Given the weakness of our openers and top order , would it be better that at number 5,6,7 and 8 we should have batsmen who are capable of playing 35 or 40 overs?

We have had some Legendary All-rounders, but all of them seem to fast/medium fast

But, we haven't had a truly spin ATG all-rounder. Sobers comes close, but he too was a part-time spinner. In the modern day we have Shakib who has the potential, but I doubt he will become ATG. Vettori was another, but again hardly a legend/ATG.
Despite the south asian pitches being conducive to spin, why have we not had TEST all rounders.
On the other hand, ODIs/T20 has seen a couple of spin ATGs - Jayasuriya, and to an extent Yuvraj and Afirdi could be classified in that category.
