If you are a beginner, go for Canon.

I have Canon EOS 1100D, it's pretty good and not so expensive
Other options can be Canon 550D or 500D

Go for a D3200 and a fast lens - maybe Tamron 17-50 F/2.8 non-VC.

It's called bokeh.

This will require a lens with wide aperture. Go for Nikon 50mm F/1.8 D (won't auto-focus on your D3100, but costs about $100) or Nikon 50mm F/1.8G (will auto-focus on D3100 and costs about $220). This will give you very nice bokeh.
