas Tuchel singled out new Chelsea signing Kalidou Koulibaly for praise after the Blues were thrashed by Arsenal in Florida.
Chelsea were blown away by Mikel Arteta’s Gunners, with goals from Gabriel Jesus, Martin Odegaard, Bukayo Saka and Albert Sambi Lokonga sealing a 4-0 win for Arsenal in Orlando.
Tuchel slammed his Chelsea players after the emphatic defeat and admitted the result was ‘worrying’ ahead of the new season.
But the German boss saw one reason to be positive after Arsenal’s win, with new arrival Koulibaly impressing in a second-half cameo.
The Senegal centre-back, who completed a £33m move from Napoli last week, came on for the final 20 minutes and was ‘incredibly good’, according to Tuchel.
‘He was the best player on the pitch for us,’ Tuchel said. ‘He was incredibly good I have to say.
‘On an evening where nothing felt good, this felt very good.’
Chelsea finished third in the Premier League last season, five points above Arsenal but 19 points behind champions Manchester City.
Liverpool also pulled clear of the Blues and Tuchel says it is pointless to compare Chelsea with the Premier League’s two elite clubs after an underwhelming pre-season.
‘Given our last two weeks, our game today, we should not mention the two teams in front of us,’ Tuchel said.
‘We got absolutely beaten by a team that does not play Champions League football next season and finished behind us. But at the moment, they seem far ahead of us.’
A clearly agitated Tuchel added: ‘I think we deserved to lose – which is fair enough – because we were simply not good enough.
‘We were absolutely not competitive. The worrying part is the level of commitment, physically and mentally, for this match was not the same, it was far higher for Arsenal than us.
‘We can argue they played with I think their strongest line-up; they’ve had now together several weeks and for more than one year.
‘They’ve strengthened their line-up, played the same structure, and this is the line-up they’ll try to start Premier League games.
‘It was not our strongest line-up and this is part of an explanation, but only a little part. The other part is worrying.’

Chelsea are interested in signing Leicester City defender Wesley Fofana.
Fofana signed a two-year contract extension with Leicester in March. His deal runs until 2027.
Chelsea have signed Kalidou Koulibaly from Napoli and have made attempts to bring in Manchester City's Nathan Ake and Sevilla's Jules Kounde following the departures of Antonio Rudiger and Andreas Christensen.
Chelsea boss Thomas Tuchel, meanwhile, has admitted he is a "little bit" annoyed with Barcelona over their pursuit of Cesar Azpilicueta.
The 32-year-old has 12 months remaining on his Chelsea contract and has reportedly asked to leave the club after a decade at Stamford Bridge to return to his native Spain with Barcelona.
But Tuchel says he is not sure if he wants to give Azpilicueta "what he wants", and believes Barca have undervalued the defender, comparing his value to that of recent Chelsea capture Kalidou Koulibaly, who signed for £33m from Napoli earlier this month.
When asked at the Universal Orlando Resort, if he has been annoyed by the Spanish giants' pursuit of Azpilicueta, Tuchel replied: "Maybe a little bit."
Asked about the Spaniard's future, Tuchel said: "It's a tough question because I am not sure if I want to give Azpi what he wants.
"At some point it is about what we want. I just made the comparison about how much we fought for Koulibaly, who is a national team player and roughly the same age.
"He is a hugely important player for Napoli but we have a Spanish international who is the captain at Chelsea. I see him maybe at the same level but Barcelona don't see him on that level. So I am not sure if I want to give him what he wants as he is a huge player.
"We don't think so much about other clubs. The focus is on us and what we need. I said that to him and I say it to you that I understand on a personal and a career level. But I am not only in this role to give him what he wants. I am a manager for Chelsea who wants to do what's best for Chelsea.
"He doesn't like it but he understands. It is tough for him because the other club is permanently on him. On September 1 when things calm down, then he can play on his highest level."

Chelsea have held talks with RB Leipzig about forward Timo Werner returning to the Bundesliga club on loan.
The German international, 26, left Leipzig to join Chelsea in 2020 but has struggled to make his mark, scoring 10 goals in 56 Premier League appearances.
Chelsea have bolstered their attack with Raheem Sterling joining from Manchester City last month although Romelu Lukaku has left on loan.
However, Werner's salary could be an obstacle in the way of any move.
For a loan move to proceed, he may need to take a pay cut or have Chelsea cover at least part of his wages.
During Chelsea's pre-season tour of the United States, Werner hinted he could be happy elsewhere.
But manager Tuchel reacted to those comments, by saying: "I would be one of the happiest people on the planet having a contract with Chelsea."
Newcastle are also interested in signing Werner, but his salary could prove too high for the Magpies to negotiate a deal.
Eddie Howe's side are looking to recruit two more attacking players and have already made two bids to try and sign Leicester and England attacking midfielder James Maddison, with the latest at more than 40m.

Marc Cucurella: Chelsea agree deal for Brighton full-back
Chelsea have agreed a deal to sign Spain international full-back Marc Cucurella from Brighton.
The defender, 24, handed in a transfer request after interest from Manchester City, but they did not pursue a deal and deemed the fee too high.
Cucurella was with Brighton for just one season after joining from Getafe, making 35 appearances and scoring once.
He would become Chelsea's third summer signing after forward Raheem Sterling and defender Kalidou Koulibaly.
The Blues have also agreed a £20m fee with Aston Villa for teenage England youth international Carney Chukwuemeka.
Last month, the Seagulls rejected a £30m bid from champions City for Cucurella and saw £50m as the benchmark - the fee Arsenal paid for England defender Ben White last summer.
Sources at the club said it would take another exceptional offer to consider a sale as they saw Cucurella as a better player.
But he would become the second big-money departure this summer from the Amex after midfielder Yves Bissouma joined Tottenham in a £25m deal, plus add-ons.
A Barcelona academy graduate, Cucurella has one senior cap for Spain and played for the under-23 side that won silver at the 2020 Tokyo Olympic Games.

César Azpilicueta has signed an extension of his Chelsea contract until 2024, ending Barcelona’s attempt to sign him.
Todd Boehly has repeatedly refused to sanction a sale and offered the Chelsea captain a new two-year deal, one more than had been on the table before his takeover. Barcelona were informed on Thursday.
Negotiations for a new deal had stalled over Chelsea offering only a one-year contract, with the defender contemplating whether the time had come to move on after a decade in which he had captained them to the Champions League title.
In mid-July Thomas Tuchel said he was a “little bit” annoyed with Barcelona and admitted that Azpilicueta wanted to go. But the manager said: “I am not sure if I want to give Azpi what he wants. At some point it is about what we want.”
Conversations continued, as did the uncertainty. Barcelona did not give up. Chelsea said they wanted a fee higher than the £6.2m they had paid Marseille for him in 2012, requested guarantees that Barcelona could register Azpilicueta and asked for time to find replacements. They have also refused to include him in any other potential deals – including discussions over Frenkie de Jong and Pierre-Emerick Aubameyang. Azpilicueta was told that they could not allow him to go.

Chelsea have signed Spain defender Marc Cucurella from Brighton in a deal worth more than £60m.
The 24-year-old left-back, who scored one goal in 38 games in his only season for the Seagulls, has signed a six-year contract.

It is Brighton's record sale, surpassing Ben White's £50m move to Arsenal last summer.
A Barcelona academy graduate, Cucurella has won one senior cap for Spain and played for the under-23 side that won silver at the 2020 Tokyo Olympics.
Last month Brighton rejected a £30m bid from champions Manchester City for Cucurella, who handed in a transfer request after City expressed an interest.
"We did not want to lose Marc, but he wanted the opportunity of playing Champions League football with a view to accelerating his progress to Spain's World Cup squad," said Brighton manager Graham Potter.
"He had an excellent first season in the Premier League, deservedly winning both our player of the season awards, and has been an absolute pleasure to work with over the past 12 months."
Cucurella is the second big-money departure from Brighton this summer after midfielder Yves Bissouma joined Tottenham for £25m plus add-ons.
"Marc is an elite defender of proven Premier League quality," said Chelsea chairman Todd Boehly.
"We continue to work on and off the pitch, and we're delighted Marc will be a part of the present and future at Chelsea."
This summer Chelsea have brought in England forward Raheem Sterling from Manchester City for £50m, Senegal defender Kalidou Koulibaly from Napoli for £34m and midfielder Carney Chukwuemeka from Aston Villa for £20m.
They also signed 18-year-old American goalkeeper Gabriel Slonina for a reported £12m from Chicago Fire, where he will remain on loan until the end of the Major League Soccer season.
Meanwhile, 19-year-old Chelsea defender Levi Colwill has joined Brighton on a season-long loan.
The England Under-19 international spent last season on loan at Huddersfield and scored an own goal in the 1-0 Championship play-off final defeat by Nottingham Forest.
"Levi has enormous potential and has already shown his ability last season in the Championship and with England at various age group levels up to under-21s," said Potter.
"He plays mostly at centre-back, but has also played on the left as a full-back, and he is a player who is comfortable on the ball."

Chelsea opened the Premier League season with victory over Everton (0-1) as Jorginho's penalty decided a scrappy contest at Goodison Park.
Thomas Tuchel introduced summer signings Kalidou Koulibaly and Raheem Sterling from the start but it was one of Chelsea's established stars who settled affairs when Jorginho rolled a composed penalty past Jordan Pickford in first-half stoppage time following Abdoulaye Doucoure's foul on Ben Chilwell.
Everton, without a recognised striker following the sale of Richarlison and injury to Dominic Calvert-Lewin, battled gamely but were woefully short of quality and threat in attack.
Manager Frank Lampard's cause was not helped by a serious early injury to defender Ben Godfrey, who was taken off on a stretcher following a challenge on Kai Havertz, with Yerry Mina another casualty in the second half.
Chelsea survived in relative comfort and were able to give a debut to new signing Marc Cucurella, the defender signed from Brighton in a deal that could eventually by worth £62m, as they made it a winning start.
Chelsea grind out opening win
Chelsea never needed to touch the heights to beat Everton but manager Tuchel will still be delighted to simply start the season with a win after a turbulent summer.
Raheem Sterling showed in flashes what he will bring while powerhouse defender Koulibaly was able to ease his way into the Premier League against the blunt instrument that was Everton's attack.
Chelsea did not cause Everton too many serious problems but this game was effectively over as a contest because the visiting defence had too much know-how and the home team lacked nous.
Cucurella's debut was only notable for a yellow card after he kicked the ball away in the dying moments as Chelsea ran down the clock against an increasingly frustrated Everton.
Chelsea will be looking to bring in more new faces before the close of the transfer window and have been linked with a succession of names - even though this still represents a very strong squad.
It is all about the result on the opening day and achieving it by whatever means possible, a mission which Chelsea accomplished with plenty to spare.

RB Leipzig are expected to complete the signing of Chelsea forward Timo Werner on a permanent deal, two years after he left the club for the Premier League.
Chelsea met the Germany international's £45m release clause in 2020 but will make a loss, with Werner set to return in a deal thought to be around £25m.
The 26-year-old was pictured arriving in Leipzig for a medical on Monday.
Werner scored 23 goals in 89 games in all competitions for Chelsea, winning the Champions League in 2021.
He was one of the most sought-after forwards in Europe when the Blues signed him in the summer of 2020, having also attracted interest from Liverpool, Bayern Munich and Atletico Madrid.
He scored 95 goals in 159 games in all competitions for Leipzig during his first spell at the club, after arriving from Stuttgart in 2016.
But Werner failed to replicate that goalscoring form in the English top flight, netting just 10 times in two seasons,
However he did play an important role in Chelsea's run to European success in his first campaign, scoring in the semi-final second leg against Real Madrid.
Chelsea initially held talks with Leipzig about Werner returning to the club on loan but that has turned into a permanent deal.
During Chelsea's pre-season tour of the United States, Werner hinted he could be happy elsewhere, with boss Thomas Tuchel responding: "I would be one of the happiest people on the planet having a contract with Chelsea."
Werner is thought to be one of the most popular players at the training ground and there is a recognition at Chelsea that he tried incredibly hard but he could not score enough goals.
Despite this, plus the pressure he was under and the criticism he faced, he remained a positive influence at Chelsea and was admired by the club's fans for his effort.
Leipzig have also announced the signing of 19-year-old Slovenia forward Benjamin Sesko, who will remain at Red Bull Salzburg until July 2023 and will sign a five-year contract until 2028.
"The club's philosophy of placing trust in young players and playing attractive, attacking football is a perfect fit for me," said Sesko.
"The city, the stadium and the whole infrastructure at RB Leipzig, as well as the many good discussions with the club, convinced me that this move is absolutely the right decision."

Chelsea defender Malang Sarr has joined Ligue 1 club Monaco on a season-long loan, which includes an option to buy.
The French defender, 23, moved to Chelsea on a five-year deal in August 2020 after reaching the end of his contract at French side Nice.
Sarr made 21 appearances for the Premier League club last season after spending the 2020-21 campaign at Porto.
Monaco finished third in France's top-flight last term and reached the last-16 of the Europa League.
"I am very happy to join Monaco and to be back in Ligue 1, a league in which I started and which I know well," Sarr said.
"I would like to thank the club for its confidence. I am now looking forward to blending in with my new surroundings and getting to know my new team-mates, with the desire to achieve a lot together."

Chelsea will feel this was an opportunity lost as they were the better side for long periods only to lose the lead twice, once in contentious circumstances, and then with the pain of it being virtually the last action of the game.
Tuchel, once his very obvious anger subsides, will be satisfied with large parts of Chelsea's performance, which really ought to have brought a win.

Tuchel will question why Anthony Taylor did not award a foul when Bentancur dived in on Havertz, and Chelsea also felt Cucurella was fouled before Perisic's corner that was turned home by Kane.
The scenes between the two managers were part of the drama and showed how high feelings were running, but both Tuchel and Conte can expect to hear from the authorities.
Chelsea's summer signings made their contributions as Koulibaly and Cucurella combined for one goal and Sterling set up James but there was no doubt who was the more satisfied manager at the final whistle.
Conte's animation throughout, and especially after the final whistle, showed how much this result meant to him on his return to the club where he won the title.
He raced towards opposite number Tuchel when Hojbjerg equalised and the pair were involved again when Chelsea's manager seemed reluctant to let go of Conte's hand after the final whistle.
In the end, Spurs will be happy with a draw because they were disappointing for long spells, although predictably it was Kane who came to their rescue in those dying moments.
Spurs are accompanied by big expectations under Conte this season but will have to show character and resilience at times when they fail to hit their best.
This was one of those occasions and the way they celebrated with their fans after the melee at the final whistle had broken up was a sign of their satisfaction.

You're dead right, Alex. Besides the challenge on Kai Havertz and the hair pull on Marc Cucurella, Chelsea boss Thomas Tuchel also felt Richarlison was offside and obstructing the keeper's view for the first equaliser.
"We were absolutely brilliant," he added to Sky Sports. "Only one side deserved to win and that was us. Both their goals cannot stand.
"There was a clear foul on Kai Havertz and the situation goes on and on. Richarlison was offside and when can you pull hair on a football field?
"We dominated for 90 minutes. We were sharp, we were hungry, it was a top performance. I'm sorry for all my players that we didn't get the result we deserved."

Todd Boehly's Chelsea purchase may be strictly business but the American got the full-on Premier League experience as he looked down on his expensive new acquisition from on high at Stamford Bridge.
Boehly was all smiles before kick-off, a very visible presence in the searing heat and humidity of west London as he settled back to soak up what was never going to be a quiet afternoon when his new post-Roman Abramovich Chelsea met Tottenham.
Chelsea and Spurs do not do quiet. There is long-standing antipathy and when a game of high controversy, hot tempers and two managers seemingly intent on getting right up each other's nose had concluded, Boehly probably needed a long, cool drink to calm down along with everyone else.
A banner unfurled at The Shed end delivered a twist on the old Madness song as it read: "Welcome To The House Of Fun, Todd & Co."
Boehly got fun and a lot more besides.
It was fast, frenzied and superb entertainment, although there will be plenty who will not approve of the regular crowd scenes that enveloped the technical area, with Chelsea manager Thomas Tuchel and Spurs counterpart Antonio Conte the central figures.
The final score of 2-2 only scratches the surface of a thunderous game and if Boehly bought into Chelsea for a touch of box office then he will certainly get it if this is anything to go by.
The bottom line is Chelsea deserved to win and they will curse the fact they did not. They were better than Spurs and should not have given them the opportunity to come back twice.
Chelsea's new signings Kalidou Koulibaly and Marc Cucurella joined forces for their first goal, slammed in by the former Napoli powerhouse on the volley from a corner.
Things were already ticking on the touchline between the two combustible managers, but really took off after 68 minutes when referee Anthony Taylor decided Rodrigo Bentancur had not fouled Kai Havertz. Chelsea's complaints were ongoing when Pierre-Emile Hojbjerg sent a low shot past Edouard Mendy.
Conte turned the new logic of refusing to celebrate against a former club - remember he won the Premier League and FA Cup at Stamford Bridge - on its head by stalking menacingly towards the enraged Tuchel with a snarl of celebration and the pair ending face to face and surrounded by what looked like a cast of thousands.
Two yellow cards. Other colours would follow.
Reece James put Chelsea back in front, Tuchel recreating the old Jose Mourinho celebration by sprinting along the touchline, pointedly ignoring Conte as he went.
All over? Not quite.
Harry Kane's header in the sixth minute of stoppage time saw honours even, but Tuchel and Conte only heard the bell to come out for the final round, the German seemingly holding on to the post-match handshake too long, seemingly suggesting eye contact was being avoided.
Cue another crowd scene and more cards. This time red.
Boehly will have looked on with a mixture of disappointment and fascination. So this is what the Premier League is all about?
Cut away the confrontation and Chelsea showed they will still be a force to be reckoned with this season, at least in the context of the top four.
Boehly seems determined to give Tuchel even more new faces before the transfer deadline, with Everton rejecting Chelsea's £40m bid for Anthony Gordon, but those who have arrived already demonstrated their worth in this Stamford Bridge hothouse.
Koulibaly showed why he has been one of the game's most coveted defenders for so long, while Cucurella was busy at both ends of the field - goalscorer and creator.
Raheem Sterling missed one big chance but was composed enough to set up James for the second and Tuchel knows what the England forward will bring.
Chelsea looked more compact than for some time, pressing from the front more effectively, Romelu Lukaku proving unsuitable for that role in his one ill-starred season back at Stamford Bridge.
Tuchel could barely contain his anger at officialdom after the game. But he may just feel more satisfied with this performance, even though it only brought one point, against a better team in Spurs, than three from a rather scratchy, laboured effort in victory at Everton on the opening weekend.
It will all be overshadowed by the touchline antics of Tuchel and Conte, but when the dust settles the Chelsea manager might be happy with what he saw - and Boehly will have a better idea of exactly what he has bought into.
