Yes they can.
but it is a difference of 16 matches. india cannot win 16 in a row and pakistan cannot lose 16 in a row. (we have 3 coming up against australia and some vs zim) i expect us to win 2 vs australia and all the matches against zimbabwe. India will win most of their ODIs in the subcontinent and that is where they are playing for the next year mostly.
If our team strategy especially in batting doesnt change, India will overtake pakistan in 3-4 years time.
But i still believe Pakistans problems in ODIs can be solved, we have a coach who is considered one of the best in the world and we have sufficient talent battingwise and bowlingwise to improve our ODI form. Only question is the selectors making the right choices and a change in approach in our batting

if we compare pakistan and india
Pakistans w/l ration is similar in 80s/90s and after 2000
Indias w/l ratio has improved. in the 80/90s it was below 1 or equal to 1. now its around 1.3
so overall india has improved alot while pakistan has remained static

You are overreacting on Yadav. He was bad at the death in the first match and that has been a problem for last 6 months for other bowlers without Zaheer. 2nd match was lost by the time
Yadav bowled.
btw, INDIA HAS ONLY 8 ODIS TILL NEXT JUNE (Champions Trophy). that is the least no. of Odis of the top 7.
